The ‘Just City’ Or Just A City? : Evaluating Social Justice And Equity In Planning Education., Wes Grooms

Contemporary evaluations of accredited planning education performance have eschewed the principles and methodologies of formal program evaluation and performance management. This dissertation tests hypotheses that this contributes to the lack of social equity and justice commitment, content, and inquiry on the part of accredited graduate planning degree programs, their clients, and administrators. The organizations, resources, and processes involved in the purveyance of accredited graduate planning education were conceptualized as a singular, evaluable program and illustrated in a series of program logic models. Oregon, like all states across the U.S., has faced challenges in recruiting and retaining a diverse construction workforce. In 2011, the Oregon Bureau of Labor and Industries and the Oregon Department of Transportation partnered to fund the BOLI/ODOT Highway Construction Workforce Development Program, which is intended to improve the stability and diversity of the highway construction workforce by promoting recruitment and retention of apprentices. This study aims to explore the possibility of environmental justice as social consensus and an institutional framework to reduce socioeconomic differences in natural disaster vulnerability through a case study of flood risk management in Johnson Creek, Portland, Oregon. First, by analyzing institutions, policies, and currently ongoing flood mitigation projects, this study investigates how federal and local governments are addressing and responding to current flood problems. This thesis explores 1) the ways that three Vietnamese infrastructure development projects undermine their cities' climate change adaptation goals and 2) the political and economic forces driving these developments. In-depth interviews highlight four main perspectives of planners and decision makers, which explain why these infrastructure projects often undermine cities' climate resilience goals. I describe how the mainstream climate change adaptation planning approach, with its emphasis on participatory planning, good governance and green growth, implicitly reinforces the neoliberal growth model, even as it seeks to ameliorate the inequality and ecological destruction that such a growth model creates. In recent years research and planning efforts to enhance the conditions and opportunities for active transportation modes have increased significantly; however, these efforts have primarily focused on pedestrians and bicyclists. Skateboarding and other alternative modes of mobility remain an untapped potential for healthy and sustainable travel. This research addresses numerous knowledge gaps in the literature on utilitarian skateboarding under the larger umbrella of active transportation. Analysis of online survey results and semi-structured interviews with skateboarders in Portland, OR provides insight into the motivations and barriers of traveling by skateboard and the demographics and perceptions of skateboard commuters. Vertical equity and the maximization of farebox revenue are important but conflicting goals in the development of fare policy in the United States. Reducing fares for low-income riders reduces revenue for a transit agency, while increasing fares could disproportionately impact lower-income riders. This paper details this conflict, explores strategies that could account for both goals, and evaluates fare programs in the United States. Two types of low-income strategies are discussed: first generation strategies and targeted subsidy strategies. First generation strategies have several limitations that targeted subsidy strategies account for; first generation strategies focus more on supply, while targeted subsidy strategies …

This article is a comparative analysis of property systems and their social dimensions between the United States (U.S.) and the European Union (EU). Throughout the article, we show how the fees and development taxes applied in the U.S. refer to an ex ante rationale assumed by private owners to compensate communities for land transformation or environmental impacts, while inside the EU, the political consensus is responsible for the imposition of limits in ex post abuses of ownership. Entrepreneurial development of contaminated or blighted land, commonly referred to as “brownfield,” carries significant enterprise risk. When considering competing opportunities, capital tends to flow in an adverse direction from higher-risk activity where outcomes are less certain. In addition, a complicated regulatory landscape can increase transaction costs which further limit the desirability of these projects. Often, that leaves the remediation of environmentally compromised property in the hands of the public sector. France’s long history of centralized governance has generated debates as to what powers should remain with the State and what powers should devolve to sub-national governments. To ameliorate the fragmentation resulting from the small size of France’s 36,000 plus municipalities, called communes, the State authorized the creation of general-purpose, inter-communal public institutions to perform municipal functions on behalf of the communes on a greater economy of scale.
