This study is an update of two previous reports commissioned by the Northeast Ohio technology Coalition (NorTech) that examined the high-tech sector in Northeast Ohio (NEO). It focuses on two time periods: 2004-2007, the last recovery period, and 2006-2007, the latest one-year change. Four major perspectives are reflected in this year’s analysis: (1) changes in overall NEO high-tech trends in comparison to the Midwest and the United States, (2) analysis of technology groups within the high-tech sector, (3) detailed analysis of bioscience in Northeast Ohio using the industry definition adopted by BioOhio, and (4) track of the NEO research and …

Cuyahoga County, Ohio is at the epicenter of the foreclosure crisis. With close to 13,000 foreclosure filings a year since 2005, more than 10,000 vacant and derelict structures and thousands of homeowners losing their homes, the effects of the crisis will be long lasting and far reaching. In Ohio, County courts, agencies and departments have some level of authority and responsibility for virtually every step of the foreclosure process. So it is not surprising that the fifteen mayors of the First Suburbs Consortium2 turned to Cuyahoga County to help them address this crisis. In response, in August 2005, the Cuyahoga …

The ongoing problems in the housing and credit markets, caused by a toxic combination of wholesale deregulation of financial markets by the federal government and imprudent lending and investment practices by financial institutions, pose significant challenges to local and state government officials. Some of these challenges are obvious. How will cities cope with an unprecedented number of foreclosures at the same time that state and local tax revenues are decreasing? This report provides an assessment of the feasibility of consolidation of public safety dispatch for 14 communities in Cuyahoga County, Ohio. The findings are that consolidation of dispatch services among the participating communities would reduce staffing costs by an estimated $1.7 million annually. Consolidation of services would reduce the duplication of services and redundant capital projects. Instead of the duplicate purchase of expensive equipment by several communities, the cost of large capital will be distributed over a larger base of beneficiaries. Centralization will reduce the physical blueprint of dispatch operations which in turn should reduce operating costs such as natural …

This report examines the four central cities in Northeast Ohio – Akron, Canton, Cleveland, and Youngstown — in the context of their metropolitan areas. A central city is the largest or most important city of a metropolitan area. A metropolitan area combines a large city with adjacent urbanized areas and peripheral areas that are closely bound to the center with strong ties to commuting, commerce, and a common labor market.

This report describes the findings from the third study of Dashboard indicators using the framework that was developed in the previous two studies. The framework resulted in a set of indicators that explains the dynamics of regional economic growth for large and mid-sized metropolitan areas in the United States. The objective of this study is to continue monitoring the performance of Northeast Ohio metropolitan areas over time and in comparison to other metropolitan areas across the United States.

The objective of the entrepreneurship Confidence Survey is to assess the entrepreneurial climate and entrepreneurs’ confidence in their ability to start and sustain a business in Northeast Ohio. The Center for Civic Education and the Cleveland-Marshall College of Law released their report, on May 12, 2008. The report, prepared for the Cuyahoga County Board of Commissioners, is an assessment of the County's comprehensive approach to addressing foreclosures on two levels: 1) Making foreclosure proceedings faster and fairer and 2) Creating an early intervention program to help residents prevent foreclosure.

Regional competitive advantages can be created by deploying processes, product innovations, and/or improving the performance of companies. The concept of increasing returns to scale due to technology advances and the modern growth theory suggest that knowledge spillovers are passed through networks of people. Dense co-location of companies different from industries in large urban areas creates an environment for deploying new knowledge and increasing productivity of companies. The objective of the survey on federal funding for economic development was to assess some of the challenges facing county governments in the state of Ohio as they attempt to access federal funding for economic development purposes. Federal funding is important to local governments because it is a significant resource to communities that are able to secure such grants. This article discusses how local government can seek to avoid a claim being brought against it under the Religious Land Use & Institutionalized Persons Act (RLUIPA). Thus, the focus is not on what steps a local government should take when a RLUIPA claim is brought - or threatened to be brought - against it, but focuses instead on what steps local governments should take to seek to avoid a RLUIPA claim in the first place. The elimination of childhood lead poisoning is a national health policy objective to be attained by the year 2010. A full understanding of the poisoning risks that lead poses for young children and infants evolved as more research focused upon its effects. Some of the first warnings of the potential dangers associated with lead began with studies conducted as early as the 1940s and 1950s. Over time, the link between exposure to lead and reduced cognitive function and impulse control in young children was firmly established. Discussions of economic development and job availability in northeast Ohio often lament the unavailability of a qualified workforce in some sectors. Workforce training and attracting more educated population to the region are sited as important, even critical, objectives for the region. While a more detailed study of the regions’ workforce by The Center for Community Solutions is nearing completion, the release of new data by the Census Bureau provides some enlightening observations about college enrollments and educational attainment in the region.
