To combat unsustainable transportation systems characterized by reliance on petroleum, polluting emissions, traffic congestion and suburban sprawl, planners encourage mixed use, densely populated areas that provide individuals with opportunities to live, work, eat and shop without necessarily having to drive private automobiles to accommodate their needs. Despite these attempts, the frequency and duration of automobile trips has consistently increased in the United States throughout past decades. While many studies have focused on how residential proximity to transit influences travel behavior, the effect of workplace location has largely been ignored.

This project was intended to provide relevant curriculum on bicycle and pedestrian transportation that can be used by planning and engineering faculty to integrate these topics into their course offerings. We developed a module-based curriculum for bicycle and pedestrian planning and design that is current, relevant to practice, and adaptable for use in a variety of course offerings in engineering and planning departments. We also procured 33 new publications for the Millar Library to support coursework on this topic. The regional transportation planning process in the United States has not been easily opened to public oversight even after strengthened requirements for public participation and civil rights considerations. In the effort to improve the public review of regional transportation plans, this paper describes the construction of a proof-of concept web-based tool designed to analyze the effects of regional transportation plans on accessibility to jobs and other essential destinations. The tool allows the user to analyze disparities in accessibility outcomes by demographic group, specifically income and race, as required by civil rights-related planning directives. This study examines the implementation of social goals through government action and the context and relations of agencies charged with demonstrating and enforcing equality in transit. Specifically, I explain complexities involved in the top-down federal mandate to demonstrate equal transit service for minority communities and low income residents. Institutional entrepreneurship by local government agencies influenced the legislation and regulation that they were charged to enforce. The local Metropolitan Planning Organizations (MPOs), created to enable a local voice in major capital road projects, acquired new institutional capabilities as federal agencies tasked them with implementing new social goals. A new methodology and algorithms were developed to combine diverse data sources and to estimate the impacts of recurrent and non-recurrent congestion on freight movements’ reliability and delays, costs, and emissions. The results suggest that traditional traffic sensor data tend to underestimate the impacts of congestion on commercial vehicles travel times and variability. This research also shows that congestion is not only detrimental for carriers and shippers costs but also for the planet due to major increases in GHG emissions and for the local community due to large increases in NOx, PM, and other harmful pollutants.

There is national interest in building data that expands upon the existing Institute of Transportation Engineers (ITE) trip generation rates to include sites located in a multi-modal context. Current ITE rates represent travel behavior for development in single lots and uses, primarily measured in low-density suburban areas. Despite evidence that a more compact urban form, access to transit and a greater mix of uses generates fewer and shorter vehicle trips, local governments are often compelled to use current ITE trip generation rates to evaluate transportation impacts and calculate transportation system development charges (TSDCs). The objective of this research is to 1) develop methods to evaluate and visualize bus service reliability for transit agencies in various temporal and spatial aggregation levels; 2) identify the recurrent unreliability trends of bus routes (focusing on high-frequency service periods) and understand their characteristics, causes and effects; and 3) model service times using linear regression models.

Dependence on fossil fuels, climate change, and degraded air quality are forcing the auto industry and consumers to seek alternative solutions to the current transportation system. Significant technical breakthroughs are allowing automakers to develop electric vehicles (EVs) that transcend some of the key barriers that limited them historically. Plug in electric vehicles entered the Oregon marketplace in early 2011. A range of reports suggest the demand for EVs will grow rapidly once affordable highway speed vehicles become available. The Oregon Highway Plan’s (OHP) mobility policies guide various planning and programming activities of the Oregon Department of Transportation (ODOT). Among these activities are ODOT’s land use change review responsibilities under the Transportation Planning Rule, as adopted by the state’s Land Conservation and Development Commission. This report examines supplemental transportation performance metrics beyond the volume-to-capacity metric that currently supports OHP mobility policies. Selected supplemental metrics are empirically analyzed using a travel demand model calibrated for a Medford, Oregon study area.

This project summary report describes the execution of OTREC Project #298 (Development, Deployment and Assessment of a New Educational Paradigm for Transportation Professionals and University Students). The project is one facet of a multiyear collaboration of the Region X Transportation Consortium that was sponsored by the Federal Highway Administration (FHWA). The regional collaboration aims to shift the traditional paradigm of engineering course delivery to foster a more hands-on approach. This paper examines extraboard operations and management at TriMet, the transit provider for the Portland Oregon metropolitan area. The extraboard consists of a pool of operators who fill open work resulting from absences and other causes. The paper first examines the general performance of the extraboard in filling open work, drawing on seven years of daily operations data from three bus garages. It then presents statistical analyses focusing on open work patterns and the effects of selected work rules on operator utilization and service delivery. Lastly, suggestions are made for improving the efficiency of extraboard operations.

The Highway Safety Manual (HSM) was published by the American Association of State Highway and Transportation Officials (AASHTO) in the spring of 2010. Volume 2 (Part C) of the HSM includes safety predictive methods which can be used to quantitatively estimate the safety of a transportation facility. The resulting information can then be used to provide guidelines to identify opportunities to improve transportation safety. Studies have shown that active transport is known to increase physical activity of children, decrease traffic congestion and the production of greenhouse gasses. This study examines active transport to school (ATS) [walking, biking, or other self-powered wheels to school] among elementary students. Through the Nevada Moves Day program an increase proportion of elementary students who use ATS was expected.

This paper investigates the interaction between commuting and migration within a local labor market, focusing especially on the question of whether commuting can lead to migration over time. Using Virginia data from 2000 to 2006, the study shows that the commuting flow between two locations has a positive and significant effect on the migration flow in the same direction in subsequent years. The underlying reasons are that increased commuting costs or reduced migration costs can induce commuters to become migrants. These results may have useful implications for urban communities in their revitalization efforts, as cities can explore ways of attracting …

This report presents results from surveys of residents at several transit-oriented developments (TODs) in Portland, Gresham, Hillsboro, and Happy Valley. The research complements survey work done in 2005 at sites near three MAX stations in Hillsboro and Beaverton (west of downtown) and the Merrick apartments near the Convention Center in Portland, and in 2007 at 11 sites in the eastside of Portland and Gresham.

The combination of seismic and vehicle live loadings on bridges is an important design consideration. There are well-established design provisions for how the individual loadings affect bridge response: structural components that carry vertical live loads are designed to remain well within the linear-elastic range while lateral load carrying components are designed to yield under large seismic excitations. The weight of the bridge superstructure is taken in to account as dead load in structural analysis for seismic loads; however, the effects of additional mass and damping of live loads on the bridge deck are neglected. The purpose of this study was to gain a better understanding of how equipment replacement decisions are supported with data collection and quantitative models at state DOTs, and to determine if models found in the research literature offer any better decision support when applied to realistic fleet usage and cost data. This study also addressed the current state of equipment replacement at state DOTs with respect to using measurable “green” criteria in replacement decisions, and the development of new quantitative replacement models utilizing such criteria.
