Rapid Change Without Transformation: The Dominance Of A National Policy Paradigm Over International Influences On Ecec Development In Ireland 1995-2012, Noirin Hayes, Bernie O'Donoghue Hynes, Toby Wolfe

The rapidity of change in Irish early childhood policy over the last 20 years is clear to observers (OECD 2004). What may be debated is how significant the changes are. In this paper, we analyse changes in early childhood education and care policy in Ireland since 1995, using Hall’s (1993) typology of policy change to help understand how policies and institutions could change so much in appearance without changing their fundamental features or underlying philosophy. We demonstrate that, despite extensive change, a traditional policy paradigm has held constant, where the State’s role in direct service delivery remains limited, the State …

Milking The System: Do Poor People Deserve Fresh Food?, Melanie M. Meisenheimer
SURGE
Poor Americans are all lazy, selfish people who must first prove their worth as human beings if they want to be able to feed their children.
It sounds harsh, stereotypical, and judgmental when you put it like that, and few people would feel comfortable saying that exact phrase. However, it’s a perception of poverty in America that I’ve found still has a strong grip on our way of thinking. [excerpt]

Public Policy Practicum Projects
LIFT-Boston, a local non-profit organization, entered into a collaborative partnership in September 2012 with McCormack Graduate School Public Policy Ph.D. students and faculty to develop and execute a research project. The goals of this endeavor were to assist LIFT-Boston in understanding the outcomes associated with its services and enable the organization to further pursue service goals.
The primary research questions respond to the organization’s most fundamental questions. These include how the organization’s unique service model impacts clients across several objective and subjective dimensions of well-being. Secondary questions focus on how these impacts may translate into increases or decreases in student …

Engaging And Expanding Communities: Widening The Circle Of Stakeholders, Lisa Deangelis, Maureen A. Scully, Andrea Wight
Emerging Leaders Program Team Projects
The 32 fellows in the 2013 Emerging Leaders Program (ELP) worked with community partners to investigate the theme, “Engaging and Expanding Communities".
They worked with six community partners, and identified ways to help them expand beyond their core stakeholders to a wider circle of stakeholders and broader potential impact. The fellows gave their time and professional skills to understand how to reach new business partners, new participants, new advisors, and new donors. They conducted surveys, interviews, and focus groups; explored social media options; examined best practices; and considered ways to tell powerful stories about the vitally important work of the …
The Role Of Health Care In A Democratic Capitalist Society, Barbi Appelquist
The Role Of Health Care In A Democratic Capitalist Society, Barbi Appelquist
Pepperdine Policy Review
What is the government’s role in health care? On March 23, 2010, President Barack Obama signed into law The Patient Protection and Affordable Care Act, commonly known as “Obamacare.” Did the government’s hand reach too far into the health care economy of our nation? This paper focuses on the Affordable Care Act’s general application to the capitalist tradition as framed by Adam Smith and Milton Friedman, with a limited analysis of the federal mandate to purchase individual health insurance. First, I will provide an overview of our nation’s health care system and the Affordable Care Act. Then, I will analyze …

