Postmodern and poststructuralist theorizations of the interrelations of the particular and the universal have identified women's bodies to be the last frontier for scientific discovery leading to and satisfying the modern compulsion to stabilize and control life from birth to death. This institutional ethnography of one city's response to an elevated infant mortality rate among the babies of African American urban, impoverished women explores their discursive transformation from single mothers who cannot begin prenatal care before the second trimester because too few physicians will treat Medicaid patients, into sexually-immoral, illegaldrug- using women who deliberately harm their babies. This article examines how Asian immigrant women manage the demands of family,job training, and paid work in their new society. Using institutional ethnography, a feminist research strategy developed by Dorothy Smith, the study begins with the women's experiences to explore the extended social relations which give shape to them. The study argues that among those extended relations are the organization of the labor market in the contemporary period, immigration legislation, and the ideological practices embedded in developing, managing, and administering public policies such as job training. People with disabilities are just one of the groups designated for special attention in relation to equity in postsecondary education. This paper explores the way in which policies that provide academic accommodation for students disabled by chronic illness unfold in practice. As part of the administrative regime of the university, these policies are typically designed to reconcile the interests and relevances of the law with the interests and relevances of the academy. When a disabled student "activates" the policy, regardless of whether or not services and assistance are provided or are useful, the student becomes situated within social relations that …

A Child's Death: Lessons From Health Care Providers' Texts, Nancy M. Bell, Marie L. Campbell

This article originates from a research study that explores 'what happened' to a 10-year-old child with Rett syndrome, who died from "severe malnutrition" according to a Coroners Service inquest jury. The inquest evidence analyzed, using institutional ethnography, shows that approximately one week prior to this child's death three health care providers (an emergency physician, a hospice volunteer and a home care nurse) conducted individual assessments of the child. Child protection workers were also involved. We examine the transformation of the social institutions of retirement and housing in the US in the latter part of the 20th century. Using institutional ethnography we explicate a woman's experience relocating to an age segregated community. Her relocation is predicated upon ideological practices that reconceptualize retirement as "active living" and the construction of a setting in which retirees engage in this new lifestyle. We demonstrate the textual mediation of this ideological and organizational reformation through an examination of an advertising campaign undertaken by the Del Webb Development Corporation in the marketing of Sun City, Arizona. Head Start, Other Preschool Programs, & Life Success In A Youth Cohort, Richard K. Caputo

This study assesses the effects of Head Start and other preschool programs on five life success measures in a U.S. cohort of youth (N = 5,621). The life success indices are average annual income-to-poverty ratios, economic mobility, and number of years the youth lived in families whose incomes fell below official poverty thresholds, received Food Stamps, and received TANF/AFDC. Controlling for a variety of background and other factors in separate regression models for each life success measure, results show that youth who participated in preschool programs other than Head Start had higher average annual income-to-poverty ratios than nonpreschoolers. This study assesses the effects of Head Start participation and demonstrated academic ability during elementary school on School-to-Work (STW) program participation. The study sample comes from the National Longitudinal Survey of Youth, 1997 Cohort and comprises 4,370 adolescents who reported grades they received while in the 8th grade and whether or not they ever repeated a grade in grammar school. Findings indicate that STW programs attract disproportionate numbers of students with histories of marginal demonstrated academic ability. This is so because STW programs are also more likely to attract Head Starters. Demonstrated academic ability varies by race/ethnicity and sex, with …

The purpose of this study was to explore the extent to which hospital based social workers were actively involved in community practice on behalf of disabled people. The study attempted to identify what variables influence social workers in health settings to engage in community practice. A sample of 286 social workers employed in 57 different hospital and rehabilitation settings participated in a survey that focused on advocacy and related topics. A questionnaire explored participants' perspectives and the levels and kinds of practice activities they engaged in relation to the needs of people with disabilities. This article provides an overview of the social responses to prostitution since the mid 1800s and how the responses of social workers have been shaped by shifting social contexts. Understanding the complex interplay of these forces is key to mapping out the divergent social work practice approaches with sex workers and their influence over time. The article presents three main constructs which have influenced social work responses to sex work; 1) the notion that women needed to be protected for their own good, 2) competing class values and, 3) social control.

Different Types Of Welfare States? A Methodological Deconstruction Of Comparative Research, Rebecca A. Van Voorhis

The Journal of Sociology & Social Welfare

Research on modern welfare states has been strongly influenced by the theory that they develop according to patterns, which form distinct regimes liberal, corporatist, and social democratic. These regimes are characterized by several key variables, among which the decommodification of labor is heavily weighted. This article examines the operational assumptions, measures, and calculations used in the most widely cited empirical study around which distinct regime theory has developed over the last decade. The findings reveal critical methodological weaknesses in the conceptualization and quantification of decommodification measures, which form the empirical cornerstone of distinct regime theory.

Exploratory Research In Public Social Service Agencies: As Assessment Of Dissemination And Utilization, Teresa Dal Santo, Sheryl Goldberg, Pamela Choice, Michael J. Austin

The purpose of this study was to investigate how nine exploratory research studies were disseminated and utilized by social services agencies in four California counties. It is based on in-depth interviews with sixteen key social service agency staff members in four counties who were involved in the planning and implementation of the research projects. While reports were disseminated internally to agency management staff, the results revealed that fewer were shared with supervisory and line staff. All of the studies influenced agency thinking and, in some cases, specific agency decisionmaking processes. The key factors influencing the utilization of research included: (a) …

Open For Business: Exploring The Life Stages Of Two Canadian Street Youth Shelters, Jeff Karabanow

Youth shelters have emerged as significant resources for homeless and runaway adolescents. Through participant observations of shelter culture, review of agency archival materials, and in-depth interviews with 21 shelter workers (front line staff, middle managers, and upper-level executives), this analysis explores the life stages of two Canadian street youth shelters, highlighting the dramatic transformations in their internal operations and external environments. This paper also offers an understanding of organizational evolutionary processes.
