The Politics Of Aging And Rural Social Services: An Exploratory Analysis, Roger A. Lohmann

The advent of federal funding for rural social services during the late 1960s and 1970s brought about changes in the political organization of rural America. A host of new organizational actors, like Area Agencies on Aging and various local aging agencies were created in rural communities across the country, in the wake of Baker v. Carr with its “one man/one vote” principle and funding through programs like the Economic Opportunity Act and the Older Americans Act. This article details a leadership succession model suggesting that local leadership of aging interests went through at least four distinct phases during this time: …

This paper focuses on conditions conceived to militate against innovation and change in organizations adhering to administrative principles found often in many workplaces. While these principles are not peculiar to schools of social work, these schools are singled out along with two related problems identified often by persons employed in these schools as ones for which few effective innovations have been implemented. These problems center upon how these schools may best achieve an adequate representation among faculty members, of minority group staff, and an adequate representation of substantive course offerings focusing upon the experiences of national minority group members. The author asserts that the effect of assimilation of ethnic and racial minority content into the curriculum of schools of social work may perpetuate institutional racism.

Social work education as well as the purpose of the profession itself are viewed as basically one of helping people adjust and accommodate to the dominant and racist institutions of our society. Consequently, the author argues, incorporation of ethnic and racial minority, content into curriculum that serves such a function is likely to serve ends to which it was not intended.

Creative restitution offers considerable potential to the field of criminal justice. The concept is of historical significance for it has been an important element in a variety of cultures. Yet, the notion of restitution or permitting an offender to make amends is not a significant element in our society. This paper explores the responses of a variety of populations to creative restitution. A number of findings were of significance including strong support for and acceptance of the concept by diverse groups.

Science documents two sources of knowledge--sense and reason. Further, according to Kant, "The nature of the outer empirical world is not known, what becomes known is that which is perceived." Human constructs represent outer reality. They do not express reality directly as it is in original nature. The aim of the social scientist can never be to eliminate the relative perspective of social reality. It is to understand and explain it within a larger cultural framework. The nature of this task brings the social scientist "close" to defining the social reality within a broader cultural praxis. Any policy--essentially, a set …

Two hundred and seventy-three clients whose cases had been closed by the Oregon Vocational Rehabilitation Division (OVRD) between March 1, 1976 and February 28, 1977 were interviewed by telephone. They were asked to identify the different methods they had used during their job search, whether they had obtained a job while being served by OVRD, whether they were presently employed, and if employed whether the job was the same or different from the one they had obtained while being served by OVRD. Mutual benefit associations have been frequently found to confront two major problems: membership apathy and oligarchical control. The organization presented in this paper solved those two problems in unique ways. First professionals employed by the organization were kept in subordinant roles when key policy decisions were made by the lay board. Secondly, the organizational structure did not match the reward structure, i.e., salaries of supervisors were often lower than those of the professional staff. The principal thesis of this paper is that the inadequacies of recent efforts at social planning are essential failures of theory, rather than failures of practice. Economic, land use and social welfare planners it is suggested have all shared a common unwillingness or inability to abandon commitments to an essentially utilitarian rhetoric of reasoned behavior, wherein means are matched with ends, persons are viewed as essentially self-interested and goal-directed rational problem solvers operating on schedules of goal attainment known or predictable by the planners. The Vanishing Sociology-Social Work Alliance: A Study In The Politics Of Professionalism, David G. Bromley, Frank J. Weed

The Journal of Sociology & Social Welfare

The undergraduate sociology-social work alliance in sociology departments has a long tradition in American colleges despite ideological differences between the two disciplines. Recently this old alliance shows signs of disintegration. This paper argues that the recent emphasis on professionalization of undergraduate social work through the use of accrediting standards coupled with the control of Federal social work training grants have placed new pressures on the old alliance. Evidence is presented which indicates that the conflict is being resolved in the direction of greater administrative specialization and autonomy for social work.

The study is based upon five research questions which seek to determine service workers’ perceptions of black life experiences, the causes of black clients’ problems, and possible ways to alleviate these problems. Service workers are asked if present modes of intervention are effective in working with black clients. They are further asked if training regarding black issues would help facilitate their working with black clients, and if so, what areas of training would be most useful.

The researchers could have chosen any from among several client groups for this project. It was decided to limit the study to one group, …

This study explores the hypothesis that constitutional factors were significant in mediating their successful adjustment. The adjustment of children who in the past would have been viewed as permanently scarred and unable to adjust has provided researchers with an idiosyncratic situation that has also been found in other studies: children have adjusted despite odds against it and children considered to have incurred minimal trauma have had difficulty adjusting.

This study sought to explore the resettlement of Indochinese refugees to their new life in Portland, Oregon. Three basic areas were under consideration. The first area dealt with demographic data: who are the refugees and what are their pasts? The second area focused on aspects of successful resettlement: what do refugees seek in order to consider themselves successfully resettled, and how do their ideas of successful resettlement collate with their present state of resettlement? The third area dealt with the effectiveness of resettlement programs: how have various assistance programs been helpful to the refugees, and are the refugees aware of …

The Measurement Of Personal Influence In Organization And Community, Roger A. Lohmann

Discussions of personal influence in situations in communities and organizations are ordinarily abstract and theoretical. In this paper, a practical method for the measurement of influence in interactional terms is developed. The approach combines the use of Likert scales, sociometric techniques and a simplified version of "blockmodeling" using mathematical matrices. The method is outlined using a hypothetical social service agency with a seven-member staff.

A two-wave survey of women in their reproductive years living in poverty areas of New York City is used to investigate family size preferences among the poor. The hypotheses that parity affects family size preference and that current parity affects future parity are supported. Implications for future trends in family size preference and for family planning programs are discussed.

This paper examines the responses to national opinion surveys taken between 1935 and 1976 on questions related to the federal government's role in providing social welfare programs and recent survey findings on defense spending. The paper's major findings are that: 1) in general, the public supports the basic concept of providing aid to the needy through the government but shows less consistent support when specific spending proposals are mentioned: and 2) as theshareof the federal budget allocated for defense spending has been decreasing, polls have shown an increasing proportion of the public expressing support for greater delcense spending. This review began with an interest in treatment of child abuse and in how a study of social isolation might lend direction to treatment of abusing families. The literature leads one to believe that social isolation is somehow involved, but that the process is far from clear. The intent of this review is to synthesize the findings available on the relationship between social isolation and child abuse, to encourage further thought on how the concept of social isolation can be refined and operationalized, and to discuss the implications of that relationship for treatment and prevention of physical abuse. The growing furor over adolescent unplanned pregnancy has not only led to arguments over abortions on legal, financial, and moral levels but has resulted in studies pertaining to non-use of birth control among all ages.
