Legislative Casework: Where Policy And Practice Intersect, Larry Ortiz, Cindy Wirz, Kelli Semion, Ciro Rodriguez
Legislative Casework: Where Policy And Practice Intersect, Larry Ortiz, Cindy Wirz, Kelli Semion, Ciro Rodriguez
The Journal of Sociology & Social Welfare
Legislative casework is an ongoing activity in many state and federal legislative offices. Although the activity carries the implication of being a social work activity, there is little evidence from the literature, or in the field, that social workers are more than marginally employed in these positions. Reasons for the lack of professionally educated social workers in this important area of practice and politics are not clear. This paper explores the field of practice known as legislative casework, its history and purpose, and presents generalist social work examples from a Congressional district office wherein which professional social workers are employed. …
Family Group Conferencing In Child Welfare: Responsive And Regulatory Interfaces, Joan Pennell
Family Group Conferencing In Child Welfare: Responsive And Regulatory Interfaces, Joan Pennell
The Journal of Sociology & Social Welfare
A regulatory approach compels the child welfare worker to make decisions according to set procedures and prevents responding flexibly to families. Differential response is a way that child welfare is departing from legal formalism. One means is convening a family group conference (FGC) to develop a plan. John Braithwaite's regulatory pyramid assists in concep- tualizing differential response. This article reports a factor analysis of data on achievement of FGC objectives to elaborate three interfaces for fostering responsive regulation. Each interface keeps the family group at the center of planning while firmly maintaining their connections with community and government programs.

Linking Welfare Clients To Jobs: Discretionary Use Of Worker Social Capital, Michelle Livermore, Alison Neustrom
Linking Welfare Clients To Jobs: Discretionary Use Of Worker Social Capital, Michelle Livermore, Alison Neustrom
The Journal of Sociology & Social Welfare
The overarching theme of the 1996 welfare reform law was to move clients from dependency to self-sufficiency by facilitating their entry into the labor market. While numerous mechanisms were used to do this, this study explores discretionary actions taken by workers to help clients find jobs, namely, tapping into their own social capital. Respondents in one urban and one rural county in a southern state reported using their own social capital to get information regarding job openings and to exert influence to get clients hired. Notably, respondents at all levels of the bureaucracy expected this behavior to occur. Both the …
What's Need Got To Do With It? Barriers To Use Of Nonprofit Social Services, Rebecca Joyce Kissane
What's Need Got To Do With It? Barriers To Use Of Nonprofit Social Services, Rebecca Joyce Kissane
The Journal of Sociology & Social Welfare
In recent years, legislators have called upon private nonprofit and proprietary organizations to assume a larger role in provision of public benefits to poor persons. Little research, however, has examined poor people's willingness to use nonprofit agencies in lieu of public welfare. This analysis draws data from over 2 years of fieldwork and in-depth interviews with twenty poor women in Philadelphia. I demonstrate that decisions to use nonprofits are contingent upon stigma, information, practical predicaments (e.g., agency hours), and perceived need. I explore the implications of these impediments in a post-welfare reform landscape, while focusing on how decisions to use …
Head Start, Other Preschool Programs, & Life Success In A Youth Cohort, Richard K. Caputo
Head Start, Other Preschool Programs, & Life Success In A Youth Cohort, Richard K. Caputo
The Journal of Sociology & Social Welfare
This study assesses the effects of Head Start and other preschool programs on five life success measures in a U.S. cohort of youth (N = 5,621). The life success indices are average annual income-to-poverty ratios, economic mobility, and number of years the youth lived in families whose incomes fell below official poverty thresholds, received Food Stamps, and received TANF/AFDC. Controlling for a variety of background and other factors in separate regression models for each life success measure, results show that youth who participated in preschool programs other than Head Start had higher average annual income-to-poverty ratios than nonpreschoolers. Bivariate findings …

When Social Program Responsibilities Trickle Down: Impacts Of Devolution On Local Human Services Provision, Steven G. Anderson, Anthony Halter, Brian Gryzlak
The Journal of Sociology & Social Welfare
The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) shifted responsibility for public assistance from the federal government to the states. This study examined early impacts of this devolution and related program reductions on local service authorities in Illinois. Based on surveys from 101 large townships responsible for administering General Assistance, medical assistance, and emergency needs programs, we found that 60 percent of these localities experienced increased service demands. These demands not only placed pressure on limited local programming funds, but also transformed local service populations in subtle and unintended ways. Reports of bureaucratic mistreatment and confusion also …

