Homelessness Research & Action Collaborative Publications and Presentations

The Pathways to Housing Study examines how people experience and navigate homelessness and the systems intended to help them move toward stable housing. Conducted in Multnomah County, Oregon, the study used a participatory mixed-methods design co-led with the TREES lived experience committee. The first phase was reported in April 2026 included surveys with 541 people with current or recent experience of homelessness. The second phase, reported here, used in-depth interviews and journey mapping with 29 participants to explore how pathways through homelessness unfold over time and across service systems.

Findings demonstrate that homelessness pathways are rarely linear. Participants described entering …

Background: Transgender women experience a disproportionate burden of human immunodeficiency virus (HIV) globally and in Thailand. Integrating gender-affirming care into sexual health services may improve uptake of HIV and sexually transmitted infections (STIs) testing, treatment, and prevention. Cost data are essential to inform program planning and policy decisions regarding inclusion of such services within Thailand’s Universal Health Coverage (UHC) system.

People with intellectual disability deserve a system that offers flexible, timely, and person-centered support — one that is innovative, sustainable, and holistic in enabling them to live fulfilling lives. This qualitative study, grounded in Critical Participatory Action Research (CPAR), examines how people with intellectual disability experience participation in decision-making within New York State's disability service system. By centering lived experience, the study identifies factors that facilitate or hinder participation in decision-making and examines structural, social, and policy-related barriers that limit agency. Nearly 700 million people worldwide live in extreme poverty, and almost half of the world’s population lives below the poverty line. Cash transfer programs are increasingly used to address poverty’s effects on family well-being, yet less is known about how families experience programs that combine cash transfers with peer-driven mutual aid. Children International’s (CI) Community Independence Initiative (CII) provides conditional cash transfers and promotes family-led goal setting, mutual support, and shared learning. Dignity: A Journal of Analysis of Exploitation and Violence

The article examines Transaction Intercept (TI), an artificial‑intelligence platform designed to reduce sex trafficking by disrupting the revenue streams that draw organized crime into the market. Transaction Intercept deploys decoy online ads that appear to offer commercial sexual exploitation or prostitution. Automated "decoy" personas connect to individuals who click on these ads and engage them in text conversations. These exchanges can remain fully automated, ending with deterrence messages, or be transferred to police for potential enforcement action or to trained volunteers who attempt to discourage further attempts to buy sex. He was born in Endicott, New York in 1966, grew up in Vestal, and attended high school at Seton Catholic Central in Binghamton before serving in Germany with the United States Army during the early 1980s. When he returned to Broome County in 1987, some of his friends had been affected by HIV/AIDS and, while earning a degree at SUNY Binghamton, Barry became involved in mutual aid efforts to help people affected by the disease. GrandFamilies: The Contemporary Journal of Research, Practice and Policy

Kinship caregivers caring for children often lack access to services and supports they need to stabilize their families. Other kinship navigator programs have been shown to improve child permanency, child safety, child wellbeing, and adult wellbeing. This study evaluated Kinnections, a kinship navigator program provided by Wayfinder Family Services, operating since 2007 in seven counties in Northern California. Using propensity score matching, 116 kinship caregivers receiving Kinnections services were matched with 116 kinship caregivers in neighboring counties with no kinship navigator services available. The matched sample showed strong baseline equivalence on key caregiver, child, and household factors. Findings showed …

GrandFamilies: The Contemporary Journal of Research, Practice and Policy

This ethnographic study explores the caregiving experiences of grandparents in northern Vietnam who are raising grandchildren impacted by HIV/AIDS. Specifically, what is the process of skipped-generation caregiving in families affected by HIV/AIDS in Vietnam? Data were collected between 2009 and 2011 through participant observation and in-depth interviews with 26 grandparent caregivers and eight key informants. Informed by the Caregiving Career framework as a sensitizing concept and using constructivist grounded theory analytic strategies, the study identifies four interconnected caregiving phases shaped by cultural expectations, stigma, and intergenerational disruption. Parents of infants with prolonged neonatal intensive care unit (NICU) hospitalizations are a population that is overlooked in recommended routine screening for perinatal mood and anxiety disorders (PMADs), yet this population is at greater risk for developing diagnosable mental health disorders. Family involvement is essential for positive school outcomes. Yet research suggests that family engagement for students with disabilities may be marked by conflict. Furthermore, creating an environment that promotes active engagement for immigrant families may be challenging. In this paper, we synthesize existing research, legal guidance, and community-engaged insights to present four practice-oriented recommendations for educators and practitioners working with immigrant families of children with disabilities. Grounded in Hans and Love’s stages of immigrant family engagement, these recommendations aim to support meaningful and culturally responsive participation in special education processes.

“Measure ULA,” named after United to House LA, was approved by voters in Los Angeles in 2022 to create a dedicated, long-term funding source for solutions to homelessness in LA, including funding the construction of affordable homes and preventing homelessness by helping tenants stay in their homes. As a first-generation, neurodivergent, Mexican American/Chicano veteran, I entered the University of San Diego's doctoral program having had experiences that most institutional intake processes would label as risk factors. The Findings chapter of this dissertation begins by describing those experiences—not as a confession, but as the foundation for a systematic inquiry into how doctoral legitimacy is produced, withheld, and defended. The description of my life experiences is followed by a discussion of the doctoral journeys of two other study participants who also were atypical doctoral candidates.

This study seeks to represent the opinions of Connecticut K-12 MLL (Multilingual Learners) Education Teachers and Administrators whose daily lives are impacted by the anti-immigrant and anti-refugee policies and procedures. This capstone project addresses barriers to record clearing services that impact recidivism and reentry outcomes in California. Individuals with criminal records often face challenges in securing employment, housing, and stability, increasing the likelihood of continued justice system involvement. The Clean Slate Program at the Monterey County Public Defender’s Office provides post-conviction relief services to help reduce these barriers. Formerly incarcerated adults frequently encounter structural barriers related to housing, employment, behavioral health access, and social reintegration, highlighting the need for effective reentry programming. Deferred Action for Childhood Arrivals (DACA) is an administrative program that protects young immigrants from deportation while granting them access to education and employment. Commercially sexually exploited children (CSEC) are an underrecognized population who face barriers when receiving healthcare services in emergency settings. A common theme that prevents them from receiving services is the healthcare professionals' (HP) inability to recognize warning signs and engage with victims. This stems from an absence of CSEC-focused curriculum in institutional settings, leading to a lack of education and confidence in identifying CSEC. CSEC screenings are not mandatory in most healthcare settings, leaving the discretion to the HP and enabling the continued missed opportunity to identify victims. The success rate of men completing the Batterer’s Intervention Program (BIPs) using the Duluth Model remains a significant concern in domestic violence prevention. The Duluth Model, designed to challenge patriarchal beliefs and promote nonviolent behavior, has shown mixed results. Factors such as program length, financial barriers, and prior offense influence completion rates. While some research suggests reduced recidivism among program completers, high drop out rates undermine overall effectiveness.
