This study describes the impact of GRC on the State of Ohio and on Northeast Ohio, where GRC is located. Northeast Ohio includes the eight counties in the Akron and Cleveland metropolitan areas.1 This report is an expansion and update of an earlier study, published in February 1996.2 As before, this study employs two methods to determine GRC’s influence on the state and local economies. The first method uses quantitative models to estimate the effect of GRC on the studied economies. The main focus of this charrette -- the stature of urban redevelopment relative to suburban "greenfield" development -- was epitomized by two Cleveland-area newspaper items (see Appendix A). One item announced an $850,000 federal grant to a suburb located at the rural fringe of the Cleveland metropolitan area. The grant from the Economic Development Administration of the U.S. Department of Commerce was for construction of a road that would open 250 acres of virgin land for industrial development.

Changes in the economy--at the local, regional, state, and national levels--as well as technological advances have altered how and where people work, which has brought attention to the issue of workforce development. Many public and private entities, Chambers of Commerce among them, now engage in some form of workforce development. This report examines a number of such efforts to determine the “best practices” of workforce development for Chambers of Commerce. This report first considers the complex world of workforce development. This professional paper is a cross-sectional analysis of the western United States that explores the research question of whether the internet, when used as a marketing tool, has an impact on urban economic development for municipal governments. In recent years, small-business lending has been discussed widely among the commercial banking community, a reflection of both the growing relative importance of small businesses to the U.S. economy and the fact that large companies have developed the ability to access capital markets directly for debt and equity financing. Although their market share in small-business lending has been eroded in recent years by competition from depository and non-depository financial institutions, commercial banks remain the most frequently used source of financing for small businesses. Following up on his important work on the competitive advantage of nations, economist Michael Porter has turned his attention to the competitive advantage of the inner city. In his work on the competitiveness of nations—a five-year study often leading trading nations—Porter found that no nation was competitive in everything. He noted that competitive success tends to concentrate in particular industries and groups of interconnected industries, or clusters.

Trotter Review

The following remarks were made as the closing keynote address at the conference, "Mainland Puerto Ricans: Myths and Realities on Poverty," held at Yale University in New Haven, Connecticut, on October 22 and 23, 1993.

There are two "stories" frequently cited to explain the causes of the poverty among Puerto Ricans: the first suggests that Puerto Ricans are poor because they are going through a transition as they move toward full assimilation; the second proposes that Puerto Ricans are becoming part of an urban "underclass." Neither of these explanations stands the test of reality.
