Trafficking Smuggled Migrants: An Issue Of Vulnerability, Rachel A. Hews
Trafficking Smuggled Migrants: An Issue Of Vulnerability, Rachel A. Hews
Global Tides
This paper analyzes why the UN’s efforts against the sex trafficking of smuggled migrants, specifically regarding the Palermo and Smuggling Protocols, have been inadequate in preventing migrant smuggling. It concludes that the crime-based focus on prosecution overshadows prevention of the crime and protection of the victims, and that a human rights approach addressing the vulnerability of smuggled migrants would be more effective in reducing migrant smuggling long-term. Proposed solutions include decreasing both the “push” and “pull” factors of migration by ratifying existing legislation regarding basic human rights, implementing national policies that increase migrant rights in destination countries, and shifting further …

Even after a conflict ends and the fighters have gone home, the threats from landmines, unexploded ordnance (UXO), and at-risk weapons and munitions remain. These threats foment instability; as long as men, women, and children fear to move about their communities due to the lingering threat of landmines and UXO, a society can never fully heal and rebuild.
The Office of Weapons Removal and Abatement in the U.S. State Department’s Bureau of Political-Military Affairs (PM/WRA) works with foreign governments and nongovernmental organizations to deliver programs and services aimed at reducing the harmful effects of at-risk, illicitly proliferated, and indiscriminately used …

For more than two decades, the United States has been at the forefront of international efforts to reduce the worldwide threat to civilians from landmines, unexploded ordnance (UXO), and other conventional weapons of war. Just 15 years ago, landmines and other explosive remnants of war killed or injured nearly 10,000 men, women, and children every year—more than 25 every day. Thanks to the concerted efforts of the United States, partner nations, international nongovernmental organizations, and host nations, that figure has now dropped by more than 60%.
The 14th edition of To Walk the Earth in Safety documents the United States’ …

The 13th edition of To Walk the Earth in Safety describes the programs and partnerships that comprise the U.S. Conventional Weapons Destruction (CWD) Program. Since 1993, the U.S. has led the international donor community in reducing the harmful effects of poorly secured, unstable or illegally traded conventional weapons of war. We have contributed over $2.3 billion to more than 90 countries around the world.
This mission resonates with my own experience. I started my career in Afghanistan, where explosive remnants of war had already claimed thousands of lives. I am proud to be in a position to oversee U.S. efforts …

What distinguishes “social innovation” from other efforts to address social problems? And why should the answer matter to anyone genuinely interested in social change? The authors offer an in-depth discussion of the possibilities and pitfalls of pursuing social innovation in the context of international development.

In 2013, we celebrate 20 years of U.S. Government agencies working together to lead the international donor community in supporting the clearance of landmines and explosive remnants of war (ERW), as well as the destruction of at-risk and unsecured weapons and munitions. The United States first became involved in humanitarian demining in 1988 by sending a team to assess the landmine situation in Afghanistan. In 1993, U.S. assistance took an important step forward when the Department of State (DOS), Department of Defense (DOD), and the U.S. Agency for International Development (USAID) formed an interagency partnership to coordinate U.S. humanitarian demining …
Mine Action And Development: Challenges Of Inter-Organizational Relationships, Brian Da Cal
Mine Action And Development: Challenges Of Inter-Organizational Relationships, Brian Da Cal
Global CWD Repository
This project examines the history of mine action as well as the debated link between landmines and development. It also explains why strong, inter-organisational relationships between the mine action and development sectors are so critical for both humanitarian and socio-economic, development reasons. It examines major influences and challenges to establishing and sustaining such relationships, characterised by a lack of coordination on policy, planning and practice, at the international, national and field level. The likely causes for these challenges are examined, ranging from historical differences in the culture, vision and values of people and organisations within those sectors, segregated donor funding …

