Community mental health centers are becoming increasingly involved in the delivery of services to victims and perpetrators of domestic violence. To help centers plan a domestic violence program and address the risk of liability in treating clients who may be dangerous, the authors suggest principles to guide clinical decisions, standards for service delivery, and standards for staff development.

Addressing Socio-Legal Problems: A Unifying Perspective For Social Workers, Raymond Albert

Problems where social work and the law overlap have consistently challenged social work professionals, and the challenges promise to continue. The overlap exposes important interdisciplinary issues, which are best addressed when certain conditions are met. The article describes these conditions within the context of a perspective that underlines the interaction between the two fields and structures the professional's approach to these interdisciplinary problems.

In a survey of 504 college students examining predictors of violence in heterosexual relationships, over half of both men and women had committed at least one physically violent act. Modest associations between physical violence and sexual aggression were uncovered. In a series of discriminant analyses, men who abused their partners were not readily distinguished from men who did not, but tended to by young, low in family income, traditional in attitudes toward women, abused as children, currently living with a women, and from Appalachian areas.

Social Workers As Magistrates Or Jps?, Donald E. Maypole

The Journal of Sociology & Social Welfare

An inspection of data on magistrates and justices of the peace revealed that in many states the statutes do not require law degrees for the positions. A survey of a randomly selected sample of magistrates in one midwestern state found support for the claim that a law degree was not a pre-requisite for a magistrate's position. The author argues that social workers have the education and skills for magistrate and justice of the peace positions and proposes them as areas of employment.

Case Law And Social Welfare: A Framework For Analysis, Jan L. Hagen

This paper illustrates an approach for analyzing case law within the framework of social welfare programs and policies. Drawing on a framework first developed by Burns and later expanded by Gilbert and Specht, selected court decisions related to income maintenance are categorized on the basis of four parameters: basis of social allocation, the nature of social provisions, the structure of the delivery system, and the method of financing. Unlike the legal framework typically used to analyze court decisions, an assessment of court decisions along the parameters of social welfare policies and programs highlights the court's role and its importance in …

The Journal of Sociology & Social Welfare

Because the legal difficulties of the poor are frequently symptomatic of longstanding economic, social and personal problems, a small number of legal services programs have hired social workers to collaborate with attorneys. A questionnaire was sent to all social workers employed by legal services programs encountered, job satisfaction and need for continuing education. Data on 48 social workers were analyzed using descriptive statistics. Results indicate that social workers can increase the scope and depth of services delivered by legal services programs and also find considerable satisfaction in their work.

My name is Norman Wyers. I am an Associate Professor, with a specialty in income maintenance from Columbia University, at the School of Social Work, Portland State University. I would like to talk with you today about the formulation of well-articulated welfare policy, in this case policy which would more effectively link social services with income maintenance. I am using this particular piece of welfare policy for illustrative reasons but also because it is badly needed.

Job status and salary inequities between men and women have only recently been documented. The federal government, over the past few decades, through various acts and executive orders, has created legislation to prohibit discrimination based on race, sex, color, religion or national origin in all employment practices. The question is to what extent this legislation has permeated social service agencies and affected their employment patterns, particularly with respect to administrative positions.

This study is an analysis of a policy, The Indian Self-Determination Act (Public Law 93-638), and consists of a survey designed to examine the perceptions of selected Indian tribal leaders regarding the policy. The findings of the survey are reviewed and analyzed and the study is concluded with a consideration of the implications of the findings for social work. In general, the study is concerned with an aspect of the social policy process. A specific policy is addressed and a survey of perceptions of people effected by that policy was taken. Police departments, juvenile courts, training schools, and a variety of welfare organizations together constitute the network of agencies formally instituted to deal with juvenile deviance.I Because each of the organizations has an interest in reducing deviance, it is sometimes assumed that they share the same goals and work closely and cooperatively with each other. The purpose of this paper is to report on an exploratory study of inter-organizational relations at one link in this network: relations between police youth bureaus and the juvenile court.

This is an exploratory study which focuses on the types of information that deputies assigned to the Department of Public Safety, Multnomah County, Oregon, consider important when making a decision regarding the disposition of a juvenile offender.

This empirical study developed as a result of participant observation. The authors spent one year working with deputies as part of police-social worker teams. During the course of the year it became apparent that police use a considerable amount of discretion when determining the disposition of a juvenile offender.

When a family starts to dissolve it frequently comes to the attention of the court or the welfare department and what happens once its members enter the system can be of critical importance. While the number of adults incarcerated is expected to increase slightly, the alarming fact is that if we continue to confine juveniles at the same rate an increase of 70% between 1965 and 1975 can be expected.
