The title of this book adequately reflects its timely focus on nonresidential fathers facing increased child support enforcement, examining how child support contributions (or failure to meet child support obligations) affect the lives of children as well as the fathers themselves. As the authors suggest, nonresident fathers have generally been treated as financial resources, with little attention paid to their rights as parents or their needs as providers for their children. A central feature of the reforms enacted through the Personal Responsibility and Work Opportunity Reconciliation Act (welfare reform) has been the adoption of strategies to involuntarily remove Temporary Assistance to Needy Families (TANF) recipients from the welfare rolls, including increased use of sanctions and time limits on welfare receipt. Drawing on data from a three year panel study of women who had been receiving welfare in a state which adopted stringent sanctioning and time limit policies, we investigate predictors of recipients' TANF status after implementation of welfare reform, and identify differences in post-reform material resources, hardships and quality of life …

Welfare To Web To Work: Internet Job Searching Among Former Welfare Clients In Florida, Steve Mcdonald, Robert E. Crew Jr.

The Journal of Sociology & Social Welfare

This study provides the first empirical test of whether searching for jobs on the Internet can help people gain access to high quality jobs. Using new data from former welfare clients in Florida, we present results from a multivariate regression analysis of Internet job searching on wages and on a number of job benefits. On average, Internet job searchers receive better jobs than people who conducted more traditional job searches, net of numerous control variables. These findings suggest that welfare recipients have a great deal to gain from searching for their jobs on the Internet.

Proverty reduction is a top priority for international organizations, governments and non-gorvernmental organizations. The aid resources available for poverty reduction are, however, severely constrained in many countries. Minimizing the leakage of aid resources to the non-poor is a key to maximize poverty reduction with the limited amount of resources available. One Way to minimize such leakage to to target resources geographically. That is, policmakers can move resources to the poorest parts of the country. Geographic taregting can quite effective when poverty is unevenly distributed across the country, and this proves to be the case in many countries.

The project sought to address two primary problems: the lack of information available to judges issuing orders in cases involving domestic violence regarding other actions and orders that could affect victim safety (e.g., defendant’s criminal history or related criminal, civil, or other PFA actions); and the lack of judicial follow-up to assure that offenders were complying with the requirements of court orders (e.g., probation conditions requiring the offender to obtain mental health or substance abuse treatment, participate in a certified batterer’s intervention program, or obtain other social services.)

"Welfarism" is the principle that social policy should be based solely on individual well-being, with no reference to 'fairness" or "rights." The propriety of this approach has recently been the subject of extensive debate within legal scholarship. Rather than contributing (directly) to this debate, we identify and analyze a problem within welfarism that has received far too little attentioncall this the "ex ante/ex post" problem. The problem arises from the combination of uncertainty-an inevitable feature of real policy choice-and a social preference for equality. "Welfare polls" are survey instruments that seek to quantify the determinants of human well-being. Currently, three welfare polling formats are dominant: contingent valuation (CV) surveys, quality-adjusted life year (QALY) surveys, and happiness surveys. Each format has generated a large, specialized, scholarly literature, but no comprehensive discussion of welfare polling as a general enterprise exists.This Article seeks to fill that gap.

For most older people in the United States, Social Security is the major source of income: nine out of ten people age 65 or older receive benefits, which represent an average of 41 percent of their income. Largely as a result of Social Security, poverty rates for the elderly are at an all-time low, just 10 percent. But pockets of poverty persist: older unmarried persons, blacks, and Hispanics experience poverty rates in excess of 20 percent, and over 40 percent of all older single black women live in poverty. This essay develops an ideal of public legal reason--a normative theory of legal reasons that is appropriate for a society characterized by religious and moral pluralism. One of the implications of this theory is that normative theorizing about public and private law should eschew reliance on the deep premises of deontology or consequentialism and should instead rely on what the author calls public values--values that can be affirmed without relying on the deep and controversial premises of particular comprehensive moral doctrines.

The evaluation of family support programs employing parent education to achieve prevention of child abuse and neglect is an important consideration for professionals as it can provide a good insight into possible improvements of a program.

A parent education program administered by the Center for Women, Children and Families (CWCF) was assessed using participants’ pre- and post-program scores on the Adult-Adolescent Parenting Inventory (AAPI-2) from 148 parents.

Statistical analysis indicated that parenting knowledge has significantly improved on all five dimensions measured following program attendance. This finding supported the answer to the first research question. To answer the second research question, …

The Earned Income Tax Credit: A Study Of Eligible Participants Vs. Non-Participants, Richard K. Caputo

Using data from the National Longitudinal Survey of Youth, this study (N = 1,504) showed that about half the EITC eligible tax filers in 2001 did not file EITC tax returns and that differences between EITC tax filers and non-EITC tax filers varied by birth place, Food Stamp program participation, marital status, race, residence, sex, socioeconomic history, and worker classification. Findings suggested that the EITC is well targeted in the sense that economically marginalized groups are likely to participate and that increased outreach efforts are also needed to ensure greater participation among tax filers eligible for the EITC but who …
