This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals? Problem: Given Cleveland’s prominence in the foreclosure crisis, discussions surrounding demolition, rehabilitation, and stabilization are particularly active and passionate in the region. It is surprising, though, that the role of historic preservation isn’t more thoroughly explored, both in Cleveland, and beyond. To fill a near void of empirical research, this paper offers a systematic investigation of the relationship between residential historic preservation and foreclosure. Research Strategy: This research brings together parcel-level foreclosure filing data and parcel-level program data of the Heritage Home Program of The Cleveland Restoration Society. For almost ten years, Dr. John Moeser, Senior Fellow of the Bonner Center for Civic Engagement, has been analyzing U.S. Census data to track poverty trends among the localities of metropolitan Richmond. He started this project to inform the public about the growth of impoverishment and its effect on every aspect of urban life. With the constraints in federal budgeting requiring the shrinkage of federal programs, programs outlined in the 2014 Farm Bill are significantly impacted, showing a thirteen year trend toward funding reduction. This paper examines historical Farm Bill programs, including crop subsidies and the nutritional assistance programs and how these programs historically addressed food insecurity versus how they are impacted by today’s budgetary constraints. The paper also examines new models for addressing food insecurity and how communities are pulling together resources to address food insecurity. The Silent Crisis: Involving Latinos in Decision-Making & Why Latino Representation Matters provides a measure of the economic, social, and political inclusion of Latinos at mid-decade in three cities of the Commonwealth where about one fourth of the state’s Latino population lives. Often wrongly referred to as a “new population,” Latinos have been present in Massachusetts since the end of the 19th century, arriving in large numbers beginning in the 1960s and 1970s and growing to nearly 630,000 persons (9.6% of the population) by 2010. As interest in urban agriculture sweeps the country, municipalities are struggling to update, code to meet public demands. The proliferation of urban livestock—especially chickens, rabbits, bees, and goats—has posed particular regulatory challenges. Scant planning scholarship on urban livestock focuses mostly on how cities regulate animals, but few studies attempt to characterize urban livestock, ownership and management practices in the US in relation to these regulations. Our study addresses this gap. Using a web-based survey distributed via a snowball technique, we received responses from 134 livestock owners in 48 US cities, revealing the following: why they keep livestock; what kind of, …

We advance scholarship related to home foreclosures and neighborhood crime by employing Granger causality tests and multilevel growth modeling with annual data from Chicago neighborhoods over the 1998-2009 period. We find that completed foreclosures temporally lead property crime and not vice versa. More completed foreclosures during a year both increase the level of property crime and slow its decline subsequently. This relationship is strongest in higher-income, predominantly renter-occupied neighborhoods, contrary to the conventional wisdom. We did not find unambiguous, uni-directional causation in the case of violent crime and when filed foreclosures were analyzed.

We investigate spatial patterns of residential and non- residential land use for 257 U.S. metropolitan areas in 1990 and 2000, measured with 14 empirical indices. We find that metropolitan areas became denser during the 1990s but developed in more sprawl-like patterns across all other dimensions, on average. By far the largest changes in our land use metrics occurred in the realm of employment, which became more prevalent per unit of geographic area, but less spatially concentrated and further from the historical urban core, on average. Our exploratory factor analyses reveal that four factors summarize land use patterns in both years, …

In May 2014, the MYC hosted young people at our first Youth Summit for Transit Justice. In this youth-led process, we brought together youth from across the county and adult policy-makers to address our region’s transit issues. It was an important step for building youth-adult partnership to improve transit access for young people in Multnomah County.
