Itf Enhancing Human Security Annual Report 2015, Itf-Enhancy Human Security
Global CWD Repository
The mission of ITF is to enhance safety as well as to enable the recovery and development of conflict affected countries by addressing the immediate and long-term impact of mine/ERW and other hazards following armed violence. A human security approach is applied to all of ITF’s interventions as it provides a dynamic and practical policy framework for addressing widespread and crosscutting threats. This human security approach supports the linkages between humanitarian mine action and surplus arms reduction, as well as the nexus between security and development. It also upholds the development of essential preconditions, capabilities and capacities that pave the …
“I Am Not Free While [Anyone] Is Unfree”: A Proposal And Framework For Enmarginalized Feminist Policy Analysis, Avina Ross
Social Work Student Works
This paper introduces a new feminist approach and framework to policy analysis. As an integration of intersectionality, Black feminist thought and endarkened feminist epistemology, enmarginalized feminist policy analysis (EFPA) offers an intersectional and flexible scope in a framework to assess policy for a diversity of populations, focusing on groups who are forced to live marginal and oppressed lives. Discussion is provided on existing approaches and frameworks in addition to an overview of the theoretical underpinnings of EFPA. A nine-component framework, which includes a section for analyst reflexivity, is provided to guide users in conducting EFPA. The author concludes with implications …

University of Nebraska Public Policy Center: Publications
The following is an edited summary of a plenary session provided by the speakers during the 25th Annual Conference of the Association of Threat Assessment Professionals (ATAP) Conference held August 2015.
We are going to talk a little bit about history. We are sorry to bore you with this again but this is going to be about the history of the Capitol Police Threat Assessment Section. In 1987, the command made a decision to develop a threat assessment unit. We were trying to find out who actually made that command decision but nobody claimed it. We credit our Chief of …

I first met the amazing HeroRATs in 2008 when I was an APOPO deminer detecting landmines in Mozambique. I had been invited to APOPO’s HQ and Training & Research Center in Tanzania and was about to embark on my new career as a Mine Detection Rat Handler. Although I had worked with trained dogs before I was still amazed at the rat’s abilities; their speed and accuracy. The Tanzania team taught me about scent detection theory and technology, as well as animal welfare and veterinary skills. In return I told them about the suffering in my country. At that time, …

An Impact Assessment Of The Armed Violence Reduction Project In North Western Kenya, Michelle Engels
Global CWD Repository
The current report will discuss an impact assessment of the AVR project. The impact assessment was made possible via the administration of the Pre & Post-Impact Assessments (PIA) survey. The PIA survey was designed for two purposes. Firstly, it was designed to establish a baseline on; i) the levels of community knowledge regarding small arms and SGBV, ii) the perceived prevalence of armed violence in the targeted regions, iii) the safety perceptions within the targeted communities, and iv) the knowledge within the targeted communities of appropriate reporting and security structures. The second function of the PIA was to act as …

Landmines, Explosive Remnants Of War And Ied Safety Handbook, Unmas
Global CWD Repository
This handbook is not an instruction manual for working with landmines and explosive hazards. It is not a guide for working with landmine, ERW and IED affected communities. Rather, its aim is to raise awareness and provide basic safety information concerning the threat of landmines, ERW and IEDs to organizations and individuals working in affected areas, and to help them:
• Establish appropriate safety procedures;
• Avoid contact with mines, ERW and IEDs and
• Take appropriate action in emergency situations.
Norwegian People's Aid Partnership Policy, Npa
Norwegian People's Aid Partnership Policy, Npa
Global CWD Repository
Norwegian Peoples Aid has a longstanding tradition of closely linking our international solidarity work and cooperation with people’s own initiatives and agendas. This implies the strengthening of their organisations as a strategy for the. empowerment of people and communities, as well as for their ability to influence the conditions under which they live. Such focus and purpose are reflected in NPA’s support of liberation movements and people’s organisations in communities where open conflict exists as well as in societies in the process of democratisation. These intentions are also reflected in NPA’s statements regarding its governing principles as well as in …

International ResearchScape Journal
Why did the United States fail to ratify the Convention on the Elimination of All Forms of Discrimination against Women? This overarching question forms the basis of this paper and will be answered using an array of primary and secondary sources. This paper gleans most of its evidence from the Senate Foreign Relations Committee Hearings of 1994 and 2002, letters from both President Jimmy Carter and former Secretary of State Colin Powell, Congressional Research Service reports on CEDAW from 2013 and 2007, several Senators’ statements in the Congressional Record, Congressional testimony, and the text of the CEDAW treaty. Implementing (Environmental) Justice: Equity And Performance In California's S.B. 535, Meagan Tokunaga
Pomona Senior Theses
This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals? In regards to the first question, I utilize a case study of the policy’s implementation within 17 local governments …

