As climate change continues to affect the Mountain West, many cities are taking measures to reduce carbon emissions and dependence on fossil fuels. This fact sheet reports the rankings of Mountain West municipal governments, based on efforts to improve energy efficiency and increase their utilization of clean energy. The rankings are collected from the American Council for an Energy-Efficient Economy’s (ACEEE) “2020 City Clean Energy Scorecard.”

The John Jay College Research and Evaluation Center (JohnJayREC) and an expert group of researchers from public policy, criminology, law, public health, and social science fields conducted the scan. The research group members worked collaboratively to identify, translate, and summarize the most critical and actionable studies.

This is the sixth of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). Researchers conducted surveys of residents in housing developments operated by the New York City Housing Authority (NYCHA), half involved in MAP and half not involved. The survey measured opinions and perceptions about public safety and resident well-being. Surveys were conducted well after the 2014 launch of MAP, but the data allowed the study to examine differences between MAP and non-MAP communities.

The United States has a literacy problem; in fact, it has an education problem in general. Piecemeal reforms that differ wildly from state to state, and even county to county, have had varying levels of success from none to showing real potential. Nevada is not exempt from this literacy problem. In 2015, only 47.57% of the students taking the state mandated third grade exams were deemed proficient on the English Language Arts portion of the exam. The INRIX Global Traffic Scorecard examines the impact of vehicle travel on 975 congested cities in the world; this fact sheet focuses on the Mountain West, providing insight on the ranking and impacts of congestion. This fact sheet also supplements INRIX’s scorecard with population data from the U.S. Census Bureau to provide context for the rankings.

Analysis Of The School-To-Work Transition Of Young Adults With Autism Spectrum Disorder, Jessica Balistreri

When immediately entering the labor market post-high school graduation, Transitional Age Youth with Autism Spectrum Disorder (TAY-ASD) face significant barriers to employment compared to both their disabled and non-disabled peers. With employment outcomes characterized by low wages, short work hours, and social isolation, TAY-ASD from low income households with lower levels of functioning face the greatest hardship in seeking employment after high school graduation. Current vocational rehabilitation (VR) programs show inefficiency in servicing individuals with the greatest need for assistance due to lack of program monitoring and little emphasis for post-secondary education (PSE) attainment. On March 26, 2020, the U.S. Census Bureau released population estimates for the time period between July 2010 and July 2019. Brookings senior fellow, William H. Frey suggests that “Even before coronavirus, census shows U.S. cities’ growth was stagnating.” This fact sheet explores population growth trends in 5 Mountain West Metropolitan Statistical Areas (MSA) with populations over one million residents (i.e. Phoenix, Denver, Las Vegas, Salt Lake City, and Tucson).

Collectively, these three major metropolitan areas are known as the Southwest Megapolitan Triangle. This Fact Sheet illustrates population changes between 2010 and 2018, using data provided by Brookings Institution senior fellow and demographer, William H. Frey, in his report titled, “As Americans spread out, immigration plays a crucial role in local population growth.” By 2019, more than 20 million Americans called this region home.

This Fact Sheet analyzes indicators of demographic and economic change in Las Vegas neighborhoods and suburbs, provided by “American Neighborhood Change in the 21st Century,” a study published by the Institute on Metropolitan Opportunity (IMO) at the Minnesota Law School. Researchers reviewed data from the 2000 U.S. Census and the 2016 American Community Survey (ACS) for the top 50 largest metros in the U.S. The study reports levels of neighborhood change, including economic growth, poverty concentration, gentrification, and low-income displacement. Data pertaining to the Las Vegas metropolitan region are synthesized to measure indicators of economic viability and housing availability.

To this day highway expansion remains one of the primary techniques employed to combat urban automobile congestion during peak hours. This paper examines the cultural and environmental shortcomings of Portland, Oregon's I-5 highway expansion project. Research for this paper primarily cites existing academic studies relating to highway expansion, Portland's complicated relationship with urban renewal, and highway expansion alternatives. The evidence suggests that Oregon's expansion project would have less than optimal impact and the resources could be used better elsewhere.

Women are underrepresented in mayor’s offices and on city councils across Latin America. In this paper, I examine gender-based differences in individual opinions toward running for office in Argentina and Uruguay, as well as conduct a twenty-six country analysis on factors related to female representation in municipal government. Based on these analyses, I make three main conclusions about female local representation in Latin America. The first conclusion is that women in Latin America are significantly less likely to want to run or feel qualified to run for office. This Fact Sheet presents projections of demographic change in Nevada’s political party coalitions using data provided in the report “States of Change: How Demographic Change is Transforming the Republican and Democratic Political Parties.” Using the composition of the two parties’ electorate in the 2016 presidential election as a baseline, researchers explore age, race, and education characteristics of voters in 14 U.S. swing states to predict the demographic makeup of voting groups in future elections. This Fact Sheet makes comparisons to other swing states, but focuses primarily on Nevada data.

The Housing Choice Voucher Program (HCVP) is a public-private partnership between a landlord, voucher holder, and a Public Housing Authority (PHA). However, this public-private partnership appears to be a two-sided partnership instead of a three-way partnership as the HCVP was designed. Over 110,000 landlords have withdrawn from the HCVP since 2009, which has negatively affected housing choices for voucher holders. This phenomenon of landlords leaving the HCVP is a catastrophe problem for the rental housing crisis that is a part of the larger affordable housing crisis. Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.

In recent years, housing costs have become a larger source of financial stress for middle-income families. And we now sit in October and are one month shy of a decade of job growth. Criminal arrests in Southern Nevada are on a downward trend. Despite a record-setting influx in population across the Las Vegas Valley and the surrounding metro area, officers in each of Clark County’s police jurisdictions arrest fewer people every year. The present study utilizes the Arrest Trends Tool created by the Vera Institute of Justice and the FBI’s Uniform Crime Reporting (UCR) Program to measure the number of arrests made over ten years for a variety of illegal activities, including drug abuse, violence and murder, property crimes, sex crimes, alcohol-related crimes, theft, white collar crimes, and other offenses.
