Does Social Security Redistribute Income?: A Tax-Transfer Analysis, Namkee G. Choi

The Journal of Sociology & Social Welfare

Despite some forced-savings elements, social security is in reality a taxtransfer system based on pay-as-you-go financing. Using a tax-transfer approach, this paper analyzes the redistributive effects of social security by comparing the 1986 benefit distribution to the retired and disabled population, their dependents, and survivors with the 1986 payroll tax incidence of the working population. Findings indicate that a considerable degree of redistribution occurs from middle- and high-income tax payers to poor and near-poor beneficiaries. The paper also analyzes the demographic characteristics of taxpayers and beneficiaries to measure redistribution among different genders, marital status, age, and racial groups.

This paper includes a review of the evolution of social planning in the context of human services. It also includes an elaboration of nine approaches to social planning for aging services: community planning councils, the aging network, Title XX planning, state health planning, service reorganization initiatives, the national network of policy institutes, long-term care planning and housing planning. The paper concludes with a consideration of social planning technology, including needs assessment, resource analysis, comparison of alternatives, determination of priorities, implementation and evaluation. Conservative Welfare Reform Proposals And The Reality Of Subemployment, Robert Sheak, David D. Dabelko

This article analyzes and critiques conservative welfare proposals and their assumptions. The concept of subemployment is introduced along with relevant data to identify the nature of the job problem in the U.S. since the early 1970s. Particular emphasis is placed upon the magnitude of employment difficulties during the 1980s. The article concludes that without a major job creation component, conservative welfare reforms intensify rather than ameliorate the subsistence living conditions of the poor.

Permanency Planning And The Child Abuse Prevention And Treatment Act: The Paradox Of Child Welfare Policy, Mary Ann Jimenez

The Child Abuse Prevention and Treatment Act of 1974 and the Adoptions Assistance and Child Welfare Act of 1980 have imposed conflicting mandates on the public child welfare system. CAPTA places the moral weight of the federal government behind professional intervention with troubled families, while the Adoptions Assistance Act was designed to protect the autonomy of families. As these policies currently stand, the goal of protection of vulnerable children is seriously undermined.

This paper is an analysis of aspects of the emergence of a repertory of social care services for the elderly from the vantage point of the common theory of voluntary action. One facet of that theory, labeled here as endowment theory, is an emerging rational choice model of the praxeological implications of voluntary action within the pragmatic problem-solving tradition. Three terms – endowment, repertory and commons – are presented in the paper as terms whose conventional meanings contain previously undisclosed connotations relevant to a fuller understanding of voluntary action.

While the campaigns of the New Christian Right on abortion, affirmative action, school prayer and other issues have been well documented, little is known about the movement's attitude towards state welfare programs. Identifying three distinctive sources of fundamentalist antipathy to the welfare state, this paper seeks to draw attention to interesting although unconventional ideas about social welfare that should be recognized and understood by scholars concerned with the study of social policy.

review of published materials on the subject in both Korean and English.

This study is part of a research initiative on East Asian social administration

at the West Virginia University School of Social Work. The basic effort is to

compare them with administrative practices in the Anglo-American tradition.

The research reported in this paper is an effort to shed empirical light on traditional accountability in a cross-cultural perspective. Because of the suspicion of a connection between the persistence of the issue in the United States and indigenous cultural factors (most notably the uniquely enduring influence of the Protestant ethic) it was decided to investigate the issue through a comparison of some of the accountability practices of American social agencies with those outside the United States. A review of the rationale, results, and research findings from worktraining efforts for welfare recipients is presented. Focus is on the Work Incentive (WIN) Program from its inception in 1968 to its heydays in the 1970s and its decline during the Reagan era. The review provides a basis for examining the recent welfare legislation and recongizing the elements needed for real welfare reform.

A review of the literature identifies the loss of work as a stressful life event that has been linked to a number of psychosocial ills. The paper examines the loss of social relationships, a major noneconomic cost of unemployment, as a major contributor to the development of those ills. Practice implications of this finding are identified.

The end of the cold war brought with it a new period of globalization and an emerging world cultural consensus in which social welfare values of the welfare state figure importantly. An essential element of this development has been indigenization in which universal social welfare values, like those on display at various United Nations agencies and in the 1948 Universal Declaration of Human Rights are adapted and fitted to the unique demands and requirements of individual cultures.

The paper argues for the emergence of a world-wide universal pluralistic culture, in which a common core of humanitarian values will eventually be institutionalized in the major institutions of each society in ways which are consistent with the unique historical, cultural, economic and political context of that society. It is this process of adaptation of universal, or at least trans-cultural, values to the unique circumstances of individual cultures which can be called "indigenization".

Cultural competence is a set of congruent behaviors, attitudes and policies that come together in a system, agency or professional to work effectively in cross-cultural situations. The word culture is used because it implies having the capacity to function effectively. A culturally competent system of care acknowledges and incorporates - at all levels - the importance of culture, the assessment of cross-cultural relations, vigilance towards the dynamics that result from cultural differences, the expansion of cultural knowledge and the adaptation of services to meet culturally unique needs.

The overall training goal was to provide each of the parent/professional teams with materials and skills they could take back to their regions and share through local workshops. The training workshop was held October 5-9, 1987 on the campus of Portland State University, and was hosted by the Research and Training Center to Improve Services for Seriously Emotionally Handicapped Children and The ir Families.

Adolescents with emotional handicaps experience multiple challenges as they leave youth serving systems and attempt to find their place in society. Without adequate preparation or established linkages to the adult system to facilitate this transition, they are bound to become lost until their symptoms dictate intervention. Service delivery efforts must be sensitive to these issues and begin to realistically address the transition needs of this population. A framework which can be used as a guide for developing transition oriented programs and nine integrative principles will be discussed hear as a means to stimulate thinking about the provision of transition services.

Therapeutic Case Advocacy (TCA) is one approach to helping emotionally handicapped children and their families. It is described here as a multi-level model to improve services for this population for two reasons. First, the approach typically requires planned, coordinated activity on three levels: the child and family, the lead organization providing services, and interagency collaboration. Second, the word "model" conveys the idea of what the real thing might look like.

When the Old Age Assistance (OAA), Aid to the Blind (AB), and Aid to the Permanently and Totally Disabled (APTD) caseloads were converted to SSI in 1974, only cash payments were transferred to the Social Security Administration; social services remained available through public welfare agencies. This paper assesses the extent to which the service utilization of low income aged and disabled persons changed with the social service delivery system changes associated with the implementation of SSI. We found that the proportion of persons receiving social services decreased slightly between the last year of the old programs and the first year …

Since early 1981, there has been a large-scale removal of persons from the SSI and Social Security disability programs as a result of the Social Security Disability Amendments of 1980. This article reports on the findings of a national survey designed to determine whether the removal of persons from the federal disability programs had an impact on state and local General Assistance programs and the extent to which older recipients of General Assistance are in need of long-term income assistance for health and other reasons.
