The housing problem in Boston is one issue facing the new council which offers both opportunity and complexity. In a city where 70 percent of the households are tenants, where incomes are low and housing expensive, and where major demographic and economic changes are taking place, easy answers are not available. But housing, unlike other issues, is a matter over which the city has some leverage so that progress will be noted and appreciated by an increasingly attentive electorate.

Most of the recent analyses of Boston's housing problem reveal a complex and contradictory mix of positive trends and negative factors, clouded by a growing percentage of poor and near-poor resident households in the City and declining commitments by the federal government to housing, particularly for subsidies of new housing production.

Sharp cutbacks in federal aid for housing and community development now challenge Boston to become more resourceful in its housing strategies. In the neighborhoods where new solutions are needed, much has already been happening that can be adapted and expanded. Fortunately, the City's resurgence can also help achieve more results with less public resources, but a fresh approach involving community interests is essential. At the same time, local laws, procedures and programs devised to address past problems must also be critically re-evaluated to determine their appropriateness to the new realities.

For citizens to have faith that government is democratic, taxes must be equitable — everyone must pay their fair share. For government to function efficiently, tax administration must be efficient in order to support city services.

This paper reviews the important factors affecting the current status of debt finance and debt management by the City of Boston, including the City's significant credit problems and the financing implications. While significant challenges to Boston's finance and debt management have recently been met in part through a combination of fiscal austerity measures and altered operating and financing approaches, there are important new debt financing challenges facing Boston in 1984 and beyond.

This paper argues, first, that most housing problems—in Boston and throughout the nation—are ultimately the result of the squeeze between inadequate incomes, on the one hand, and the cost of profitably providing housing on the other. It is also argued that housing cost and incomes together are the most decisive determinants of the overall quality of life of families and communities. The finances of the City of Boston have been variously affected throughout its long history by regional and national economic cycles, by legal constraints and changes in the state-local tax system and by inter-municipal resource and expenditure disparities.

In more recent years, however, a series of tremors converged to propel Boston's seemingly chronic fiscal problem to the crisis stage. As inflation climbed to unprecedented double-digit levels, an overwhelming majority of the state's populace supported specific limits on property taxes, the primary source of municipal revenue. Urban stagnation and turbulence, the roller-coaster trends In the national and local economy and the vicissitudes of national, state and local public policies have left their mark on Boston's residential neighborhoods and housing markets.

Boston's response to the new opportunities of public policy during the sixties and seventies was to take full advantage of urban renewal, assis ted-housing production and housing rehabilitation. Large-scale activities reshaped the occupancy patterns and market strengths of residential neighborhoods. It is difficult, probably impossible, to compare objectively the seriousness of racial problems and tensions in Boston with those in other cities. However, there can be little doubt that there is a widespread perception that relationships between blacks and whites in Boston constitute a serious problem. Specifically, one image is that Boston is a community in which blacks are not welcome and in which they are treated with unusual hostility and abuse. Another image is that whites in Boston are unfairly maligned as racists and bigots.

This report recommends that the administration and/or financing of a selected group of public services be shifted from municipalities to the state government in Massachusetts.

Several criteria are used to identify local functions and local fiscal responsibilities which are more suitable for state than local financing. The first criterion is the efficiency of delivery of the service: for some functions, such as solid waste disposal, technology makes it more costly per capita to provide the service separately through individual municipalities than to operate regionally-based waste disposal facilities. In January of 1972, the staff and resident representatives of the Worcester Model Cities neighborhood contracted the Survey Research Program to work with them to conduct a survey of neighborhood residents. The purpose of the project was to collect data that would assist those in the Model Cities area to systematically measure residents' perceptions and feelings, to identify problems and needs, to plan programs, and, perhaps, at a later date to have a basis against which to measure change.

Focusing on the City's requirements for administrative, professional and technical staff, the study examines current patterns and problems, identifies existing strengths and weaknesses, and offers a number of recommendations aimed at upgrading municipal performance by expanding the cadres of qualified staff. This study is a preliminary evaluation of the relative impacts of various City policies and programs related to the enforcement of housing codes and to the maintenance and upgrading of the existing supply of housing. It analyzes code enforcement functions at both the level of central administration and field procedures. City departments covered by the study include Housing Inspection (HID), Building, and the environmental unit of Health and Hospitals. Also reviewed are newer approaches to housing code enforcement, including civil remedies and federally-assisted concentrated code enforcement projects.
