A childcare support policy was implemented as part of gender equality and countermeasures to the falling birthrate in Japan. One of the childcare support policies was provided preschool service free of charge in October 2019.

In this paper, we analyze whether this childcare cost reduction policy was effective or not. Especially, we focus on whether this childcare support policy contribute to accelerate female labor force participation or not. As a result of our analysis, we show childcare cost reduction policy is ineffective of female labor force participation.

This lecture focuses attention on a population that is ill-served by the safety net but rarely acknowledged: low-income, working-age adults without dependents or government-determined disabilities. In this lecture, Brookings Scholar Lauren Bauer, a former Special Assistant in the Office of the Secretary at the US Department of Education, argues that a safety net that is inaccessible to ABAWDs (able-bodied adults without dependents) fails to recognize the precarious state of the low-wage labor market or how safety-net programs allow these workers to remain in the workforce. Food insecurity is a known health equity threat for formerly chronically homeless populations even after they transition into permanent housing. This project utilized a human-centered design methodology to plan and implement a nutrition-focused community-health-worker (CHW) intervention in permanent supportive housing (PSH). The project aimed to increase access to healthy foods, improve nutritional literacy, healthy cooking/eating practices, and build community/social connectedness among 140 PSH residents. Validated food-security screening conducted by CHWs identified low or very low food security among 64% of 83 residents who completed the baseline survey, which is similar to rates found in a previous study among formerly homeless …

The social welfare function (SWF) framework converts the possible outcomes of governmental policy choice into vectors (lists) of interpersonally comparable well-being numbers, measuring the lifetime well-being of each individual in the population of interest. The SWF proper is a rule for ranking these vectors. The utilitarian SWF adds up well-being numbers. A prioritarian SWF adds up well-being numbers plugged into a strictly increasing and strictly concave transformation function. Governmental policies are conceptualized as probability distributions over well-being vectors. A recent literature applies the SWF framework to health policy. Cummings. The LeDroit Park Initiative, spearheaded in the late 1990s by then-Howard University President H. Patrick Swygert and Ms. Jamie Gorelick, Vice Chair of the Federal National Mortgage Association (Fannie Mae), aimed to renovate and redevelop Howard University-owned properties within the LeDroit Park area. With a particular focus on West Virginia, this study utilizes state-level monthly panel data over 13 years (2010-2022) to examine the determinants of the rates of application of individuals for Social Security Administration disabled worker income payments (SSDI) and the initial recommendations of those applications for approval by the states. Application rates are particularly sensitive to the educational attainment of state populations and approval rates to economic conditions. However, in contrast to media coverage and public perceptions, both the number of applications for SSDI and approval rates have been declining nationally and in West Virginia.

The first chapter examines New York State's Fiscal Score Monitoring program to find the effect of two quality labels on school district outcomes: fiscal stress scores, reflecting the budget solvency, and environmental stress labels reflecting economic and demographic conditions. Using the NYS school district data from 2013-22, I employ the regression discontinuity design to find the effect of stress labels, in response to the political pressure on district finances, housing, and school outcomes. I find the effect of fiscal stress label is limited, leading to a decrease in the fund balance ratio and an increase in the tax rate. However, …

This paper presents a conceptual prototype of an efficient urban farming community that can be scaled for a single apartment building or an entire community across all global geoeconomics regions, including densely populated cities and rural, developing towns and communities. In this thesis, I track political rhetoric surrounding poverty and welfare from 1950-2005. I first provide thorough context on the history of welfare policy in the United States and the way these issues were framed by politicians leading up to the period my data covers. My analysis centers on 108 political party platforms from the national Republican and Democratic parties and from state parties in North and South Carolina, ranging from 1950 to 2005 (31 of which I located in archives and manually digitized for the first time ever). This paper starts with the observation from behavioral economics that preferences are endogenous, i.e., they are unstable, context-dependent, and open to processes of adaptation. It then asks whether welfare analysis and normative economics are still possible in a world populated by people with endogenous preferences. In particular, it looks at recent proposals by Viktor Vanberg and Carl Christian von Weizsacker. This article summarises the theoretical foundations, main approaches and current trends in the field of behavioural normative economics. It identifies bounded rationality and bounded willpower as the two core concepts that have motivated the field. Since the concepts allow for individual preferences to be context-dependent and time-inconsistent, they pose an intricate problem for standard welfare analysis. The article discusses the ways in which two prominent approaches - the preference purification approach and the opportunity approach - have tackled the problem. Young people are thermometers and essential actors in the future-oriented process of national development. In Cameroon, youth are affected by constraints which can hinder these processes and aims–economic stagnancy, inequality of resources, ethnic nepotism and rampant government corruption. Additionally, thousands of youth are internally displaced (IDPs) by violent conflicts: particularly the Anglophone crisis in the South West and North West regions. This study seeks to understand young people’s experiences in this context. While there has been much research on welfare exit and entry into employment, less research has looked at return to government assistance. Applying survival analysis on data from a national government assistance programme in Singapore, we found two important factors of welfare return to which activation programmes need to pay greater attention. First, return was more likely if former beneficiaries accumulated a higher number of types of arrears rather than higher dollar values of arrears. This note introduces a case in Tokyo district court. In which case, plaintiffs alleged actions of cabinet and legislature were against Constitution. Plaintiffs claimed their rights (right to live in peace, personality rights, etc.). However, the court denied plaintiffs claim, because plaintiffs legally protected rights were not infringed. In the course of the judgment, the courts’ view on judicial power is shown. This note introduce the case from the perspective of elements of judicial power, especially requirement of concreteness of rights.
