In this article, the gender and development paradigm is critically reviewed and an alternative framework of research –identities of women– is proposed. This article contends that the gender and development paradigm is primarily guided by the tenets of Western feminisms and economic development. The article also highlights other limitations of the paradigm, including its preoccupation with male–female inequalities, macro generalisations and symbolic representation of women and a limited inclusion of local contexts. Partnerships for Children and Families Project

In response to the Partnerships for Children and Families Project's study of Canadian child welfare workers that unexpectedly found participants scoring high on a measure of emotional exhaustion (burnout), and at the same time, high on overall job satisfaction, a qualitative study of 25 child welfare workers' experience of emotional exhaustion and job satisfaction was undertaken. This analysis was guided by several key questions including what are the personal qualities, workplace and organizational context, and coping skills that employees identify as being a part of their experiences of emotional exhaustion and job satisfaction?

Latino Participation In Food Assistance Programs: A Study Conducted For Project Bread, Anny Rivera-Ottenberger, Elaine Werby

Concern with low participation rates of households eligible for the Food Stamp program is shared among many groups focusing on the social and health needs of the low income population. While strides have been made in improving these rates, still both nationally and here in Massachusetts too many families are still food insecure, or worse, still hungry. Project Bread, the leading statewide anti-hunger organization, allocates resources for research, programs, and activities to promote greater utilization of the food stamp and other food assistance programs.

Outsiders-Within: Critical Race Theory, Graduate Education And Barriers To Professionalization, Carolann Daniel

The Journal of Sociology & Social Welfare

This article uses the lens of critical race theory to examine the experiences of minority students in and outside of the social work education classroom. Research has not critically analyzed the structures, policies and practices of graduate education programs and how they influence the socialization experiences of students. Qualitative interviews with 15 African American and Latino students reveal that their experiences are often characterized by marginalization and conflict. They suggest that certain aspects of the professionalization process create and support forces that reproduce stratified social relations. Controlling The Levers Of Power: How Advocacy Organizations Affect The Regulation Writing Process, Richard Hoefer, Kristin Ferguson

The Journal of Sociology & Social Welfare

The Federal regulation-writing process is vital to understanding how laws are translated into policy. This paper re-examines data on human services interest groups active in lobbying the executive branch to determine what factors influence their effectiveness. Building on findings from Hoefer (2000), structural equation modeling is used to re-analyze the original regression model of interest group effectiveness (IGE) on a sample of 127 Washington D.C.-based interest groups. Results indicate that some of the previous findings are not supported and an alternative model is proposed. A group's position, context and access to information and policymakers emerge as significant determinants of IGE. …

Over the past 15-20 years there has been a dramatic increase in transnational social movements including the movement to eradicate violence against women. This paper examines the development of the transnational women's movement and the prioritizing of violence against women (VAW) as a universal women's agenda using the United Nations (U.N.) human rights conferences as a focal point. As one form of VAW, domestic violence (DV) has been placed into the human rights context by many organizations globally. The implications and possible limitations of universalizing a framework for DV are explored using salient examples from various areas of the world. …

This article examines efforts made to challenge progress towards adequate service provision for delinquent African American girls in early 20th century North Carolina. This article seeks to explore the nuances of aid, from the African American community and by progressive whites, as it relates to legislative efforts, economic backing and public health issues. It also seeks to examine motivations for engaging in undermining activities.

2006 marked the tenth anniversary of the Personal Responsibility and Work Opportunity Reconciliation Act. The 1996 law was the culmination of decades of erosion in backing for basic provisions of the U.S. social safety net. The following reviews the political campaign that undermined thefoundationfor this vital component of the New Deal/Great Society income supports. A series of panics diminished approval for the welfare state, leading to the 1996 "reform." Panic discourse increasingly accompanies policy debate. Examples of anti welfare, anti outsider panic discourses are explored.

This report summarizes the results of a series of survey research projects examining the attitudes and behaviors of Cache County residents regarding recycling programs in 2005. USU researchers were contacted by the Cache County Service District #1, through the Logan Environmental Department, to update information about household recycling attitudes and behaviors, and to present results to various audiences as part of the long-range county solid waste master planning process.

Perceptions Of Social Services Among Immigrants, Javier MartíN Panameno, Carlos Morales

This project focused on immigrants' perceptions of social services and social workers. The study employed the post positivist paradigm. The project was conducted with legal and illegal immigrants who received services at Bilingual Family Counseling Service in the city of Ontario, CA. The study found that the immigrants' perceptions about social service agencies and social workers were multi-determined by at least three elements: knowledge, experiences, and attitudes. The dynamic interaction between experiences and attitudes shaped the immigrants' perceptions. Most of the respondents had a positive attitude toward social workers and social services agencies.

The focus of this research project was to evaluate individual stakeholder perceptions of the implementation of Structured Decision Making (SDM) as a tool in risk assessment of elder abuse/neglect case referrals in Riverside County Adult Protective Services (APS). The researchers interviewed ten social workers from Riverside County APS, from line workers up to Deputy Director. Constructivist theory was used to develop a joint construct which indicated that the primary benefit of SDM was consistency. Consistency resulted in safety and proctection of the client, social worker and the agency.

Health related quality of life (HRQOL) can be measured by a wide range of instruments, many of which have been designed for specific conditions or uses. The Tennessee Division of Mental Retardation Services (DMRS) implemented the Employment First! initiative in 2002. The goal of Employment First was to make employment the first day service option for adults receiving supports funded by DMRS, Medicaid, or the state. Employment First set the standard that employment was the preferred service option for adults with mental retardation and developmental disabilities (MR/DD).

Over six years, regulations in Vermont gradually restricted and eventually prohibited the use of state funds for sheltered workshops or enclaves. Concurrent with the change in funding regulations, the state worked with providers to convert the remaining sheltered workshops in Vermont.
