This dissertation examines the evolution of the high technology industry in the Portland-Vancouver metropolitan region. The research explains how and why the region was able to grow a high technology industry cluster in the absence of a major world-class engineering and computer science research university. The research challenges the conventional assumption that a research university must be in place to create a high technology center. It was hypothesized that high technology firms functioned as surrogate research universities by attracting and developing labor, creating knowledge, and functioning as incubators for startup companies. As parents and educators demand more choice programs in their school districts, it is important for district officials to govern issues around equal access. When specialty programs are designed by grassroots groups and school staff without district-level guidance or funding, as it is in Portland, Oregon, equal access provisions can be overlooked resulting in lower ethnic and socio-economic diversity.

Reports of the neglect of gifted students in America's schools and the inadequate mathematics involvement of females have made educators aware of a crisis in public education. Attitudes and opportunities are believed to be major influences in helping females become more involved with mathematics courses and careers. The research project examined the effect of same-sex groups versus mixed-sex groups on mathematics attitudes and achievement in fourth and fifth grade females in a mathematically gifted pilot program at a magnet center. Academic And Therapeutic Potential Of The Sierra Ii Process: An Evaluation Of An Adapted Outward Bound Diversion Program For Adjudicated Juvenile Delinquents, Ronald Clifford Callahan

The primary purpose of this study was to evaluate the effects of the Sierra II program on adjudicated juvenile delinquents. Specifically, this research measured the program's effect on the self-esteem, self-efficacy, locus-of-control, problem-solving skills, school behavior, and follow-on academic achievement. All study variables, except school behavior and follow-on academic achievement, received pre and post treatment assessments. Both school behavior and academic achievement received pre, post, six-month and twelve-month follow-up assessments. Individuals were assigned (by the court services staff) to an experimental group and a control group.

This essay scrutinizes the book by J. Anthony Lukas, Common Ground: A Turbulent Decade in the Lives of Three American Families, to assess whether it presents a valid and reliable account of the issues, people, and events it chronicles. The substantive core of the book is shown to be the politics of Boston public school desegregation. The parts played by the three families in this event are dramatically portrayed but cannot be corroborated and are not interpreted. The parts played by five major policy leaders, when tested against other evidence, are found to be distorted, questionable legends woven in …

The article considers how questions about the provision of social welfare are imbedded in the economic, social, moral, and political fabric of contemporary America and New England. Underlying trends of economic, social, and attitudinal change are outlined, and implications for the future are considered. The article also considers the role of universities in equipping the next generation of citizens to cope more effectively with the complex issues that are forcing a restructuring of urban services.

In order to gain a more comprehensive understanding of the complexities which constitute an effective teacher and promote a positive learning climate, a field study methodology was employed to develop an evaluative instrument and to gain descriptive data.

For the purpose of developing an instrument to describe and measure effective teachers, 24 actual learning sessions (classes) were observed, extensive notes taken, and tape recordings were made in order to isolate and describe the behaviors which seemed critical to the situation being studied.