The Impact Of The Economy And Welfare Policy On Welfare Accessions: Implications For Future Reforms, Vicky N. Albert, William C. King
The Impact Of The Economy And Welfare Policy On Welfare Accessions: Implications For Future Reforms, Vicky N. Albert, William C. King
The Journal of Sociology & Social Welfare
This longitudinal study analyzes the impact of labor market conditions and welfare policies accompanying the 1990s waivers granted by the federal government to California and the 1996 Personal Responsibility and Work Opportunity Act (PRWOA) on families entering welfare (accessions). A time series model was specified for analyzing the number of families entering welfare from January 1983 to December 1998. The findings suggest that in 1998 under PRWOA, all else constant, there were fewer case openings. Prior to the PRWOA, policy shifts of the 1990s did not have an impact on case openings. The findings also show that under economic recovery …
The Transition From Afdc To Prwora In Florida; Perceptions Of The Role Of Case Manager In Welfare Reform, Adela Beckerman, Leonard Fontana
The Transition From Afdc To Prwora In Florida; Perceptions Of The Role Of Case Manager In Welfare Reform, Adela Beckerman, Leonard Fontana
The Journal of Sociology & Social Welfare
Welfare reform was implemented in Florida with the passage of WAGES. WAGES' emphasis on support services in preparation for employment portends to be a radical transformation of the "eligibility compliance" organizational culture that had developed under AFDC. Interviews with welfare staff focused on whether WAGES' offices were able to develop the organizational culture and methods of frontline practice needed to implement the goals of welfare reform legislation. The interviews indicate an emerging organizational culture in which case managers readily identify with the mantra of welfare reform. The interviews also indicate a discrepancy between the importance of the case manager role …

A New Perspective On Families That Receive Temporary Assistance For Needy Families (Tanf), Christopher R. Larrison, Larry Nackerud, Ed Risler
The Journal of Sociology & Social Welfare
A review of the scholarly literature shows that a number of analyses of welfare are mistakenly based upon the premise that the overwhelming majority of welfare recipients receive benefits because they are young single women who are undereducated and caring for a child either born out of wedlock or abandoned by divorce/separation. The term welfare can encompasses a number of social programs (e.g. Food Stamps, state general assistance programs, Medicaid), but in this paper it refers specifically to Aid to Families with Dependent Children (AFDC) or its contemporary Temporary Assistance for Needy Families (TANF). In an attempt to calibrate the …
From Plant Closure To Reemployment In The New Economy: Risks To Workers Dislocated From The Declining Garment Manufacturing Industry, Cynthia Rocha
From Plant Closure To Reemployment In The New Economy: Risks To Workers Dislocated From The Declining Garment Manufacturing Industry, Cynthia Rocha
The Journal of Sociology & Social Welfare
The current study investigates financial and emotional consequences to workers as the U.S. economy continues to shift from a manufacturing to a service economy. One hundred eighty-eight garment workers were surveyed before their plant closed in 1998 and six months later to assess reemployment opportunities, financial difficulty and emotional well-being. All workers experienced some financial difficulty after the plant closed, with single parents reporting the greatest financial difficulty. Workers who became immediately reemployed lost an average of $2.41 in wages per hour. Sixteen percent of the sample lost their health insurance. Overall depression and anxiety scores declined over six months, …
Welfare Reform Sanctions And Financial Strain In A Food-Pantry Sample, Jean Oggins, Amy Fleming
Welfare Reform Sanctions And Financial Strain In A Food-Pantry Sample, Jean Oggins, Amy Fleming
The Journal of Sociology & Social Welfare
Survey and interview data about life after welfare reform were collected from food pantry clients in upstate New York in 1997 and 1999. By 1999, respondents were increasingly likely to have no work or benefits. Having no work or benefits was also associated with having been penalized (sanctioned) for not working or for noncompliance with welfare rules. Sanctions for not working averaged 89 days. Clients sanctioned for job loss tended to report problems with health (including children's health). Sanctioned individuals reported relatively high levels of financial strain, unstable housing, children's changing schools, and lack of a phone. Implications for policy …

