This is the fifth of six Evaluation Updates reporting interim results from John Jay College’s evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP). The study analyzes public safety outcomes in 17 public housing developments participating in the MAP initiative and finds meaningful and sometimes statistically significant improvements.

This thesis explores how local government support for arts and culture varies across 24 American cities. It has proven to be challenging for researchers to accurately measure municipal arts support. Research on cultural policy has also often focused on the federal level, despite total city expenditures far exceeding national or state government support. This thesis attempts to take an accurate pulse of city expenditures in 2017 and correlates those spending levels to the variation in city ownership of arts facilities. This paper displays the objectives of public higher education in New York City and their relation to changes in the city. Public higher education in New York City relies on the support of the public. This paper details adjustments to the lexicon of the school in response to changing demographics and historical events by examining statements provided by the school during different periods. Changes to the lexicon relating to class, gender, race, ethnicity, and military service are examined in relation to their historical context. Does early voting advance the democratic process in achieving political equality? Does it create more equity in the representativeness of an electorate? According to rational choice and economic theory, the expanded opportunity to vote should reduce an individual’s cost to vote, thus resulting in higher voter turnouts where traditionally marginalized voters will take advantage of early voting opportunities.

Women are underrepresented in mayor’s offices and on city councils across Latin America. In this paper, I examine gender-based differences in individual opinions toward running for office in Argentina and Uruguay, as well as conduct a twenty-six country analysis on factors related to female representation in municipal government. Based on these analyses, I make three main conclusions about female local representation in Latin America. The first conclusion is that women in Latin America are significantly less likely to want to run or feel qualified to run for office. While addiction to opioids kills more Americans every year, the purpose of this report is to assess the extent of the problem in the Las Vegas metropolitan area, and to propound ways in which local policy can help. A geospatial analysis of opioid demand nationally, regionally, and locally explains how the epidemic is diffusing, where divides exist in terms of access to treatment, and the differential effects of opioids driving this crisis. The Housing Choice Voucher Program (HCVP) is a public-private partnership between a landlord, voucher holder, and a Public Housing Authority (PHA). However, this public-private partnership appears to be a two-sided partnership instead of a three-way partnership as the HCVP was designed. Over 110,000 landlords have withdrawn from the HCVP since 2009, which has negatively affected housing choices for voucher holders. This phenomenon of landlords leaving the HCVP is a catastrophe problem for the rental housing crisis that is a part of the larger affordable housing crisis. Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.

This dissertation presents the racial-gendered lived experiences of Black women living in Toronto Community Housing (TCH; subsidized housing). This research found that Black women and their families are disproportionately faced with challenges due to barriers caused by housing policy and procedures that also affect the overall development and wellbeing of their children. It also highlights the ways in which Black women continue to thrive and survive in the face of detrimental and derelict living conditions; accomplished through community development and support initiatives, and fostering strong communities.

Cities are spatially diverse, with enclaves of particular demo- graphic groups, clusters of businesses, and pockets of low-income individuals living amid affluence.

This essay presents data from New York City to illustrate the importance of measuring and addressing neighborhood characteristics that affect Sup- plemental Nutrition Assistance Program (SNAP) participation and the purchasing power of SNAP benefits: pockets of “eligible-but-not-enrolled” in- dividuals, proximity between SNAP participants and jobs, and variations in food prices across neighborhoods.

It concludes with 5 exam- ples of how addressing these community-scale issues can increase SNAP participation and food access.

As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), the John Jay College Research and Evaluation Center was asked to create the measurement framework and analytic strategies to evaluate the MAP initiative. Using multiple data sources and onsite observations and interviews, the team aims to understand the relationship between the MAP efforts and the expected outcomes of those efforts.

Can Uber And Lyft Save Public Transit?, Emily Zheng

I examine whether Uber and Lyft are currently complements or substitutes of public transit, and how partnerships between cities and ride sharing companies can increase their complementary relationship and solve parking and mobility issues. The results suggest that transportation network companies (TNCs) like Uber and Lyft do not have a statistically significant effect on public transit ridership overall, but are complements of public transit for certain populations. Policies that give discounts for TNC rides taken to and from transit stops help solve the first mile / last mile problem, which consequently help increase transit ridership.

Crow (Corvus spp.) populations are increasing globally. This is cause for concern because overabundant crow populations can damage agricultural crops, harm native wildlife, and become a nuisance in urban areas. In Japan, the carrion (C. corone) and large-billed crow (C. macrorhynchos) can cause damage to crops and livestock. This damage is predicted to increase in Japan with climate change, especially when precipitation increases, inducing landscape changes that may favor crow populations and activities. Report on a program for public engagement meetings using the ASERT (Action-oriented Stakeholder Engagement for a Resilient Tomorrow) framework to solicit resident input into the City of Virginia Beach’s Comprehensive Sea Level Rise and Recurrent Flooding Analysis and Planning Study. A series of community meetings from December 2017-January 2018 took the form of a “Flood Resilience Game Night” with five stations in which residents could participate in activities to earn stamps on a game card.

Contemporary evaluations of accredited planning education performance have eschewed the principles and methodologies of formal program evaluation and performance management. This dissertation tests hypotheses that this contributes to the lack of social equity and justice commitment, content, and inquiry on the part of accredited graduate planning degree programs, their clients, and administrators. The organizations, resources, and processes involved in the purveyance of accredited graduate planning education were conceptualized as a singular, evaluable program and illustrated in a series of program logic models. Vertical equity and the maximization of farebox revenue are important but conflicting goals in the development of fare policy in the United States. Reducing fares for low-income riders reduces revenue for a transit agency, while increasing fares could disproportionately impact lower-income riders. This paper details this conflict, explores strategies that could account for both goals, and evaluates fare programs in the United States. Two types of low-income strategies are discussed: first generation strategies and targeted subsidy strategies. First generation strategies have several limitations that targeted subsidy strategies account for; first generation strategies focus more on supply, while targeted subsidy strategies …