The Mine Action Coordination Centre for Afghanistan (MACCA) and the Department for Mine Clearance (DMC) are seeking to better understand the development outcomes of demining. They plan to undertake community-level surveys on a periodic basis to document these achievements and identify changes to policy and practice that could further enhance the contribution that the Mine Action Programme of Afghanistan (MAPA) makes towards Afghanistan’s development. The Geneva International Centre for Humanitarian Demining (GICHD), working within the framework of the MoU between the GICHD and the UN Mine Action Service (UNMAS), assisted with the design and implementation of a pilot project that …

In 2011, the United States continued to lead the international donor community in providing assistance for the clearance of landmines and explosive remnants of war, as well as the destruction of at-risk and unsecured weapons and munitions. In Fiscal Year 2011, the Department of State allocated $142 million in assistance to 42 countries, thereby helping communities recover, and countries become more secure. This 11th edition of our annual report, To Walk The Earth In Safety, details the programs and partnerships that make the United States’ Conventional Weapons Destruction (CWD) program a lasting success.

South Sudan National Mine Action Strategic Plan 2012-2016, South Sudan Mine Action Authority
Global CWD Repository
The South Sudan national mine action strategic plan was developed by the South Sudan Mine Action Authority (SSMAA), with the assistance of the United Nations Mine Action Coordination Centre (UNMACC) and the Geneva International Centre for Humanitarian Demining (GICHD).
The strategic plan aims to provide a clear, measurable and realistic description of how South Sudan intends to systematically address its threat of landmine and explosive remnants of war (ERW). The main goal of the document is to outline the technical and institutional responses to landmines within the broader contexts of poverty reduction, socio-economic development and legal obligations assumed by South …

A decade of deliberations on the problems caused by conventional weapons has resulted in various international legal instruments. Based on the precedents established through more than a decade of efforts to implement the Anti-Personnel Mine Ban Convention, there is consistency amongst these instruments. Different legal instruments, but with a uniform approach as concerns assisting victims and survivors of landmines and other explosive remnants of war, present certain opportunities. These opportunities concern ensuring coherence, closer cooperation and efficiency, ultimately with a view to achieving the greatest impact on the ground in affected communities. Taking advantage of these opportunities means enhancing the …

Indigenous Political Participation: The Key To Rights Realization In The Andes, Stephanie Selekman
Human Rights & Human Welfare
"There is no way back, this is our time, the awakening of the indigenous people. We'll keep fighting till the end. Brother Evo Morales still has lots to do, one cannot think that four years are enough after 500 years of submission and oppression,” said Fidel Surco, a prominent indigenous leader, reflecting on Bolivia’s first indigenous president entering his second term (Carroll & Schipani 2009).
The Andean region is particularly appropriate for examining indigenous political rights because 34-40 million indigenous people reside mostly in this region. The actualization of human rights for Andean indigenous groups is an inherently complex issue, …

In 2009, the Department of State continued to lead the international donor community in providing assistance for the clearance of landmines and other explosive remnants of war, as well as the destruction of at-risk and unsecured weapons and munitions, by providing $130 million in aid to 32 countries. Although significant progress has been made over the last decade, including several countries which have been declared mine impact-free, there still remains much to do to make the world a safer place for everyone.

Mine action programmes often are not linked early and strongly enough with key development actors. Despite the availability of extensive research documenting the need for greater coordination between mine action and development organisations, concrete guidance for practitioners and policy-makers on how to link mine action with development has been lacking. In response, the Geneva International Centre for Humanitarian Development has published guidelines on how to ensure mine action promotes development in mine-affected countries. More specifically, the guidelines seek to:
- Increase awareness that landmines and other remnants of conflict block development in many affected countries

Welcome to the 8th edition of To Walk The Earth In Safety. Although we have seen real progress in combating the threat of mines and explosive remnants of war (ERW), conflicts persist, and the destabilizing effects of other weapons threaten peace and stability around the world.
The United States works with other nations to clean up the debris of war, combat trafficking in small arms and light weapons, and improve the security and management of munitions stockpiles. Catastrophic explosions at munitions storage facilities in populated areas have become a growing problem and have the potential to create more casualties than …

