Urban Form In Europe And America, Pietro S. Nivola

Brookings Scholar Lecture Series

Why do America's cities sprawl whereas European cities remain comparatively compact, and what difference do the patterns of urban development make? Pietro Nivola, a senior fellow at the Brookings Institution, addresses these questions. Nivola examines two kinds of determinants of urban form: (1) market forces, including those influenced by geography, demographics, and technological change, and (2) public policies shaping national transportation systems, tax policy, educational institutions, and more. He also discusses the implications of the different cityscapes for energy consumption.

The Ralphe Bunche Neighborhood Vision Plan provides a general design framework to spur reinvestment in this 100-year old historic African-American neighborhood in Benton, AR. The plan aggregates attainable housing (under $100,000/unit) around two neighborhood parks―one existing, and one proposed. Since the city cannot afford comprehensive street and drainage improvements to accommodate redevelopment, the proposal retrofits streets and open space with Low Impact Development (LID) landscapes to remediate urban stormwater runoff. Housing unit types between 1,000 and 1,750 square feet are amassed around these LID landscapes and amenitized with screened rooms, balconies, terraces, and multiple-height living spaces.

This is a bundle containing research on sustainability initiatives that could be implemented in the East Bayside neighborhood of Portland, ME. These six essays were prepared by the Spring, 2010 Sustainable Communities Class known as CPD 602 at the University of Southern Maine. The class is part of the core curriculum of the Community Planning and Development program of the Muskie School of Public Service at the university. This paper examines the role of culture in the urban development process. An abridged selection from an ongoing study of developers, activists and the politics of growth in Davis, California, it presents the case of the Target Corporation's campaign to build the first "big box" retail store in that city. I argue that Target's ability to win over the strongly slow-growth and anti-corporate community in a public referendum -- following apparently successful attempts to meet popular expectations of environmental leadership and the preservation of unique local character -- provides a clear example of how what I call cultural sincerity can …

I examine here how glamour is manifested in different places and among different peoples across Los Angeles, each with different histories, cultures and aesthetics. After initially defining the concept with reference to traditional understandings using the social and spatial history of Hollywood, I develop three ideal-typical categories of glamour (glitz as glamour, status as glamour, and grit as glamour) as heuristics for looking at the many diverse ‘glamours’ to be found in Los Angeles today: from the film industry to finance, the allure of haute cuisine to the chrome of Latino car culture, the manufactured spectacle of absurdist architecture to …

The proposed redevelopment of an underutilized property along major travel routes in South Burlington presents possibilities for infill development. The City of South Burlington, the developer, neighbors, and a variety of public and nonprofit financial partners work together to create a mixed-use residential/commercial development to meet a variety of housing and community needs. The case study describes the obstacles overcome to make redevelopment possible through zoning and regulatory changes, negotiation with local residents over traffic and other concerns, support from state and local housing advocates, and political leadership; as well as the development’s application of smart growth principles.

Like waterfronts and transit stops, parks leverage value in urban areas. While much recent attention has been given to the signature mega-park, the value of the small-scale neighborhood park in reinventing the city has been overlooked. Once connecting neighborhoods of differing character, and sponsoring more than 80 residential structures along its edges, the historic MacArthur Park at the edge of downtown Little Rock is radically underutilized as an urban neighborhood asset. Severed from its neighborhoods along two edges by interstate construction in the 1960s, this moribund 40-acre municipal park is left with only 16 residential structures along its frontage. The …

Amid an acknowledged “affordable housing crisis”, a first-time developer approaches the City to release part of a tax-acquired property, promising a smart-growth development that would provide sorely needed starter homes for working families. The case highlights the complications of balancing competing interests in Portland ME. It shows where rational planning fails in the presence of strong neighborhood opposition, a disjointed city staff structure, and the absence of political will among City Councilors. Located on the Ozark Plateau, this 43-unit housing development is a LEED-ND (Neighborhood Development) pilot project to be built for $60/sf plus $2.3 million in infrastructure costs. The studio objective is to design a demonstration project that combines affordability with best environmental practices as designated by the U.S. Green Building Council (USGBC). Porchscapes is a pioneering Low Impact Development (LID) project funded under the U.S. Environmental Protection Agency’s Section 319 Program for Nonpoint Source Pollution. LID manages stormwater runoff through ecological engineering technologies. This study reviews Clark County's non-conforming zone change process from 1990 to 2002. A non-conforming zone change, sometimes known as a non-conforming zone boundary amendment is a proposed request that is not within the range of residential densities and/or non-residential intensities indicated on the applicable land use plan map, master plan, or concept plan. A comparative analysis of southern Nevada municipalities, and their active participation to implement historical preservation is the foundation of research for this paper. The city of Las Vegas and surrounding municipalities have varying preservation programs in place. The distinctions between the municipalities historic preservation programs foster little protection for the historic site itself in most cases. Historic preservationists are actively bringing to the attention of government the importance of preservation, and are seeking more and more action on the part of the government to implement historic preservation mandates and protection.
