The market analysis for the Apalachicola National Estuarine Research Reserve revealed that there is a diverse body of coastal resources management training providers who offer training in the Florida Panhandle. These organizations are primarily either governmental agencies, or institutions of higher education. Most of them offer this training to various audiences as part of their missions, although a select few offer it as the sole purpose of their organizations.

Over the past three years, hardly a week has gone by without at least one news-story announcing that a church, synagogue, or religious school-I'll use the term “church” from here on as a shorthand for all houses of worship or other religious institutions—is claiming that its right to religious freedom is being infringed by local government land use regulations in violation of the Religious Land Use and Institutionalized Persons Act. The goal of this project is to investigate the current status of the knowledge base that is being transmitted to local decision makers regarding the economic and financial benefits of coastal and watershed stewardship practices through training and educational programs. Local decision makers are key in achieving many objectives of the Lake Erie Protection and Restoration Plan and other water quality initiatives because of their role in land use and zoning decisions, infrastructure construction and maintenance, storm water management, and economic development activities. A series of focus groups were conducted throughout northwest Florida to obtain input from coastal decision-makers into the design and development of a coastal resources management training program for the Apalachicola National Estuarine Research Reserve (ANERR). The focus groups were comprised of a cross section of coastal and environmental professionals who make decisions affecting coastal and watershed areas. The focus group decision-makers were primarily employed in the public sector (federal, state, local, governmental, nonprofit, or academic), with nearly half of the participants having between six and 15 years of professional experience.

An analysis of the market for coastal resources management training in Ohio’s Lake Erie basin identified the challenges faced by coastal decision-makers and the disparities currently existing within this market. The primary challenges identified were in the quality of instruction and in the types of training provided. Disparities indicated were with coordination, equipment and logistical factors, external and internal marketing and promotional assistance, funding, personnel and staff assistance, and legislative and regulatory concerns. The Apalachicola National Estuarine Research Reserve (ANERR) is located in Franklin County on the Florida panhandle within the 19,600-square-mile Apalachicola-Chattahoochee-Flint watershed. Spanning more than 246,000 acres, the Reserve includes areas of Franklin, Gulf, Calhoun, and Liberty counties. The Reserve received its designation in 1979, and is a federal/state partnership with the Florida Department of Environmental Protection.

The National Estuarine Research Reserves (NERRS) Coastal Training Program (CTP) is a system-wide training program that aims to increase informed decision-making related to coastal resource management at local and regional levels. The CTP serves as the NERRS flagship program for knowledge and information transfer, and provides an effective vehicle to ensure that science-based knowledge and skills get into the hands and minds of those individuals making decisions about the coast on a regular basis in a professional or volunteer capacity. Scientific studies and resident testimony suggest that urban residents in low-income and minority communities have been subject to an unequal burden of environmental pollution and inequitable environmental enforcement practices. A key component of the equitable development and implementation of environmental policies is the participation of citizens and community-based organizations in the policy process. Such participation rests upon equitable access to agency-generated environmental information and effective use of that information by citizens. This article focuses on the adoption of Internet technologies by environmental agencies as a mechanism for disseminating information and the implications for low-income and minority residents in urban communities. …

Coastal decision-makers and training providers in the Ohio Lake Erie basin participated in seven focus groups to generate information on coastal resources knowledge and training needs. Six of the focus groups were comprised of a cross-section of professionals who make decisions affecting watershed areas or Lake Erie coastal areas (non-providers); the seventh was comprised of training providers (providers). Discussions centered on two main areas: core knowledge needs and training needs.

The high price of housing on the coasts, population growth in the large metropolitan areas of the south, southwest, and west, and the issue of affordability for low- and moderate-income households across the country fueled the view that housing production was insufficient and that the shortfall was contributing to rising prices and limited housing choice. Indeed, underlying all of the housing-related changes and issues of the 1990s were the factors of supply and demand. The nation grew by 13.5 million households while 13.2 million building permits were filed. Nationally, housing supply was just about in balance with population growth. But …

The Center for Housing Research & Policy conducted this survey and analysis of housing on Cleveland’s lakefront for the Cleveland Lakefront Partners, which is composed of the city of Cleveland, Cleveland Tomorrow, the Greater Cleveland Growth Association, and the Cleveland Neighborhood Development Corporation. The report includes both the results of the survey of residents in the multi-county Cleveland region and a comparative study of waterfront populations in the cities of Milwaukee, Chicago, Portland, and Baltimore. The survey results showed that at least 6,000 and possibly up to 9,000 middle and upper-income households would be interested in living on the lakefront …

A series of seven focus groups were conducted in various locations throughout northern Ohio to identify and assess coastal resources management training needs across the Ohio Great Lakes basin. The focus groups were comprised of a cross-section of professionals who make decisions affecting watershed areas or Lake Erie coastal areas. Six of the focus groups included decision-makers considered previous and potential users of coastal resources management training (non-providers). A seventh focus group included decision-makers who provide training in coastal resources management (providers).

The economic value of an urban university to a metropolitan region is comprised of (1) the educational opportunities provided to students who rely on local institutions of higher education, (2) the unique contributions of urban universities to the social and political infrastructure of a region, and (3) the research and service contracts and other funds and philanthropic donations attracted to the campus by faculty and staff. If an urban university such as Cleveland State University (CSU) did not exist in the Cleveland metropolitan region, many, if not all of these economic and social contributions would be lost. First, survey industrial activity in the city of Cleveland using employment and payroll data for the period from 1993 to 2000; report on key findings related to industry sectors and industries at the two-digit standard industrial classification (SIC) code level; and compare the city of Cleveland to suburban Cuyahoga County and the remainder of the Cleveland primary metropolitan statistical area (PMSA). This briefing paper provides an analysis of high-tech activity in the Cleveland Primary Metropolitan Statistical Area (PMSA) from 1992 to 2000. It begins by defining the term high-tech industry, using criteria developed by the Bureau of Labor Statistics (BLS). High-tech industries are then analyzed from the viewpoint of employment levels, average earnings, and number of establishments. The City of Cleveland’s share of high-tech activity is discussed along with a comparison of the Cleveland PMSA versus the U.S. The paper concludes with a summary analysis of Cleveland’s position n in the world of high-tech.

Five years ago, very few people would have believed that it was possible to end homelessness for the most marginalized Americans. Today, the idea that we can end the cycle of homelessness and institutionalization for vulnerable Americans is so mainstream that the Bush administration declared in its 2003 budget proposal that it considers “ending chronic homelessness in the next decade a top objective.” The key to this turnaround in thinking is supportive housing, an approach that is both smart and compassionate” according to a recent editorial in the New York Times.
