Generational Equity, Generational Interdependence, And The Framing Of The Debate Over Social Security Reform, John B. Williamson, Tay K. Mcnamara, Stephanie A. Howling

The Journal of Sociology & Social Welfare

This article analyzes the differences between the generational equity and generational interdependence conceptual packages used to frame arguments in the debate over policies such as Social Security reform. It begins with a history of the generational equity debate. This is followed by an analysis of the assumptions, values, and beliefs that inform each of these two ideological frames. It presents an analysis of why the generational equity frame has dominated the debate and highlights some of the limitations of this perspective.

"Active Living": Transforming The Organization Of Retirement And Housing In The U.S., Paul C. Luken, Suzanne Vaughan

The Journal of Sociology & Social Welfare

We examine the transformation of the social institutions of retirement and housing in the US in the latter part of the 20th century. Using institutional ethnography we explicate a woman's experience relocating to an age segregated community. Her relocation is predicated upon ideological practices that reconceptualize retirement as "active living" and the construction of a setting in which retirees engage in this new lifestyle. We demonstrate the textual mediation of this ideological and organizational reformation through an examination of an advertising campaign undertaken by the Del Webb Development Corporation in the marketing of Sun City, Arizona. Perceived Effects Of Voluntarism On Marital Life In Late Adulthood, Liat Kulik

The Journal of Sociology & Social Welfare

The article presents a study dealing with the perceived effects of voluntarism on marital life in late adulthood among a sample of 595 Israelis (336 men and 259 women). These perceptions were examined from three perspectives: benefits, spousal accommodation, and harmful effects. Comparisons focused on different types of families, based on employment status (pre-retired versus retired) and actual volunteer activity (volunteer versus non-volunteer). The findings revealed that among all types of families, the prevailing tendency was to emphasize the beneficial effects of voluntarism on marital life, whereas perceived harmful effects were least prevalent. With the aging of the baby boomers there is a concern for the liklihood of an increase in reported cases of adult and dependent abuse with Adult Protective Services (APS). This study examined what the social work implications were regarding clients who refuse APS interventions and what subsequent outcomes existed. Data was extracted from closed case files for the period of January 1, 2000 and January 31, 2001 in the high desert region of San Bernardino County.

The study investigated the relationship between San Bernardino County Department of Adult Protective Services (APS) client refusal of services and the outcome of their cases. A data extraction tool was used to collect demographic information about the APS clients and their perpetrators, types and number of contacts made by the APS worker, types of abuse, reasons for refusal, and outcomes from closed APS cases for the San Bernardino, Ontario, and Rancho Cucamonga regions.

This paper disputes the theory of universal stages of development (often called the epigenetic principle) asserted by Erikson (1963; 1982; 1997) and later developed in detail by Newman & Newman (1987, p. 33). It particularly disputes that there are clear stages of adolescence (12-18), late adolescence (18-22), old age (60-75), and very old age (75+). Data from twelve communities around the world suggest that the concept of adolescence is socially constructed in each local setting, and that the concept of late adolescence is totally absent in some communities. The proposed research study explored the extent and nature of financial abuse crimes amongst elders in San Bernardino County. This study utilized a descriptive research method. This study identified characteristics of victims and perpetrators, contributing factors associated with financial abuse, the degree of trauma an elder will experience depending on the type of financial crime committed. This study will provide an overview of the different types of financial abuse cases reported and determine if there is a significant difference and/or similarities of these types of crimes committed against male and female elderly in San Bernardino County.

Grandma's Babies: The Problem Of Welfare Eligibility For Children Raised By Relatives, Rebecca L. Hegar, Maria Scannapieco

The Journal of Sociology & Social Welfare

This article provides a brief history of children raised by relatives and examines the welfare eligibility of these families, emphasizing changes under the Personal Responsibility & Work Opportunity Act of 1996 (PR&WOA). The revolution in public welfare places many care-giving relatives atfinancial risk. Depending on their states' plans for implementing the PR& WOA, children and their relative caregivers may lose state support. The article presents the social welfare policy responses of a number of states to the problems of kinship care-giving, formal kinship foster care, the PR&WOA, and other social welfare provisions. Unintended consequences of welfare reform are highlighted.

This paper describes how the composition of elderly immigrants is changing and how elderly immigrants differ from natives in terms of living arrangement and demographic and socioeconomic characteristics. The determinants of living alone are investigated for 11 ethnic origin categories and natives. The analysis utilizes data from two samples of the 1990 U.S. Census: the PUMS-A 5% sample and an independent 3% sample of households containing at least one member 60 or more years of age. Adapting to old age is an arduous task in every society. For Asian immigrants because of drastically different value systems getting old in the U.S. poses a number of dilemmas. For the Indo-American elderly and their families a major dilemma is whether to expect and abide by the value orientation of collectivism or follow the main stream American value of individualism. In this study the ethnographic approach operationalized through Interpretive Interactionism for an understanding of the interaction between the elderly and their families and their overall coping and adaptation process in the United States is presented.

This article reports on a project that utilized senior volunteers in the role of health advocates for geriatric patients discharged from a hospital. The project was evaluated to determine if healthy and active seniors could make a contribution to the health and social welfare of such discharged elderly persons. The study was conducted in Montreal, Canada and funded by a federal grant from Health Canada. The research collaborators came from a 414-bed secondary care university-affiliated community hospital, a community social service agency with a mandate to respond to the needs of its frail elderly constituents, and a university-based research centre

Australian population ageing is moderate by Western country standards but there are major issues emerging in national policy debates. The proportions 65+ will double and the proportions 85+ will more than quadruple by 2050. The first concern is the long-term trend to earlier retirement from work along with a nearly universal dependency on publicly funded age pensions rather than on private savings and superannuation. New mandatory superannuation guarantee scheme will ease some of the financial pressure from income dependency. Elders throughout the world turn to religious organizations and rely on religious beliefs to cope with both the routine challenges of daily life and the hardships brought on by severe adversity. Hundreds of studies have documented a positive association between health or well-being and religious participation. Yet few have examined religious experiences of the elderly themselves. In-depth consideration of these experiences might shed light on the contribution of religion to individual lives.
