The Work-Family Needs Of Single Parents: A Comparison Of American And Swedish Policy Trends, Lena Lundgren-Gaveras
The Journal of Sociology & Social Welfare
This paper compares recent policy trends affecting the work-family needs of women heading households, a population that has increased dramatically in both America and Sweden. Unlike existing American policy debates that largely discuss single mothers as a public welfare dependent population, this paper addresses female-headed householders as high-level users of policies and programs aimed at integrating work life and family life.
Most cross-national research and policy debate efforts argue that Swedish policy, in stark contrast to American policy, promote women combining employment with parenting responsibilities. This study argues that policy developments directly targeted to enhance an employee's ability to combine …

An analysis of U.S. refugee resettlement policy reveals approaches that do not address several root causes of resettlement difficulties: cultural differences, post-traumatic stress disorder, and discrimination by the host culture. Several recommendations are made for policy improvements, and suggestions for the future of international social welfare are presented.

Growing dissatisfaction with conventional social policy approaches, as embodied in the residual and institutional models, has fostered a search for new ideas. The developmental social policy model offers a viable alternative but it is relatively unknown in the industrial nations. Drawing on the experience of Third World countries, this paper describes the developmental model and examines its implications for social policy in the West.

The Marginalization Of Social Welfare In Developing Countries: The Relevance Of Theories Of Social Policy Development, Kwong-Leung Tang

Social welfare development has been marginalized in many developing countries. This study examines the social policies of developing countries and refers to four major theories of social policy development (social conscience, modernization, dependency and diffusion) to see if they offer an explanation of the phenomenon. It is argued that dependency theory and diffusion theory provide better interpretations than the other two theories. The paper shows how theories of social policy have international relevance in explaining current trends in social welfare.

This paper highlights the finite limits of global resources, the rapid global changes that are occurring, and the authors' concerns about the failure of the world community to come to grips with global problems. Major impediments to achieving global sustainability and social development are discussed and suggestions are presented for remedial strategies to redirect society along a more equitable and sustainable future path.

This three country comparison uses case studies of family policy in Britain, Canada and the US to explain how governments utilize family policies to maintain patriarchal systems and to promote labor force and economic goals. The paper examines how equality/difference theories are applied in family policy. Propositions are developed in order to provide a basis for developing new approaches to family policy based on gender equality.

Technology transfer and integrated social development are closely linked aspects of social work practice that deserve more serious attention than they have received to date. This study used data from the National Longitudinal Survey of Labor Market Experience (NLSLME), Young Women's Cohort, to assess the influence of race and marital status on levels of child support and work effort of recipients of child support in 1978,1983,1988, and 1991. Controlling for the number of children and highest completed grade of education, the study found that race exerted no effect on either level of child support payments or work effort in any of the study years. The federal government became involved with child support in 1935 when it established Aid to Families with Dependent Children (AFDC) under the Social Security Act, 1935 to allow communities to be financially responsible for children whose parents had died or had deserted them. (Lieberman, 1986). The Child Support and Establishment of Paternity Act (1975) created title IV-D of the Social Security Act (PL93-647), made the Department of Health and Human Services responsible for administering the Child Support Enforcement Program, and created the Federal Office of Child Support Enforcement. Public Spending On Income-Tested Social Welfare Programs For Investment And Consumption Purposes, Martha N. Ozawa

The Clinton administration contends that public spending for investment should be increased, but public spending for consumption should be decreased. This article reports findings from a study that investigated the trend in public spending from 1975 to 1992 for social welfare programs that are targeted to low-income families and individuals. The study found that public spending for social welfare programs for investment purposes declined generally during that period and public spending for consumption purposes increased primarily because of the increase in medical benefits.

Since 1983, more than 34,000 Amerasians and their 48,000 accompanying family members from Vietnam have been resettled in the United States of America. Having American fathers whose race and ethnicity are very differentfrom traditional Vietnamese, these children were considered outcasts by members of their own culture and,for the most part, led marginal lives in Vietnam. This article presents findings of a study conducted on a sample of 80 Amerasian refugees who have resettled in a large Southern city within the last two years. The Problematics Of Representation In Community Mediation Hearings: Implications For Mediation Practice, Angela Garcia

Empowering disputants to represent themselves and create their own agreement is a frequently cited goal of community mediation programs. This paper explores how disputants' positions and interests are represented in mediation, and investigates the implications of such representation for the negotiation process. This narrative analysis of transcripts of videotaped community mediation hearings shows that disputant self-representation in mediation is never unconstrained. The interactional organization of mediation and the actions of mediators work to limit and define how disputants formulate their utterances. Mediator representation of disputants varies in the degree of intervention or coercion applied. Mediators may limit themselves to rephrasing, …

The multifaceted significance of institutional care for elderly people in contemporary Japan is analyzed. An overview of the changes in the demographic structure in Japan is provided. Changes in the social environment of care for elderly people in the postwar period are discussed. In regard to the recent trends of welfare policy for elderly people, development of the variety of institutional care for the elderly is briefly described.