The Korean Conflict And The United States National Security, Matthew Smith
Pepperdine Policy Review
The United States has a substantial interest in the Korean Conflict concerning its own national security. It is based primarily on the potential outcomes of the policies deriving from North Korea. The United States must maintain its relationship with South Korea in order to address any situation that arises on the Korean peninsula.
Regulation Of Hydraulic Fracturing Of Shale Gas Formations In The United States, Fatemeh Bagheri
Regulation Of Hydraulic Fracturing Of Shale Gas Formations In The United States, Fatemeh Bagheri
Pepperdine Policy Review
The practice of hydraulic fracturing has become increasingly common over the years since it has been looked at to replace energy derived from coal. Though hydraulic fracturing may be one of the better forms of obtaining energy, it comes with its own set of problems ranging from environmental problems to health problems if the appropriate safeguards are not implemented when completing the process. Regulations at the local, state, and federal level are assessed to determine which entity should regulate the practice and many technologies are reviewed in order to offer suggestions which allow the process to be completed without significant …
Preparing For The Inevitable: Us Climate Change Preparation, David Ernenwein
Preparing For The Inevitable: Us Climate Change Preparation, David Ernenwein
Pepperdine Policy Review
There is growing consensus in the scientific community that the global climate is changing. Increasing average global temperatures are expected to increase both the frequency and intensity of extreme weather events, which will affect human civilization. However, these events do not need to become disasters. Analysis of past extreme weather disasters in the United States shows that failures in policy, specifically in terms of disaster preparedness, are the real culprit and not the actual weather event. Given the increasing destructiveness of storms and the projected increase in frequency, it makes formulating a coherent and effective national response a priority.
Mobile Health Technology In Developing Countries: The Case Of Tanzania, Shruti Modi
Mobile Health Technology In Developing Countries: The Case Of Tanzania, Shruti Modi
Pepperdine Policy Review
Mobile technology is one of the fastest growing industries. In rural parts of the world, mobile phones are more accessible than sanitation facilities and electricity. Mobile phones can be used to transmit health information, promote health awareness, track the spread of diseases, and ultimately decrease the prevalence of diseases. In particular, this study focuses on how mobile health technology, m-health, can reduce the spread of HIV/AIDS and malaria in Tanzania.
Financial Openness And Growth: 2000-2010, Amy Kennedy
Financial Openness And Growth: 2000-2010, Amy Kennedy
Pepperdine Policy Review
In light of the recent financial crisis and economic downturn, policymakers are looking at other options to raise tax revenue. One such option proposed is a financial transaction tax which would tax various cross-border transactions such as banking or securities transactions. Yet, economic growth is arguably the better option for increasing revenue. One might further argue that a tax will lead to less revenue through reduced growth resulting from investors investing money in other tax free arenas. Therefore, this study looks at the relationship between financial openness and annual real GDP per capita growth to ascertain the effect of financial …
Can Clean Drinking Water And Sanitation Reduce Child Mortality In Senegal?, Catherine Bampoky
Can Clean Drinking Water And Sanitation Reduce Child Mortality In Senegal?, Catherine Bampoky
Pepperdine Policy Review
The purpose of this paper is to measure the impact of clean drinking water, modern sanitation facilities and hygiene on child mortality rates in Senegal. Diarrhea-related morbidity is still fairly common among young children and this disease is mainly due to poor hygiene and environmental factors. Although extensive research has been done on the determinants of child mortality in Senegal, they were mainly descriptive studies that did not focus on a policy-related variable on which public policies could have a direct intervention. Using dummy dependent variable models, I find that drinking water source and sanitation facility are not individually statistically …
Fourth Time's The Charm?: Modeling A Psychologically-Based Peace Iv Program In Northern Ireland, Cailin A. Rogers
Fourth Time's The Charm?: Modeling A Psychologically-Based Peace Iv Program In Northern Ireland, Cailin A. Rogers
The Macalester Review
Abstract: Social conflict has consumed Northern Ireland for centuries. The relationship between Catholic Nationalists and Protestant Loyalists has proved difficult to reconcile–current policy approaches have been unable to attain peace. This paper seeks to explore the gaps in policy created by ignoring the important distinction between the social identities Nationalists and Loyalists have created and which they continue to perpetuate. This paper examines Social identity theory in context of Northern Ireland and applies the psychology of disparate community identities to current policies and trends in Northern Ireland to suggest reasons for a lack of progress towards peace. Unfortunately, contemporary Northern …

Cultural Consensus Model Of Depression Beliefs Among Afghan Refugees, Qais Alemi
Cultural Consensus Model Of Depression Beliefs Among Afghan Refugees, Qais Alemi
Loma Linda University Electronic Theses, Dissertations & Projects
This study describes gender-specific beliefs about depression among Afghan refugees, a population shown to be highly distressed. A 73-item questionnaire covering causes, symptoms, and treatments of depression, developed through free-listing techniques and supplemented with items from existing scales, was administered to a non-random sample of 50 men and 43 women in San Diego County. Demographic information and data on baseline distress levels were also collected. The Cultural Consensus Model was used to estimate the culturally correct answer for each question, and to assess the proportion of shared beliefs within and between groups. Results from consensus analysis indicated a homogenous response …
The Metropolitan Dimensions Of United States Immigration Policy: A Theoretical And Comparative Analysis, Nicole G. Toussaint
The Metropolitan Dimensions Of United States Immigration Policy: A Theoretical And Comparative Analysis, Nicole G. Toussaint
Dissertations and Theses
Municipal unauthorized immigration policy, as an area of study, is underexplored. The literature is in the early stages of development, and little specific theory to guide research exists. To advance this emerging field, my study addresses two questions. First, what unauthorized immigration policies do local governments pursue, under what circumstances, and for what reasons? Second, what explains city-to-city variation in municipal responsiveness to the policy preferences and interests of residents without legal status?
The dissertation also presents a typology of municipal responsiveness to unauthorized immigrants, based on my exploratory research. To explain intercity differences in the policy processes and choices …

Women And Economic Development In The Middle East And North Africa, Lindsay Markle
Student Papers in Public Policy
Women in the Middle East and North Africa face daily challenges due to gender norms in society. These norms are rooted in culture, religion, and family structure and affect the way women are able to participate in their economy and public sphere. In an age of globalization and an increasingly open economy, governments in the Middle East and North Africa would benefit financially from incorporating more women into their workforce.

