In 1988, the Massachusetts Legislature passed a new law, a “play or pay” employer mandate, requiring all employers with six or more workers to provide health insurance coverage for their employees. A few years later, with Medicaid identified as a “Budget Buster,” the Weld administration sought deregulation as the way to cut costs and expand access by establishing MassHealth, which dropped the employer mandate and expanded Medicaid, and eventually distinguished Massachusetts as the state with the greatest percent of covered citizens. Shelter Poverty: The Chronic Crisis Of Housing Affordability, Michael E. Stone

This paper examines housing affordability in the United States over the past three decades using the author’s concept of “shelter poverty.” The major findings are as follows: The number of shelter-poor households has been over 30 million since the early 1990s, an increase of more than 70 percent since 1970. Among families with children, rates of shelter poverty are much higher, and over the past several decades have risen faster, than among households with just one or two persons. Nearly half of all renter households are shelter-poor, victims of low incomes and rising rents; most low-income renters are headed by …

In this study I use participant observations,face-to-face interviews, and focus group interviews to examine how women on welfare read and negotiate culture-of-poverty discourse and the imagery that this discourse spawns. I spoke with two groups of young single mothers receiving welfare. The first group included young mothers between the ages of 18 and 23 who were attending high school in a community-based program that served women on welfare. Violence in the social services work place in general, and the developmental services in particular,h as increased in the last several years. Findingsf rom an ethnographic study suggests that new, lean forms of work organization remove opportunities to use or learn many of the tacit or practice skills workers previously used to keep themselves and their clients safer in the work place. Economic Well-Being Of Single Mothers: Work First Or Postsecondary Education?, Min Zhan, Shanta Pandey

The Journal of Sociology & Social Welfare

This article investigates the relationship between single mothers' education and their economic well-being. Through the analysis of the 1993 Panel Study of Income Dynamics (PSID) data, we examine the effect of education on a sample of White and African American single mothers. The results indicate that past work experience is a weak predictor of current economic well-being. Having education, particularly postsecondary education, on the other hand, significantly improves their economic status. The results challenge the "work-first" approach to alleviating poverty and provide more support for designing policies to develop human capital.

Single Mothers Working At Night: Standard Work, Child Care Subsidies, And Implications For Welfare Reform, Erdal Tekin

Upjohn Institute Working Papers

This paper estimates the effect of child care subsidies on the standard work decision of single mothers and examines whether this effect differs between welfare recipients and nonrecipients. The analysis uses data from the 1999 National Survey of America's Families. Results suggest that child care subsidy receipt is associated with a 6.9 percentage point increase in the probability of single mothers' working at standard jobs. When the effect of subsidy receipt is allowed to differ between welfare recipients and nonrecipients, results indicate that welfare recipients who are offered a child care subsidy are 14 percentage points more likely to work …

There is a national agenda for advancing self-determination for persons with disabilities. Broadly defined, self-determination means having control over ones own life. The purpose of this research was to gain a better understanding of self-determination and its effect on the quality of life of persons with cognitive disabilities. A qualitative, phenomenological approach was selected. Ten individuals from a community mental health system in southwest Michigan participated in the study. Participants had a developmental disability and were dependent on others for their care. The research combined qualitative interviews with behavioral observations and proxy interviewing, and included the audiotaping of those interviews. …

First, the number of uninsured Americans rose to 43.6 million in 2002—and the numbers have since increased. Also, the costs for those who do not have insurance are rapidly increasing. In addition health care related problems are one of the leading causes of personal bankruptcy in the United States. Both family structure and social norms regarding family life have changed substantially in the interim. Background: The role of paternal factors in determining the risk of adverse pregnancy outcomes has received less attention than maternal factors. Similarly, the interaction between the effects of race and socioeconomic status (SES) on pregnancy outcomes is not well known. Our objective was to assess the relative importance of paternal vs. maternal education in relation to risk of low birth weight (LBW) across different racial groups.

Child abuse and neglect has become a pervasive problem across the United States. Between 1985 and 1995 the foster care population in the United States grew by 79%, with costs soaring into the billions. During the mid-1990s, in an effort to address this issue, the federal government shifted from using a funding scheme identified with a traditional model of federalism to one identified with devolving federalism. In Michigan, the focus of this research, this shift in approaches occurred through the issuance of block grant funding for child welfare programming. While research suggests that staff resistance to change and intentional subversion have hampered prior welfare reform efforts, this does not appear to be the case for the 1996 Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA). This paper draws on data from a study of East County, New York to explicate the mechanisms that have enabled the unprecedented transformation in local implementation practice in this case. The paper analyzes the functioning of the newly created labor exchange in post-Soviet Lithuania. It is argued that the labor exchange in post-Soviet Lithuania operates under the conditions of a structural contradiction: welfare services are designed to reintegrate unemployed into the labor force under the conditions of (a) increasing competitiveness of the labor markets and (b) a rapid decline of employment within the Lithuanian economy. As a result, labor redundancy is produced which consists predominantly of low skill/education individuals. In recent years,food banking has emerged as an important tool in America's fight against hunger and malnutrition. At the same time, the charitable choice provision of 1996 welfare reform law has significantly expanded the opportunity for public-private partnerships in the provision of social services. Given the new opportunities ushered in by this legislation, this study examines the knowledge that food pantry directors in Alabama and Mississippi possess about charitable choice.