The Transformation Of Russian Social Policy In The Transition Toward A Market Economy, Isabel Pla Julian
The Transformation Of Russian Social Policy In The Transition Toward A Market Economy, Isabel Pla Julian
The Journal of Sociology & Social Welfare
The last few years have witnessed truly extraordinary events in the formerly communist societies. These countries were characterized by the great importance attached to social policy as opposed to market economy countries with a similar level of economic growth. However, the transition process toward a market economy has set new conditions for the functioning of governing levels and companies, which has affected social policies altogether. On the one hand, economic liberalization has brought about a reduction of the Russian Government's intervention in the economy, particularly in social policy. On the other hand, the privatization of the state company in a …

The Missing Safety Net And Families: A Progressive Critique Of The New Welfare Legislation, D. Stanley Eitzen, Maxine Baca Zinn
The Journal of Sociology & Social Welfare
This is an overview essay on the 1996 welfare legislation and its consequences. The paper is divided into five parts: (1) The basic elements of the legislation; (2) The conservative assumptions undergirding this legislation and the progressive responses to them; (3) The consequences of the legislation for individuals and families; (4) The missing elements in the new welfare legislation; and (5) The progressive solution to welfare.
Social Security And The Incremental Privatization Of Retirement Income, Neung-Hoo Park, Neil Gilbert
Social Security And The Incremental Privatization Of Retirement Income, Neung-Hoo Park, Neil Gilbert
The Journal of Sociology & Social Welfare
This study examines the process of "incremental privatization" of retirement income--a slow decline in the proportion of retirement income from Social Security relative to retirement income derived from employerprovided pensions (private and government) and IRA-type Accounts. The findings reveal that since the mid 1970s the elderly in the bottom 40% of the income distribution experienced a minimal increase in retirement income from pensions other than Social Security, while those in the upper ranges showed steady gains in income from private sources. This trend is accompanied by increasing inequality in the ratio of retirement income of those in the lower quintiles …
Bridging The Divide: The Casework Policy Link, Peggy Pittman-Munke
Bridging The Divide: The Casework Policy Link, Peggy Pittman-Munke
The Journal of Sociology & Social Welfare
The professional history of social work in the United States of America is entering its second century. From this vantage point, it is possible to draw on. the past to develop ideas that will work for the future. Contemporary social workers often view the profession as dichotomized between those who deal with individual issues through counseling and private practice and those who are concerned with social change through policy reform. Mary Richmond, pioneer in the professionalization of social casework, offers a tightly integrated model which demonstrates how social casework and social reform can serve to reinforce and support one another …
A Few Contributions Of Economic Theory To Social Welfare Policy Analysis, Michael A. Lewis
A Few Contributions Of Economic Theory To Social Welfare Policy Analysis, Michael A. Lewis
The Journal of Sociology & Social Welfare
The National Association of Social Workers' (NAS W) code of ethics states that social workers have a professional obligation to advocate for social policies that promote the general welfare (NASW, 1996). Presumably, in an effort to provide social workers with the analytical tools that would allow them to do so, schools of social work typically require students to do course work in the area of social welfare policy. Although these courses provide students with valuable information, it is my view that they tend to be limited in one important respect. They usually do not contain a great deal of content …
Understanding The Debate Over The Privatization Of Social Security, Eric R. Kingson, John B. Williamson
Understanding The Debate Over The Privatization Of Social Security, Eric R. Kingson, John B. Williamson
The Journal of Sociology & Social Welfare
Serious consideration is being given to the merits of privatizing Social Security. Debate over privatization and the future of Social Security gives expression to two differing value systems: the community-enhancing values of the program's defenders versus libertarian values of its critics. This article examines the implications of the debate. Areas of agreement among advocates and opponents of privatization are discussed. Special attention is paid to conflicting views about privatization and to the distributive implications of proposals to address the program's projected financing problem. In shifting much risk from government onto individuals, privatization would undermine basic Social Security protections. And it …
Attitudinal Predictors Of Preferred Policy Options: Contrasting Afdc With Work Programs, Jill Littrell, Sahna Diwan
Attitudinal Predictors Of Preferred Policy Options: Contrasting Afdc With Work Programs, Jill Littrell, Sahna Diwan
The Journal of Sociology & Social Welfare
Two studies were conducted in order to determine the attitudinal predictors of support for AFDC, work programs, and the option of the government playing no role in protecting the welfare of poor children whose families have no income. The first study evaluated this question in 362 students of Criminal Justice, Business, Urban Studies, and Public Administration at an urban university in Georgia. The second study evaluated the question in a telephone poll sample of 822 randomly sampled Georgians throughout the state. Majorities in both samples preferred work programs. In the student sample, all three choice groups were distinguishable on the …