Managing Up: Managing Diversity In Challenging Times, Helen Levine
Commonwealth Compact
Commonwealth Compact is an organization formed to help make Massachusetts a location of choice for people of color and women in the belief that their contributions are vital to the region’s social and economic future. The need for an initiative such as Commonwealth Compact stems from a number of factors. As racial and ethnic diversity increases across the nation, business and civic leaders agree that it is critical to reverse the reputation that Massachusetts and Greater Boston, in particular, have not been seen as a welcoming, diverse place to live and work for people of color. Without a better reputation …
Managing Social Security Disability & Other Public Benefits: Development Of A Guide For Consumers And Providers, Stephanie L. Derochers
Managing Social Security Disability & Other Public Benefits: Development Of A Guide For Consumers And Providers, Stephanie L. Derochers
Muskie School Capstones and Dissertations
One in five Americans has a disability, making it the largest minority group in the U.S. (Soffer, McDonald, & Blanck, 2010). In 2011, 13.4 million working-aged adults received a disability cash benefit from the Social Security Administration (Kregel, 2012).
The Social Security Administration (SSA) is the federal agency responsible for managing, executing and overseeing retirement, survivor, old-age and disability benefits. There are over 1,500 Social Security offices and over 65,000 employees nationwide (SSA, 2013). SSA manages at least five disability benefit programs: Supplemental Security Income (SSI), Social Security Disability Insurance (SSDI), Disabled Widow(er) Benefit (DWB), Childhood Disability Benefit (CDB), though …
Sweden's Parental Leave Insurance: A Policy Analysis Of Strategies To Increase Gender Equality, Juliana Carlson
Sweden's Parental Leave Insurance: A Policy Analysis Of Strategies To Increase Gender Equality, Juliana Carlson
The Journal of Sociology & Social Welfare
Sweden's parental leave insurance is recognized internationally as the premiere parental leave policy addressing gender equality. Since 1974, when the policy changed from maternal to parental leave, policy makers have employed a variety ofstrategies including inducements, rules, and rights, to increase more gender-equal leave taking. Using Stone's (2006) strategy conceptualization, together with the gender systems approach (Crompton, 1999) which frames the gendered and socially constructed nature of earner/caregiver, this analysis examines how each of Sweden's incremental reforms in parental leave policy moved toward the goal of gender equality, with particular attention to father participation in caregiving.
Remarital Chances, Choices, And Economic Consequences: Issues Of Social And Personal Welfare, Kevin Shafer, Todd M. Jensen
Remarital Chances, Choices, And Economic Consequences: Issues Of Social And Personal Welfare, Kevin Shafer, Todd M. Jensen
The Journal of Sociology & Social Welfare
Many divorced women experience a significant decline in financial, social, physical, and psychological well-being following a divorce. Using data from the NLSY79 (n= 2,520) we compare welfare recipients, mothers, and impoverished women to less marginalized divorcees on remarriage chances. Furthermore, we look at the kinds of men these women marry by focusing on the employment and education of new spouses. Finally, we address how remarriage and spousal quality (as defined by education and employment) impact economic well-being after divorce. Our results show that remarriage has positive economic effects, but that is dependent upon spousal quality. However, such matches are rare …

Education’S Fiscal Cliff, Real Or Perceived?, Larry D. Maloney, Meagan Batdorf, Jay F. May, Michelle Terrell
School Choice Demonstration Project
What would an education fiscal cliff do to public charter school funding, not to mention overall public education funding? And what role, if any, did federal funds play in averting a funding disaster for all public education? This research team currently is looking for answers to these questions. A new research project has been funded to evaluate the revenues provided to traditional public schools and public charter schools during the FY11 school year, and a report on the findings in 30 states and the District of Columbia will be released in spring 2014. Prior to the release of this report, …

Beacon Voyages For Service: 2013 Alternative Spring Break Trip To The Pine Ridge Reservation, South Dakota, Sherrod Williams
Office of Community Partnerships Posters
This March, fourteen UMass Boston students traveled to the Pine Ridge Indian Reservation in South Dakota to address the pressing issues of poverty faced by the Oglala Lakota people by assisting in construction efforts such as repairing stairwells, building children’s bunk beds, and installing protective skirting around mobile homes to help increase the overall quality of life on the reservation. In conjunction with the service work, special attention was placed on fostering relationships and participating in a cultural exchange with the Oglala Lakota community that has created awareness about the tribulations faced by the United States of America’s most disadvantaged …

Letter From The Executive Director: An Accidental Protester, James Wilson
Center for LGBTQ Studies (CLAGS)
This past January, I spent a cold, wet, and fabulous week in Paris. One evening while strolling along the Left Bank, sauntering in the shadows of the imposing grandeur of L’Hôtel national des Invalides, I found myself caught up in a massive wave of protesters, who were dispersing from a demonstration in front of the Eiffel Tower. The crowd moved like a protean organism through the narrow Parisian streets, growing in immensity as other protest groups siphoned into the throng from criss-crossing thoroughfares.

A Guide On Transitioning Mine Action Programmes To National Ownership, Unmas
Global CWD Repository
This guide focuses on transitioning mine action programmes1 to national ownership. The GICHD and United Nations Mine Action Service (UNMAS) commissioned case studies of transition in nine mine/ERW-affected countries to provide the evidence base for this guide. The case studies document programme implementation in very different environments – from least developed to developing countries and from low to very high levels of landmine/ERW contamination. Regardless of context, mine action programmes in all nine countries have achieved significant progress in clearance, stockpile destruction, Mine Risk Education (MRE) and even victim assistance. Many lives have been saved, the survivors helped and the …
