While the overarching objective of the transportation system is to provide mobility, it should be developed and operated under the framework of a safe system with the aspirational goal to establish a system on which no road user can be severely or fatally injured. To accomplish such a safe system, it is necessary to effectively harness all the core protective opportunities provided by the system. Separated bike lanes have become increasingly common around the United States as cities seek to attract the new riders, including people who want to ride but limit their riding because they do not feel comfortable riding with motor vehicle traffic. Planners and engineers are working to identify contextually appropriate, safe, and comfortable designs for intersection locations, where bicyclist paths cross the paths of turning vehicles as well as cross-traffic. This research employed a combination of user surveys and simulations to anticipate expected bicyclist and turning vehicle interactions and bicyclist comfort based on design type and volumes. This project focuses on a mode of transportation that is currently left out of V2X (vehicle-to-everything) conversations: bicycling. The project demonstrates how university researchers, city traffic engineers, and signal-controller manufacturers can come together to give bicyclists the same technology appearing on modern vehicles: Green Light Optimized Speed Advisory (GLOSA). GLOSA allows motorists to set their speed along corridors to maximize their chances of catching a “green wave” (i.e., not being forced to stop as they travel through the corridor). The beautiful port city of Valparaíso, Chile is home to 42 colorful hills that overlook the Pacific Ocean. This unique city, however, is also home to multiple disasters, including urban and forest fires, tsunamis, landslides and earthquakes. This descriptive study explores the case of the 2014 “mega-fire” that destroyed 3,000 homes and affected the lives of 11,000 residents. Through five semi-structured interviews and the review of several academic and official documents, the present study analyzes the process of post-disaster reconstruction, seeking to understand the habitability and the resiliency of the reconstructed houses and neighborhoods. A new entry for the record books: Portland MSA employment expansion is the longest on record, having surpassed the 1990’s expansion last September. And we now sit in October and are one month shy of a decade of job growth. While the length of this expansion is impressive, if we compare the same length of time (9 years and 9 months) of this expansion with that of the 1990s, jobs increased by 33.6% in the 1990s while increasing 24.4% in the 2010s.

Many advocates, local officials, and people experiencing homelessness agree that Portland needs a better way to respond to low-priority calls for service involving those experiencing homelessness and behavioral health crises. This report examines efforts to address homelessness in Portland through the development of a plan to dispatch the Portland Street Response unit rather than police.

A team of community partners spread out across the city July 16 and 18 to interview people experiencing homelessness to help inform the design of the Portland Street Response pilot project (PSR). An additional team went out on Sept. 6.

These new policies signal a potentially dramatic shift in both land-use and economic development practices.

In the first essay of this dissertation I present a typology of existing industrial land protective policies after reviewing the comprehensive plans and zoning codes of the United States' fifty largest cities. Recent work has popularized the idea that mass incarceration arose in the wake of the civil rights movement to maintain the social and economic subordination of African Americans previously enforced under Jim Crow. This discussion has not accounted for the many black Americans working in corrections, particularly in large metropolitan jail systems. This paper documents the increase in black women working as correction officers and administrators in the New York City Department of Correction since the late 1970s and explores the implications of this growth on the strict racial argument about mass incarceration. The goal of this paper is threefold: to serve as an oral history archive of the East Asian American experience at the 1991 People of Color Environmental Leadership Summit, to analyze the role of East Asian Americans in the Environmental Justice Movement (EJM), and to fill an ideological and political vacuum that exists in East Asian American communities. This work analyses the experiences of East Asian Americans who were present at the 1991 People of Color Environmental Leadership Summit--an event scholars have attributed to igniting the EJM. At midcentury, New York City was among the preeminent manufacturing centers in the United States. Within a generation, this manufacturing economy suffered an extraordinary collapse. Beginning in the 1950s, workers and their unions began to use the term “runaway” to describe factories that pulled up stakes in New York and set them back down in other climes. This dissertation explores the deindustrialization of New York City through case studies of “runaway” plants, or factories that left New York for the American South or abroad between the years 1945 and 1975.

There are various sustainable policies or labeling programs in building energy benchmarking. However, they are often oriented for the static information of building performances. The installation of smart metering capabilities with building energy system generates unprecedented amount of data. By analyzing such data, buildings can be evaluated in a more comprehensive manner. We propose a data analytic framework to discover dominant load shape patterns and benchmark buildings with respect to these. This thesis asks how New York City’s rezoning process combine with the dynamics of real-estate sales to create displacement pressures for low-income communities of color. A case study of the recent rezoning of Inwood, a neighborhood in upper Manhattan, in August 2018, will help to illustrate these dynamics. Through an analysis of building sales and extreme rent inflation embedded in a historical and contemporary analysis of zoning and the influence of real-estate developers and owners on these processes, this thesis paints a dire picture of the risks faced by the mostly-Dominican-American renters in Inwood. Local perceptions of climate anomalies influence adaptation behaviour. Specifically, perceptions that are more accurate and homogenous at the community-level are more likely to facilitate the collective action required to adapt to the local effects of climate anomalies experienced by many indigenous communities. We combine primary data on perceptions of climate anomalies from 200 individuals in six Penan villages in Sarawak, Malaysia with instrumental climate data. We find that perceptions of climate anomalies vary substantially in terms of occurrence and magnitude, and do not generally correlate with instrumental climate data. Criminal arrests in Southern Nevada are on a downward trend. Despite a record-setting influx in population across the Las Vegas Valley and the surrounding metro area, officers in each of Clark County’s police jurisdictions arrest fewer people every year. The present study utilizes the Arrest Trends Tool created by the Vera Institute of Justice and the FBI’s Uniform Crime Reporting (UCR) Program to measure the number of arrests made over ten years for a variety of illegal activities, including drug abuse, violence and murder, property crimes, sex crimes, alcohol-related crimes, theft, white collar crimes, and other offenses.