In May 2007, after training Landmine Impact Assessment Teams (LIATs) for the job, Mine Action Center Afghanistan (MACA) started to conduct PDIA. LIATs perform their duties conscientiously and are generally more comfortable with the figures and calculations involved in economic analysis related to demining rather than the slightly more nebulous aspects related to the ‘people'‐end of activities and social impact assessment. Foremost among the latter would be the relatively unexplored aspects of how mines affect the intimate relations between people and the landscape in predominantly rural or agrarian communities. According to the LIATs basic comparison between forms exploring the pre‐ …

Consolidating Post Conflict Development: Unexploded Ordnance And The Legacy Of The Conflict In Laos, Kearrin Sims
Global CWD Repository
Over thirty-four years since the 1960-1975 Second Indochina War, Unexploded Ordnance (UXO) continues to inhibit a multitude of development priorities in Laos. One of only three remaining Least Developed Countries in Southeast Asia, greater understanding of the socio-economic effects of UXO is crucial to the development of Laos. Drawing on three weeks of field work in June 2009, primarily composed of semi-structured interviews, non-participant observation and literature analysis, this thesis examines the effects of UXO alongside an analysis of how existing responses to UXO contamination in Laos may be improved.
Furthermore, it is argued in this thesis that discrepancies over …

Systems, including the Severe Duty Tractor and Tools (SDTT) and Mantis, have undergone operational evaluations in Thailand, Nicaragua, and Afghanistan. The RAPTOR was developed by the HD program to handle all area-preparation tasks from vegetation cutting and removal (up to Category 3), to antipersonnel mine rolling, plowing, and …

Nothing "Colonial" About It: Service Delivery And Accountability, Todd Landman
Human Rights & Human Welfare
At one level, there is little in “The New Colonialists” with which I disagree. The necessary state capacity in developing societies for basic service delivery is in many cases absent, significantly weak, or has been corrupted in ways that produce tremendous inequality of access and disproportionate social outcomes that are related to race, ethnicity, poverty, gender, and other categories of social identity. It is true that in the presence of weak state institutions, widespread corruption, and underdeveloped infrastructure, a large number of national and international non-governmental agencies and organizations have sought to redress such imbalances through their work in providing …

During the nineteenth century, European powers extended and deepened their brutal domination of the so-called “uncivilized” (sic) nations and peoples around the world. These efforts were named “colonialist” and were based on the uprooting of indigenous peoples, the export and pillage of natural resources, cultural displacement, direct political control, and economic exploitation and the creation of dependency by the Europeans. While the European states gained colossal economic benefits from these arrangements, the colonized peoples were left with failed states and bad governments. Advocates of these colonialist policies often justified these actions on the basis of a deep-felt ideological belief in …

Cosmopolitanism And Rationalizing Tendencies, James Pattison
Human Rights & Human Welfare
When phone-in talk shows, the press, and undergraduates debate the case for cosmopolitan accounts of global distributive justice, there are a number of standard rationalizations given for why we don’t have a duty to help. These include: “we have duties only to our fellow countrymen”; “poverty is caused by corrupt leaders, so not our fault, and therefore not our responsibility“; and “humanitarian aid is counter-productive.” Unlike the other two sorts of rationalization, the latter claim does not necessarily deny the moral cosmopolitanism premise that we have extensive duties to relieve the suffering of those beyond our borders. Rather, it follows …

In With The Old, Out With The New, Brent J. Steele
Human Rights & Human Welfare
Michael Cohen, Maria Figueroa Küpçü and Parag Khanna make some compelling arguments about the inherent drawbacks regarding the role diverse networks of NGOs play in keeping at-risk populations alive throughout the world. We are informed that these groups are “the new colonialists,” agencies much like the old European empires. These new colonialists are apparently enforcing a cycle of dependency which prevents the development of state structures, structures that apparently sustain these populations more effectively. The problem with this thesis is that the authors do not seem to entertain the possibility that the nation-state is itself an (old) colonial construct, and …
