To this end, the Ohio Department of Job and Family Services (ODJFS) partnered with eight public children services agencies; Champaign, Crawford, Hamilton, Knox, Montgomery, Summit, Trumbull, and Wayne, to become one of eight national project sites to test child welfare workforce interventions through the Quality Improvement Center for Workforce Development (QIC-WD). Ohio is committed to improving outcomes for children and families and strengthening its child welfare workforce. When we improve the child welfare workforce, we improve outcomes for children and families. As a participant in a national workforce research project through the Quality Improvement Center for Workforce Development (QIC-WD), Ohio collected data over the last several months and completed a workforce needs assessment. The Virginia Department of Social Services (VDSS) was the first QIC-WD site to select a workforce intervention. VDSS learned from the field that many workers leave the agency because they feel overloaded with paperwork. In Virginia, 2,400 Family Services Specialists (FSS) representing 120 local departments of social services (LDSS) perform child welfare and adult protective services. These FSS must document case notes for all interactions with clients, families, and service providers. FSS often manage several high-priority cases and need tools to complete their required documentation in a timely and high-quality manner. Physical safety is a primary concern among homeless youth because they struggle to secure basic necessities and a permanent place to live. Despite this, studies have not fully examined the numerous linkages that might explain risk for victimization within the context of material insecurity. In this study, we examine multiple levels of both proximal and distal risk factors at the individual (e.g. mental health), family (e.g. child abuse), and environmental levels (e.g. finding necessities) and their associations with physical and sexual street victimization among 150 Midwestern homeless youth. Unknown Identities: How Transracial International Adoptees Racially And Culturally Identify In College, Amy Williamson

This qualitative research study investigated transracial international adoptees (TRIAs) and how they racially and culturally identify in college. This study was meant to bring an awareness to student affairs professionals to increase their knowledge about a population they may encounter. Four TRIAs were interviewed. The findings from the data analysis revealed many TRIAs were uninterested in their birth country growing up, they were connected to their adoptive culture, and they racially identified with their birth race. Areas for future research and recommendations for student affairs are included.

College-Going Experiences Of Male Foster Youth Alumni Who Have Stopped-Out Of College, Felipe D. Longoria

This qualitative research study examined how foster care experiences and masculinities influenced male foster youth alumni’s decision to go to college. The study also sought to understand the in-and-out-of-college factors that led participants to exit college prematurely. Five participants were each interviewed twice for data collection purposes. Findings from data analysis indicated that establishing and maintaining relationships in college were challenging and affected an already vulnerable population in their help-seeking behavior. Recommendations are offered for higher education professionals and areas for future research are noted.

Using an ethnographic case study approach, we examined how teachers and parents within an eth-nically diverse early childhood program conceptualized and implemented culturally relevant peda-gogy and how these primary caregivers were encouraging children’s sociocultural development and awareness. Data sources included questionnaires, interview transcripts, and observational field notes (classroom and community). Findings suggest there were multiple strategies and resources teachers used to facilitate the sociocultural growth of young children indicative of culturally relevant practices. However, we discovered there were mediating factors that impacted how and whether teachers were able to implement culturally relevant pedagogy in the early childhood classroom.

This presentation is an analysis of seven state and federal cases of human trafficking, including forced labor and sex trafficking, in Rhode Island from 2009 until 2013. In 2009, Rhode Island passed a comprehensive human trafficking law. Since then there have been six cases of sex trafficking and one case of forced labor. Sources for information on the human trafficking cases were police reports, witness statements, court documents and media reports. Slavery is now illegal by all states and under international law. Contrary to the hopes of abolitionists, this state of affairs has transformed rather than eradicated slavery as an institution. Furthermore, responses by states to post-abolition forms of slavery have often been less than ideal. This paper begins by comparing two state responses to slavery in the early 20th century: the federal peonage trials in Montgomery, Alabama from 1903-1905, and the federal response to an alleged epidemic of “white slavery” from 1909-1910, culminating in the passage of the White Slave-Traffic Act. Race Still Matters: Preparing Culturally Relevant Teachers, Tonia Renee Durden, Caitlin Mcmunn Dooley, Diane M. Truscott

This qualitative study explores racial identity development of teacher candidates during a teacher preparation program dedicated to preparing teachers for diverse classrooms. Two black teacher can-didates in the United States demonstrate their racial identity development through critical reflections offered throughout the program. Findings suggest that teachers’ racial identities shaped their con-structions of culturally relevant (CR) pedagogy. Implications for teacher education programs include considering how the development of CR pedagogues is influenced by teacher candidates’ racial iden-tities and experiences.