Age Is Just A Number: Using Economic And Social Models In The Millennial Generation To Predict Policy Support And Political Beliefs, Lindsey E. Juszczak
Age Is Just A Number: Using Economic And Social Models In The Millennial Generation To Predict Policy Support And Political Beliefs, Lindsey E. Juszczak
Masters Theses
Generational succession is an interesting phenomenon that occurs in all social sciences. The human generations overlap one another, but researchers have defined several generations to which a certain age belongs: Baby Boomers, Generation X, Generation Y, and the Millennials. Being born in a particular time frame could affect the attitudes, beliefs, and values a person holds in general. This paper looks at the generational variable to predict six policy areas, asking the question: is there a millennial age difference that predicts policy support for Social Security spending, military spending, abortion, same-sex marriage, environmental spending, and climate change? Using data from …
Deconstructing The Third Rail: An Analysis Of The Issue Of Poverty In The United States Through The Lens Of Social Security, Nikita Mehandru
Deconstructing The Third Rail: An Analysis Of The Issue Of Poverty In The United States Through The Lens Of Social Security, Nikita Mehandru
CMC Senior Theses
The ongoing debate over welfare in the United States is rooted in the long-standing tension between the nation’s commitment to providing for its most vulnerable and a deep-seated belief that such support can corrupt its recipients. Social Security has struck this balance and appeals to the masses with its pay-as-you-go system and universally distributed benefits. Yet, the solvency of Social Security is threatening the program that has attempted to guard against old age and disability for the last eighty years. This paper examines how the perception of poverty in the United States is a hindrance when tackling social welfare policies. …

Examining Tanzania's Development Landscape, Jenna Hussein
CMC Senior Theses
This thesis will examine Tanzania’s development landscape through Amartya Sen’s perspective, as per his conception of development that is put forth in Development as Freedom. Applying Sen’s conception of development to the case of Tanzania reinforces his view that development is an intricate process that is dependent on the expansion of various freedoms. It also yields unique insights about the most pressing issues that are currently impeding progress in the country. I will first clarify Sen’s framework and provide an explanation of development that corresponds with his ideals. Next, I will assess Tanzania’s state of affairs in terms of …

Single Mothers Getting By: Cultural And Structural Violence In Public Policy, Amara E. Bates

From the birth of government funded welfare in 1935 through current discussions of welfare reforms, the media and politicians have used rhetoric to make poor single mothers the "other." To explore the in the creation and "reform" of the welfare system, I will use discourse from various sources such as addresses to congress, public policy, media sources and women's personal accounts as well as analyze directly the policies that were created in response to this …

As an arm of a greater study that investigates the impacts of PEI's abortion restriction over the past two decades, "Don't talk about it" explores the situation from the perspective of support people and advocates to abortion access including; their emotional experiences of support and advocacy, the associated risks and repercussions, as well as their understandings of the barriers, facilitators and impacts of compromised access to off-Island services for PEI women and girls. Key findings show an overarching culture of silence and blame surrounding abortion on PEI, reinforced by stigma and repercussions for those speaking out. This silence serves to …

All Graduate Theses, Dissertations, and Other Capstone Projects
The goal of this thesis is to examine how the government of the Democratic People's Republic of Korea uses social control to enforce its will over its people. This examination will be based around social control mechanisms used in three separate areas of society. I referred to these three areas of social control as pillars of power. The first pillar of power is control over the economy and distribution of resources. The second pillar is control and influence over culture and the flow of information. The third pillar of power is the monopoly of force, both the ability to use …

This research seeks to answer an emerging question in public school debates: whether race is just a proxy for income when it comes to disparities in educational outcomes among Oregon’s K-12 students. This research set out to respond to this question, and draws from public school data records to answer the question. We investigated student test scores across three different environments: elementary schools, middle schools and high schools. We also investigated student graduation rates from high school. The pattern of findings is absolutely clear: regardless of the site or type of disparities, when we compare how low-income students fare, all …

For more than two decades, the United States has been at the forefront of international efforts to reduce the worldwide threat to civilians from landmines, unexploded ordnance (UXO), and other conventional weapons of war. Just 15 years ago, landmines and other explosive remnants of war killed or injured nearly 10,000 men, women, and children every year—more than 25 every day. Thanks to the concerted efforts of the United States, partner nations, international nongovernmental organizations, and host nations, that figure has now dropped by more than 60%.
The 14th edition of To Walk the Earth in Safety documents the United States’ …

Decomposing The Wage Gap: Analysis Of The Wage Gap Between Racial And Ethnic Minorities And Whites, Jennifer Kamara
Decomposing The Wage Gap: Analysis Of The Wage Gap Between Racial And Ethnic Minorities And Whites, Jennifer Kamara
Pepperdine Policy Review
Across the country in big cities, suburbs and rural areas, Blacks and Hispanics earn less in comparison to Whites. The prevalence of the wage gap for racial and ethnic minorities is widely known though the composition of that gap has been up for debate. Using empirical analysis, this paper first investigates the relationship between race and wages then, using Oaxaca Decomposition, decomposes the wage gap for these groups. Weighted regression analysis confirms previous research that indicates Blacks and Hispanics earn significantly less than Whites however decomposition results indicate alternate theories as to the basis of the wage differential. In metro …
