This fact sheet reports data on the total number of people killed by police and the rate of police killings per capita for each Mountain West state.

What Are The Limits To Smart Innovation? The Digital Underground Initiative And New Frontiers Of “Smartness” In Singapore, Prerona Das, Orlando Woods, Lily Kong

This paper argues that the emergence of new frontiers of smart transformation, such as underground spaces, can pose significant challenges to the implementation of “smart” technological solutions. Exploring the case of Singapore’s Digital Underground initiative, we show that elements such as material complexity, co-ordination between stakeholders, and the availability of appropriate regulatory and administrative frameworks can problematize the implementation of subterranean smart initiatives. By considering multistake-holder perspectives on these “more-than-technological” factors, this paper offers lessons for urban planners, policymakers, and developers in cities around the world that are keen to leverage technology to unlock the potential of underground space.

Extreme heat events, intensified by climate change, pose critical challenges to public health, infrastructure, and workforce resilience. Despite the urgency of these challenges, there is no systematic framework to identify workforce adaptive capacities that can help build regional heat resilience. This study introduces a novel large language model assisted approach, using task-level data from the O*NET dataset, to identify workforce capacities that enhance heat resilience. By defining heat-solution tasks as activities mitigating heat impacts, protecting public health, or improving infrastructure, we classify heat-solution occupations and dual-impact occupations, which are both vulnerable to heat and critical to heat resilience. The concept of "coolness" (清涼) embodied fundamentally different bodily and cultural experiences in Chinese and Western traditions. With the introduction of Western-style summer resorts by foreign missionaries in the 1890s, these divergent understandings converged and clashed in new spatial forms. This study examines Mokanshan (莫干山), located in Zhejiang province and recognized as one of the Republican era’s “Four Great Summer Retreats” (民國四大避暑地), as a paradigmatic case of transnational leisure. Initially developed by missionaries as a health-oriented retreat, a transnationally managed enclave, and a nostalgic “overseas home” for expatriates, Mokanshan reflected a hybrid model of modern leisure shaped by foreign institutions. …

This phenomenological case study examines the role of empowerment within the “Sisters Lifting as We Climb Network” through the experiences of Black women participants in Pittsburgh, Pennsylvania. Utilizing in-depth semi-structured interviews, the research investigates the organization's origins, evolution, and social support mechanisms that foster empowerment, as well as participants' experiences with programs and activities over the past nine years. Additionally, the study identifies areas for organizational improvement to further enhance participant empowerment.

This dissertation consists of three essays in economic history, unified by a focus on one of America's earliest transportation infrastructures, the canal system, in nineteenth-century New York. Each chapter explores a different aspect of the state's transformation: its economy, politics, and finance, each of which helped construct New York as the Empire State.

The first chapter studies the economic impact of canals on economic modernization from three aspects: sectoral transition, urbanization, and banking development. Contrary to much of the modern literature finds transportation infrastructure leads to decentralization, I find the opposite-evidence of centralization. Considerable research addresses the dynamics between land use and public transportation, including the impacts of transit systems on urban development and vice versa. However, this research has underestimated the heterogeneity of contributing factors to urban developments near transit by property type: vacant lot and occupied property. That is, what drives development in vacant lots differs from what drives development in already-occupied property. The corridor sits at the intersection of historical significance and present-day opportunity—bridging the old and new alignments of Route 66 while serving a diverse, working-class population. In this moment of societal change and institutional capture, public educational institutions have become sites of contention where national ideological and political debates are carried out in local school and library board meetings across the country. In Louisiana, the creation and expansion of a statewide conservative organization has led to the defunding of public libraries sparked by accusations of grooming and inappropriate programming. In response, local library defenders have created another statewide organization to share information and organizing strategies to combat disinformation campaigns propagated by conservative organizers at local and state levels. Government Information Clarity And Digital Engagement As Driving Forces Behind Digital Resilience On The Jepin Smart City Platform, Winda Chelsea Meisari, Muliawati -, Siti Fatimah

This study examines the influence of information clarity and government digital engagement on the digital resilience of urban communities, using the case study of the Jendela Pontianak Integrasi (JEPIN) platform. The research employs a quantitative approach using Partial Least Squares Structural Equation Modeling (PLS-SEM) with WarpPLS 7.0, involving 100 respondents from the city of Pontianak. The results indicate that information clarity (β = 0.49; p < 0.001) and government digital engagement (β = 0.37; p < 0.001) have a positive and significant effect on digital resilience. The model demonstrates strong reliability (Composite Reliability: 0.847–0.914; Cronbach’s Alpha: 0.772–0.882), good validity (factor loading > 0.5; AVE > 0.5), and a high level of model fit (GoF = 0.569). The R² value of 0.517 shows that the model explains 51.7% of the variance in digital resilience, while the Q² value of …

This thesis addresses the recent decline in bicycle mode share in cities like Portland, Oregon, despite decades of investment in cycling infrastructure. While the "build it, and they will come" approach succeeded through the early 2000s, it no longer meets targets for bicycle use or broader goals related to sustainability, congestion, health, and safety. A new approach is needed that effectively rebuilds the cultural and behavioral components of cycling. Despite growing awareness of mental health disparities, BIPOC (Black, Indigenous, and People of Color) communities continue to face significant barriers in accessing culturally responsive mental health care. This dissertation explores the intersection between formal mental health services and informal social supports such as family, religious institutions, and community networks to understand which systems are more trusted, accessible, and effective for BIPOC individuals. Public electric vehicle charging stations (EVCSs) are vital for boosting EV adoption. This study investigates Seoul’s public EV charging patterns, taking into account the surrounding urban built environment. We collected built-environment data from land-use maps, Point of Interest (POI) data, and panorama images near public EVCS. The computer-vision technique was used to extract scene features from panorama images. We conducted a spatiotemporal analysis of public EVCS usage. The built-environment factors underwent dimensionality reduction and were assessed for outliers. Descriptive analysis revealed afternoon peak charging times and variations between chargers. Since 2014, Nevada has consistently ranked among the bottom five states, if not last, in the nation for youth mental health, with more than 34,000 youth reporting experiencing thoughts of suicide in 2025 (U.S. Department of Health and Human Services, 2023). The state’s student-to-counselor ratio stands at 456 to 1, nearly double the recommended 250 to 1 (American School Counselor Association, 2024). In Southern Nevada, these challenges are compounded with persistent provider shortages, chronic underfunding, and a fragmented system of care. Tents are a familiar sight across many U.S. cities, especially West Coast cities. In Seattle, given the high visibility of tents, public perceptions of a widespread problem, the uncertainty surrounding the city’s number of tents, and national data showing a rise in unsheltered homelessness, the authors decided to count tents. They conducted a tent census to obtain a full count of the number of tents in the city of Seattle as well as two resamples of highly populated areas of tents. Reassessing Policy Responses To Irregular Migration In Receiving Democracies: A Process-Tracing Analysis Of Transactional Migration Governance, Otoniel Ramos

This policy brief analyzes the growing use of transactional migration agreements (TMAs) by receiving democracies—bilateral arrangements that exchange financial or diplomatic concessions for the external enforcement of migration control. While politically expedient, TMAs often generate long-term strategic liabilities: they reduce state control over enforcement outcomes, expose receiving states to coercive leverage by partner states, and weaken normative commitments to transparency and rights protection. Using analytic process tracing and formal modeling, this paper identifies four recurring mechanisms by which TMAs evolve into systems of asymmetric dependence.
