Driving under the influence of intoxicants (DUII) applies to operating a vehicle under the influence of any substance that can impair driving performance. Nationally and locally there is a strong desire to reduce the societal impacts of this significant social problem. The trend in U.S. alcohol-related motor vehicle crashes was generally decreasing in the mid to late 1980’s but has remained fairly flat since the early 1990s. In 1982, approximately 60% of all US traffic fatalities were alcohol-related. By 1994, this had decreased to 43% but in the decade that followed it has changed little. In 2005, nearly 39% of …

The objective of the survey on federal funding for economic development was to assess some of the challenges facing county governments in the state of Ohio as they attempt to access federal funding for economic development purposes. Federal funding is important to local governments because it is a significant resource to communities that are able to secure such grants. Competition for federal grants is usually very strong due to limited funds and counties have to be well equipped if they are to be successful in receiving grants. Fiscal Conditions, Political Interests, And Service Outsourcing Decisions: The Case Of Georgia Counties, Ya Anna Ni, Zhirong Jerry Zhao

The question why a government chooses a specific service delivery tool to provide public service to its citizenry is a central intellectual inquiry in public administration. This paper develops a framework to explain the production and sector choices of public services by political-economic environment, organizational capacity, service market condition, and nature of service. Using operation and financial data of Georgia county governments during 2000-2006, we apply the framework to analyze Georgia counties’ public service outsourcing decisions, focusing on the effects of fiscal condition and political interests. The logistic regression results show that the choice of external production is negatively associated …

Located on the Ozark Plateau, this 43-unit housing development is a LEED-ND (Neighborhood Development) pilot project to be built for $60/sf plus $2.3 million in infrastructure costs. The studio objective is to design a demonstration project that combines affordability with best environmental practices as designated by the U.S. Green Building Council (USGBC). Porchscapes is a pioneering Low Impact Development (LID) project funded under the U.S. Environmental Protection Agency’s Section 319 Program for Nonpoint Source Pollution. LID manages stormwater runoff through ecological engineering technologies. This is a working document and is the third report in this series. This report presents a vision for coordination and sustainable economic development in the Vancouver-Seattle-Portland megaregion. Building on two previous studies, the report includes a detailed sector-based economic analysis and recommendations for further strengthening Cascadia's economic "competencies" in areas of green building and architecture, creative services, agriculture and food production and high tech. It also makes recommendations for protecting Cascadia's renowned environmental heritage and reputation for sustainability, while improving flows and connections within the megaregion.

Despite progress in interdisciplinary research, difficulties remain. In this paper, we argue that scholars, educators, and practitioners need to critically rethink the ways in which interdisciplinary research and training are conducted. We present epistemological pluralism as an approach for conducting innovative, collaborative research and study. Epistemological pluralism recognizes that, in any given research context, there may be several valuable ways of knowing, and that accommodating this plurality can lead to more successful integrated study. This approach is particularly useful in the study and management of social–ecological systems. Through resilience theory's adaptive cycle, we demonstrate how a focus on epistemological pluralism …

This article discusses how local government can seek to avoid a claim being brought against it under the Religious Land Use & Institutionalized Persons Act (RLUIPA). Thus, the focus is not on what steps a local government should take when a RLUIPA claim is brought - or threatened to be brought - against it, but focuses instead on what steps local governments should take to seek to avoid a RLUIPA claim in the first place. The elimination of childhood lead poisoning is a national health policy objective to be attained by the year 2010. A full understanding of the poisoning risks that lead poses for young children and infants evolved as more research focused upon its effects. Some of the first warnings of the potential dangers associated with lead began with studies conducted as early as the 1940s and 1950s. Over time, the link between exposure to lead and reduced cognitive function and impulse control in young children was firmly established. This report discusses the outcome of a national scan of models of effective county leadership and operations that might translate into alternative structures for consideration by the Commission on Cuyahoga County Government Reform. The scan produced a number of alternate county organizational structures that utilized several formats for executive, legislative, and administrative roles.

Since 2004, it has been tracking the public’s perception of the region’s general economic development progress, as well as opinions on regionalism and economic development initiatives. Discussions of economic development and job availability in northeast Ohio often lament the unavailability of a qualified workforce in some sectors. Workforce training and attracting more educated population to the region are sited as important, even critical, objectives for the region. While a more detailed study of the regions’ workforce by The Center for Community Solutions is nearing completion, the release of new data by the Census Bureau provides some enlightening observations about college enrollments and educational attainment in the region.

According to the City of Portland’s Office of Sustainable Development (OSD), construction, remodeling, and demolition (CR&D) waste comprises 20 percent of the City’s waste stream. Additionally, per capita waste generation in this sector is increasing faster than in the residential or commercial sectors. However, the current amount of CR&D waste that is landfilled can be reduced: 90 percent of the waste from a typical project can be diverted from landfill disposal. Although OSD currently requires that 50 percent of CR&D waste from every project is recycled, the City estimates that contractors recycle slightly less than this. OSD’s Portland Recycles! Plan …

The City of Portland’s Bureau of Planning would like to explore opportunities for strengthening the PowellhurstGilbert Neighborhood’s sense of place through mixed-use and/or neighborhood-based commercial development, improved residential and commercial design, and by creating linkages to existing community assets, such as parks and commercial areas. This project expands upon existing plans by incorporating community preferences, market and land use analyses, and urban design strategies to generate neighborhood commercial use and placemaking alternatives for SE 122 nd Avenue.
