Family Functioning And Migration: Considerations For Practice, Amith Ben-David

International migration is increasingly dominated by family considerations. Despite conflicts and tensions, the support system of the family is the main agent through which the adjustment to migration occurs. Social workers are in the front line in the treatment and acculturation of new immigrants. The present study explores how 145 social workers, comprising about 70% of those who treat new immigrants in the northern part of Israel, perceive family functioning in two very different migrant populations: arrivalsf rom the former Soviet Union on the one hand, andf rom Ethiopia on the other. An Opportunity Lost: The Failure Of The Michigan Commission On Death And Dying, Joseph Ellin

The Michigan Commission on Death and Dying was created to advise the state legislature on the politically volatile question of assisted suicide. Proposals were considered to allow assisted suicide with safeguards, and to continue the state's temporary absolute ban. Because of the political composition of the Commission, however, no consensus was reached, and the opportunity to enact humane but careful legislation seems to have passed. This paper examines the proposals the Commission considered, the alliances reflected in the voting, and some problems the Commission failed to address.

This paper aims to illustrate the viability of using concepts and theoretical arguments from organization ecology to analyze dynamic change processes in foster care. The general topic is the relationship between foster homes and their environments. The specific focus is the effects of the environment on the entry and exit patterns of new foster homes. After more than a decade of relative neglect, youth services policymakers in the late 1980s began targeting the family as a primary focus of intervention in the response to a range of deviant behavior. One recent example of this return to family intervention has been a renewed emphasis on family services in juvenile courts and juvenile justice agencies. This case study describes one attempt to implement a new "family-focused" intervention approach as part of a larger return to treatment-oriented probation services in an urban juvenile justice system. A review of the research on implementation of federal-state partnership programs indicates a need for more analyses of the post-legislative phase of social welfare policy. This paper addresses the importance of research on policy implementation in social welfare. It examines some critical tools in the policy implementation analysis process, presents a framework for analysis, and offers recommendations to stimulate interest in the study of the implementation process.

Social work, like many other practice-based professions, has historically been concerned about the discontinuity between practice and research. This discontinuity is frequently reduced to a debate between qualitative and quantitative methodology, placing the profession in a dilemma and further alienating practitioners. This article describes a qualitative data collection and analysis process as it was in a large-scale study exploring issues of family development. The use of open-ended story telling and ethnographic content analysis are recommended for use in practice and in practice-based research. Adoption practice and chemical dependency settings are presented as examples.

The ideological nature of juvenile justice policy is analyzed, including the domain assumptions of the predominant juvenile justice ideologies which presently inform juvenile justice policy development. Further, it is argued that the failure of present juvenile justice policies to effectively respond to the juvenile "crime problem" may lead to the opportunity to develop a more critically informed juvenile justice policy, one which is better able to meet the needs of clients and respond more effectively to juvenile crime. Although males still constitute a substantial number of persons with AIDS, it is becoming clear that this is a disease affecting women and minority populations more adversely. Today women, while representing approximately 16 percent of all AIDS cases nationwide that are reported to the Centers for Disease Control, make up the fastest-growing segment of the population with AIDS. This article contends that AIDS is increasingly afflicting women who have little economic, political, or social power. Furthermore, misdirected public policy has been partly responsible for the greater incidence of the disease in certain regions and populations.

Protecting Women's Jobs: Unions And Deindustrialization, Marietta Morrissey

This paper explores the impact of union membership on a group of unskilled women workers at a public university in a midwestern city. Although the region has experienced high levels of unemployment in recent years, women subjects have been relatively insulated from job loss. Consistent with other research findings on the consequences of unionization, interviews with 18 women indicate that their job tenure is long, tendency to exit jobs low, and wages and benefits relatively good. African-American and white women have slightly different employment histories, however, reflecting patterns of discrimination and occupational segregation in the work place. Second-order victim-blaming emerges within a host of rationales given when designated solutions to first-order social problems do not produce the desired results. In certain cases second-order victim-blaming is built upon first-order victim blaming. This article develops a typology of second-order victim blaming based on the nature of problems forthcoming from failed social interventions. It then explores the implications of the phenomenon for those upon whom the blame falls, for other actors in intervention systems, and for social policy and programs more generally. Family Correlates Of Delinquency: Cohesion And Adaptability, Glenn Shields, Richard D. Clark

The Journal of Sociology & Social Welfare

The Circumplex Model of family functioning, which includes measures of cohesion and adaptability, was used with a community-based sample of youth (N = 480) to test its usefulness for explaining delinquent behavior. Results from the research indicate that the Circumplex Model is inadequate for explaining delinquency. It was concluded that the two major components of the model, cohesion and adaptability, do not operate in the curvilinear fashion as hypothesized. Rather, the results suggest the both factors are linear in their relationship with delinquency.
