The legal scope of the Terrorism Law and the Information and Electronic Transactions Law in Indonesia is considered as lacking to cover the problem of cybercrime in social media. Aside from literature review, this paper is also supported by data from direct interview with the Head of Counterterrorism Special Detachment 88 (Densus 88 AT) of Indonesian National Police. We focus on Mountain West states (Nevada, Arizona, Colorado, Utah, and New Mexico) in our analysis. This thesis explores how local government support for arts and culture varies across 24 American cities. It has proven to be challenging for researchers to accurately measure municipal arts support. Research on cultural policy has also often focused on the federal level, despite total city expenditures far exceeding national or state government support. This thesis attempts to take an accurate pulse of city expenditures in 2017 and correlates those spending levels to the variation in city ownership of arts facilities. This Fact Sheet analyzes indicators of demographic and economic change in Las Vegas neighborhoods and suburbs, provided by “American Neighborhood Change in the 21st Century,” a study published by the Institute on Metropolitan Opportunity (IMO) at the Minnesota Law School. Researchers reviewed data from the 2000 U.S. Census and the 2016 American Community Survey (ACS) for the top 50 largest metros in the U.S. The study reports levels of neighborhood change, including economic growth, poverty concentration, gentrification, and low-income displacement. Data pertaining to the Las Vegas metropolitan region are synthesized to measure indicators of economic viability and housing availability.

Disamenity Or A Signal Of Competence? The Empirical Political Economy Of Local Road Maintenance, Benjamin Blemings, Margaret Bock

Empirical results find different conclusions than theoretical evidence of how electorates perceive road work. This paper uses a geographically smaller unit of analysis than prior work, political alignment, local election cycles, and difference-in-differences. It finds political distortions in invasive road maintenance timing and rules out maintenance seasonality. Spatial discontinuity plots leveraging ward boundary cutoffs confirm the shift. Results identify new public distortions to road maintenance, local election cycles, which are widespread and frequent. The estimates are used to calculate financial costs of local elections on road maintenance. Local elections have cost medium-large U.S. cities over $185.5 million from 1960- 2020.

Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.

Of particular interest in this project is how the shift of power from the state to local governments changes local governments’ performance. This dissertation is comprised of four chapters. The first chapter briefly introduces the motivation and organization of the dissertation. The second chapter reviews the three state-imposed fiscal institutions—home rule, debt limitations, and tax and expenditure limitations, across states. At midcentury, New York City was among the preeminent manufacturing centers in the United States. Within a generation, this manufacturing economy suffered an extraordinary collapse. Beginning in the 1950s, workers and their unions began to use the term “runaway” to describe factories that pulled up stakes in New York and set them back down in other climes. This dissertation explores the deindustrialization of New York City through case studies of “runaway” plants, or factories that left New York for the American South or abroad between the years 1945 and 1975.

Age of Concrete is a history of the making of houses and homes in the subúrbios of Maputo (Lourenço Marques), Mozambique, from the late 1940s to the present. Often dismissed as undifferentiated, ahistorical “slums,” these neighborhoods are in fact an open-air archive that reveals some of people’s highest aspirations. At first people built in reeds. Then they built in wood and zinc panels. And finally, even when it was illegal, they risked building in concrete block, making permanent homes in a place where their presence was often excruciatingly precarious.

This paper lays out the potential economic benefits of hosting the Olympics and details how, in the vast majority of cases, these gains are unlikely to cover the costs of hosting the event. I examine whether Uber and Lyft are currently complements or substitutes of public transit, and how partnerships between cities and ride sharing companies can increase their complementary relationship and solve parking and mobility issues. The results suggest that transportation network companies (TNCs) like Uber and Lyft do not have a statistically significant effect on public transit ridership overall, but are complements of public transit for certain populations. Policies that give discounts for TNC rides taken to and from transit stops help solve the first mile / last mile problem, which consequently help increase transit ridership.

Hurricane Katrina devastated the city of New Orleans in late August 2005, resulting in damage to much of the city’s sports infrastructure and the temporary departure of both of New Orleans’ major league professional sports teams, the National Football League Saints and the National Basketball Association Hornets.
