The state of Mississippi continues to experience a disproportionate occurrence of asthma among its citizens and various associated socioeconomic impacts. The objective of this study seeks to gauge the perception of the participants in regards to this asthma disparity. Specifically, research questions seek responses to following: 1) Will mandated, systematic reporting of asthma occurrences among socioeconomically disadvantaged communities effectively address the asthma disparity and lead to a better quality of life? and 2) Will mandated, systematic reporting of asthma increase the socioeconomic impact among these communities? Far-right extremism is a growing problem in the United States. Attacks by radical right organizations are increasing and represent a significant portion of all domestic terror incidents. However, current approaches to deal with far-right extremism are failing and require a different approach to address this problem. A potential solution to stymie future attacks would be to shift the way that police departments are conducting their operations. A community-oriented policing (COP) strategy would allow law enforcement to target extremists in a way that fosters positive relationships with communities as well as gain critical intelligence and insight into these radical movements. Women in the United States have made monumental strides in recent decades to increase their participation in both higher education and the workforce. As it currently stands, young women are beginning to acquire bachelor’s degrees and professional degrees at higher rates than men and are entering the labor force at record numbers. Aside from these vast societal shifts, a staggering problem remains as the gender gap in pay fails to effectively close. This dissertation explores social equity as it applies to public transportation. Transit has long been considered a tool to alleviate inequity by limiting the effects of spatial mismatch and providing access to opportunity to disadvantaged populations. This theory, however, has not been adequately proven empirically. The first chapter of this dissertation tests the theory that spatial mismatch is moderated by quality transit service. We do this by taking a cross section of the largest urban areas in the United States and applying structural equation modeling to identify relationships between exogenous and endogenous factors. Graduate student Lauren Everett created a brief history of housing policy in the United States from 1843 to the present. She looked at major events that helped shape our country’s understanding and policies around property. Events include everything from the donation land claim act, which entitled each white, male settler to 320 acres in the Oregon territory, to the rent control stabilization legislation in 2019.

A national study done to collect data on homelessness rates in universities says that between 11% - 14% of students are experiencing homelessness. A study has not been done on specific data at PSU, however, there are students and staff experiencing homelessness at PSU, and some of those individuals are sleeping in their vehicles. Some of the individuals living in their vehicles purchase quarterly parking passes for the PSU parking garages. These individuals would benefit from a Safe Parking Program. The Native American Housing Assistance and Self Determination Act of 1996 (NAHASDA) established a single flexible federal block grant for tribes and Tribally Designated Housing Entity to provide housing assistance to their tribal members. This shift recognized Native rights of tribal self-determination and self-governance, and it reorganized the mechanism by which tribes received compensation for land cessions. The U.S. Department of Housing and Urban Development currently administers the Indian Housing Block Grant (IHBG) annually, with funds typically prioritized to housing on reservation or tribal lands. In an Enhanced Service District (ESD) property managers are required to pay a license fee, and the money from that license fee is used to fund extra security, marketing, and cleaning programs. ESDs patrol a huge chunk of Portland’s public space.

Despite their significant role in managing public spaces, oversight for ESDs is very limited. The city government collects the assessed fees and gives it to the overseeing organizations to spend. There are no oversight measures for these organizations mandated by law.

Our research on collaborative planning and equity attempts to understand how collaborative planning and policy decisions are made, and to pinpoint where an equity lens might transform normative procedures into a practice of anti-oppression, agonism, and advocacy.

Collaborative planning is a dominant theory in planning in which multiple stakeholders come together to deliberate on common concerns and apply consensus building and public participation methods to make policy decisions. The approach seeks to balance power among participants and increase public engagement.

Homeless shelters can be chaotic and sometimes not much better than living on the streets. Sleeping pod villages, such as Kenton Women’s Village, provide opportunities for community development while still allowing privacy and security. The village model provides a more incremental transition into permanent housing from the streets rather than a sudden transition. This report provides an update on the village and results of a survey that explored physical health, mental health, demographic information, and level of satisfaction with village living.

Youth experiencing homelessness face numerous challenges to maintaining their health while homeless and as they exit homelessness. This includes their physical health, mental health, and well-being. Further, research on the efficacy of various interventions that aim to positively impact the health of homeless youth is limited. The following paper summarizes what is currently understood about the health and well-being of youth experiencing homelessness and concludes with recommendations for interventions, prevention programs, and future research.

The Useful Waste Initiative is an alternative and more sustainable way of thinking about construction waste. It encourages material diversion and aims to reframe views on waste management during the design and construction process. The emergence of urban heat as a climate-induced health stressor is receiving increasing attention among researchers, practitioners, and climate educators. However, the measurement of urban heat poses several challenges with current methods leveraging either ground based, in situ observations, or satellite-derived surface temperatures estimated from land use emissivity. While both techniques contain inherent advantages and biases to predicting temperatures, their integration may offer an opportunity to improve the spatial resolution and global application of urban heat measurements. Parking Occupancy Datasets: These CSV (comma separated values) datafiles include parking occupancy data from the Seattle Department of Transportation (SDOT). Each of the 11 datafiles indicates the time period that it includes, with dates ranging from January 1, 2012 to December 31, 2017. Each file contains 6 months of data on block-by-block occupancy of paid parking. The number of available spaces were calculated from this dataset in addition to the median and mean occupancy rates for each Tract. After successfully organizing around preserving Cabrillo Park in Upland and feeling a lack of local political representation, Irmalinda Osuna ran for Upland City Council in the 2018 midterm elections. As one of the many female candidates in the 2018 elections, Irmalinda led a grassroots, community-led political campaign in which she advocated for environmental justice and the preservation of parks, a more inclusive community, increased civic participation, a more efficient use of technology in politics, and support for small businesses.

This chapter focuses on how investment in the American rail infrastructure has shaped changes in the population and residential patterns. Specifically, the chapter examines the association between commuter rail systems, urban rail transit systems, and the movement of the college-educated young into the inner city. Two hypotheses are proposed about the characteristics of rail systems and the relationship to the growth in the percentage of young college graduates residing in close-in neighborhoods. Using a sample of central cities within the 51 largest metropolitan areas in the U.S., the chapter compares the growth in young college graduates (ages 25 to 34 …

Are Wide Streets Negligent?, Michael Lewyn

American commercial streets are typically designed to encourage rapid automobile traffic, thus making streets unsafe for pedestrians. In the 2016 case of Turturro v. City of New York, the New York Court of Appeals upheld a jury verdict against a city for failing to slow down such traffic. This article describes Turturro, but shows how limited its holding was: the Turturro court emphasized a city's failure to study traffic calming, so if a city studies its options adequately it can avoid liability even if its policies are unsuccessful.
