It is clear that feedbacks among drinking water quality and quantity, population, public perceptions, regulations, and estuarine water quality exist, although their strength and character have varied over time. The access provided by streets and highways to adjacent lands are managed by controlling the spacings between the access points including signals, driveways, and media openings on mid-block segments, and setting the limit on the corner clearances around intersections. There have been studies on evaluating the impact of access management techniques on safety and mobility in urban areas. Samples of mid-block segments and intersections can be collected from selected arterials. Because the mid-block segments or intersections in the same arterials share the same missing information, safety and mobility on them show unique features that should be taken into account when …

Graffiti eradication is a problem for the Nevada Department (NDOT). Over 12,000 man-hours are spent on graffiti eradication each year. One recognized graffiti abatement method is the use of non-sacrificial, anti-graffiti coating. NDOT uses non-sacrificial, anti-graffiti coating as an abatement strategy to easily remove graffiti from the public's view. NDOT conducts an annual evaluation of non-sacrificial, anti-graffiti coatings in order to keep current with industry innovation and improved product formulations. Products that meet NDOT's performance expectations are added to the Qualified Product List.

This paper illustrates how policies that relate to traffic calming devices are implemented in the Las Vegas Valley. Traffic calming is the attempt to achieve calm, safe, environmentally improved conditions on streets, and the lowering of speeds. Traffic calming measures reduce the negative effects of motor vehicle use, alter driver behavior and improve conditions for non-motorized street users. Conventional wisdom suggests that the basic job of public policy studies (and public institutions, for that matter) is to deal in a timely and practical fashion with pressing public issues of the day. The focus typically is on 'ripe' topics, 'hot' political problems. If a study can be ahead of the curve, in John Kingdon's apt phrase "an idea whose time has come," so much the better. But unlike more traditional academic research, where the focus is timeless — i.e., an explanation of previously inexplicable phenomena, timeliness is a prime reason for initiating a policy study.

This Study analyzes Tigard's expenditures for FY 82-83, FY 83-84, and FY 84-85 in a manner comparable with that produced as part of the Washington County Urban Service Study (Phase I).

Total City expenditures for urban services increased by $98.42 per capita (Cur rent Year $) during the study period. A large portion, $75. 84 per capita (Current Year $), of this increase is attributable to Capital and Debt Service expenditures associated with LID 1 s and the Civic Center project. The increase in operational expenditures accounted for only $22.58 per capita (Current Year $). This increase is the result …

This report recommends that the administration and/or financing of a selected group of public services be shifted from municipalities to the state government in Massachusetts.

Several criteria are used to identify local functions and local fiscal responsibilities which are more suitable for state than local financing. The first criterion is the efficiency of delivery of the service: for some functions, such as solid waste disposal, technology makes it more costly per capita to provide the service separately through individual municipalities than to operate regionally-based waste disposal facilities.
