Integrated land use and transportation models have evolved along a spectrum from simple sketch planning models to complex microsimulation models. While each has its niche, they are largely unable to balance the flexibility and realism of microsimulation and the speed and interactivity of simple models. The Regional Strategic Planning Model (RSPM) aims to fill this gap by taking a microsimulation approach while making other simplifications in order to model first-order effects quickly. Understanding the current attitudes, beliefs, and behaviors of youth in relation to non-car mobility contributes to the sustainability of a long-term transportation system. Transportation system-related beliefs and behaviors of youth are likely to influence their willingness to access and support transportation services as adults. Today’s youth are tomorrow’s riders, bikers, walkers, voters, and transportation planners. Connected automated vehicles (CAVs) are typically equipped with communication devices (e.g., dedicated short range communications (DSRC)) and on-board sensors (e.g., Radar, Lidar, Camera, etc.). Communication devices would enable the exchange of real-time information between vehicles and infrastructures via vehicle-to-vehicle (V2V) and vehicle-to-infrastructure (V2I) channels. Sensors equipped in vehicles are providing various vehicle sensor data (VSD) such as the CAV’s GPS location, speed and moving direction (trajectory). The Transportation Wallet is one of Portland’s newest parking and transportation demand management (TDM) strategies, designed to reduce parking demand while simultaneously offering new mobility options by bundling transit and bike share passes into one consumer product. Two of Portland’s managed parking districts have elected to add a surcharge to the cost of on-street parking permits, a portion of which is used to subsidize the cost of the Transportation Wallet. While public transit has a reputation as a potential means to ameliorate the adverse environmental effects of automobile travel, there have been very few empirical studies of the marginal effect of transit supply on air quality. We explore whether any of the substantial improvement in air quality observed in the U.S. from 1991 to 2011 can be attributed to increased public transit supply by developing an equilibrium model of transit and automobile travel volumes as a function of the level of transit supplied. Although the number of bicyclists is increasing, safety remains a top concern. Thompson, adjunct professor of Black studies and African American History at Portland State University. Inspired by the fiftieth anniversary of the federal Fair Housing Act, these researchers have uncovered and analyzed new sources related to the history of housing segregation — and resistance to that discrimination — in Portland, Oregon. Leanne Serbulo presented a timeline of civil rights struggles in Portland, Oregon, at a public history roundtable at the Oregon Historical Society commemorating the fiftieth anniversary of the 1968 Fair Housing Act. In this record of her presentation, Serbulo documents milestones in dismantling racial discrimination between 1949 and 1990. For this timeline, Serbulo researched Metropolitan Human Relations Commission (MHRC) records held at the Portland City Archives and traces how the commission navigated the process of improving race relations in the city and Multnomah County. In order to develop strategy for a compelling public communication campaign to increase transit ridership, this project frames the connections between livability and transit and offers a set of public campaign examples. A national survey taken of riders provides possible message strategies. With this information, a creative strategy team was tasked with developing a strategy for messaging and developed the Green Rider profile. Recommendations for creative direction and further study are offered.

School District Enrollment Forecast Reports

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for Portland Public Schools (PPS). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the number of PPS students by housing type, and annual forecasts of enrollment for a 15 year horizon, from 2018‐19 to 2032‐33. Enrollment forecasts were prepared under high, middle, and low scenarios for the District. Forecasts for attendance areas by place of residence and for individual schools are consistent with the middle district‐wide forecast.

In 2011, the Oregon Bureau of Labor and Industries and the Oregon Department of Transportation partnered to fund the BOLI/ODOT Highway Construction Workforce Development Program, which is intended to improve the stability and diversity of the highway construction workforce by promoting recruitment and retention of apprentices. This thesis explores 1) the ways that three Vietnamese infrastructure development projects undermine their cities' climate change adaptation goals and 2) the political and economic forces driving these developments. In-depth interviews highlight four main perspectives of planners and decision makers, which explain why these infrastructure projects often undermine cities' climate resilience goals. I describe how the mainstream climate change adaptation planning approach, with its emphasis on participatory planning, good governance and green growth, implicitly reinforces the neoliberal growth model, even as it seeks to ameliorate the inequality and ecological destruction that such a growth model creates.
