Fitness Tax Credits: Costs, Benefits, And Viability, Daniel M. Reach Apr 2012

Fitness Tax Credits: Costs, Benefits, And Viability, Daniel M. Reach

Northwestern Journal of Law & Social Policy

As the number of overweight and obese Americans rises, it becomes increasingly clear that Americans need further incentives to stimulate lasting lifestyle changes. Tax incentives focused on exercise, which have been largely unexplored to this point, are an effective response to the growing obesity problem in the United States that would largely avoid the political opposition that tax policies focused on diet have encountered. In addition, they would also provide a more palatable solution for the taxpayer beneficiaries with a relatively low impact on government revenues. Viable tax incentives to encourage greater fitness include tax credits and sales tax breaks, …

Low-Wage And Low-Income Workers In The U.S., 1979-2009, Randy Albelda, Michael Carr Feb 2012

Low-Wage And Low-Income Workers In The U.S., 1979-2009, Randy Albelda, Michael Carr

Center for Social Policy Publications

Three decades of stagnating earnings for bottom decides of male wage earners and 1990s anti-poverty policies promoting employment among poor single mothers suggest increases in the ranks of low-wage breadwinners living in low-income households. Low-wage workers often get few employer sponsored benefits, while antipoverty programs target poor non-earners; these factors suggest low-wage and low-income workers may be unprotected by employer or government supports. Using the Annual Economic and Social Extracts of the Current Population Survey (CPS) from 1980-2010, the authors explore changes in low-income and low-wage earners by gender and family status. The authors find a growth in low-wage and …

Home Forward’S Aging In Place Initiative: Planning For Current And Future Residents, Paula C. Carder, Jenny Weinstein, Jacklyn Nicole Kohon

Institute on Aging Publications

This report was prepared on behalf of the Aging in Place Initiative of Home Forward. The Initiative sought to gather information about older persons currently residing in Home Forward’s public housing properties, from persons age 55 and older on the waitlist for housing, and from older adults in the Portland area. While local data were unavailable at the time of this report, we know that nationally, more than one-third (37 percent) of the approximately 5 million households receiving housing assistance from HUD are headed by persons age 62 and older. With this in mind, Home Forward must make decisions now …

Transformasi Jazz Yogyakarta: Dari Hibriditas Menjadi Komoditas, Oki Rahadianto Sutopo Jan 2012

Transformasi Jazz Yogyakarta: Dari Hibriditas Menjadi Komoditas, Oki Rahadianto Sutopo

Masyarakat: Jurnal Sosiologi

This article tries to show the transformation of jazz music as a cultural product in Yogyakarta. This transformation is, according to Baumann, fluid, contradictory, and ambivalent. In the origin, this music became a symbol of resistance by the lower class, whereas in Indonesia jazz became the upper middle class consumption. However, in its development, some jazz musicians try to restore the original meaning by combining local elements and bring a hybrid genre of jazz, although this was not last long. The traditional elements can not survive to bring the spirit of resistance because this new genre of jazz eventually entered …

Veterans Court: Towards The Implementation Of A Collaborative Justice Model In San Luis Obispo County, Daniel Smee Jan 2012

Veterans Court: Towards The Implementation Of A Collaborative Justice Model In San Luis Obispo County, Daniel Smee

Continuing Education (CAPSTONE)

Veterans’ treatment courts represent an emerging trend across the country of collaborative justice designed to deal with criminal justice issues stemming from problems linked to military service. This approach places the veteran in VA (Veterans Affairs) treatment programs as a diversion from incarceration. There are few such courts in California (nine) largely in non-rural counties. This study investigated two rural counties, Tulare and Santa Barbara with Veterans courts to develop a model for such a court in San Luis Obispo County. Early recidivism data at the one-year point for Tulare County showed a zero percent rate of criminal behavior (12 …

Play Fair With Recidivists, Richard Dagger Jan 2012

Play Fair With Recidivists, Richard Dagger

Political Science Faculty Publications

Retributivists thus face a difficult challenge. Either we must go against the social grain, and perhaps our own intuitions, by insisting that a criminal offense carry the same penalty or punishment no matter how many previous convictions an offender has accrued; or we must find a way to justify the recidivist premium. I shall take the second route here by arguing that recidivism itself is a kind of criminal offense. In developing this argument, I shall rely on Youngjae Lee's insightful analysis of "recidivism as omission." I shall complement his analysis, however, by grounding it in a conception of criminal …

The Reproductive Health Of Young People In Egypt, Nahla G. Abdel-Tawab, Noha Roushdy, Maia Sieverding

Poverty, Gender, and Youth

This Population Council brief presents results from the Survey of Young People in Egypt (SYPE) on reproductive health (RH). The SYPE results underscore the need for: the assessment of state and civil society initiatives to transmit RH information; a national, comprehensive, age-appropriate reproductive health module to be integrated into the educational program; a national campaign on HIV/AIDS and other sexually transmitted infections that targets young people of reproductive age; the integration of female circumcision into a broader approach to youth reproductive health and bodily rights; specialized reproductive health services for married adolescent girls; and further research on sexuality and reproductive …

Challenges Facing The Egyptian Education System: Access, Quality, And Inequality [Arabic], Caroline Krafft

Poverty, Gender, and Youth

This brief analyzes and summarizes young people's responses to the 2009 Survey of Young People in Egypt (SYPE) to identify the greatest challenges facing the Egyptian educational system, focusing specifically on primary through secondary schooling. Results show that access to school has improved, but some youth, especially females in rural Upper Egypt, remain outside the school system and are increasingly marginalized. The Egyptian school system is delivering low-quality education that is irrelevant to the labor market and has problems with repetition, absenteeism, and drop out which reduce the efficiency of the education system. Unequal distribution of resources in the education …

Social Protection In Egypt: A Policy Overview, Maia Sieverding, Irene Selwaness Jan 2012

Social Protection In Egypt: A Policy Overview, Maia Sieverding, Irene Selwaness

Poverty, Gender, and Youth

The need to address the shortcomings of Egypt’s current social protection system as part of a broader process of developing a new social contract between the Egyptian government and its citizens has been noted for a number of years. With a new government recently put in place, Egypt is now at a potential turning point in terms of implementing unfinished reforms to the system or proposing alternative ones. The aim of this paper is therefore to provide an overview and assessment of current public social protection mechanisms and suggest directions for new policy measures. The social and health insurance systems …

The Alternative Staffing Work Experience: Populations, Barriers And Employment Outcomes, Helen Levine, Brandynn Holgate, Risa Takenaka, Françoise Carré

Center for Social Policy Publications

This paper presents results of a three-year study of workers and former workers at four Alternative Staffing Organizations (ASOs). ASOs are fee-for-service job brokering businesses created by community-based organizations and national nonprofits whose objective is to gain access to temporary and “temp to permanent” opportunities for workers facing barriers to employment. The paper looks specifically at the relationship between the personal characteristics of workers, their temporary work experiences through the ASO, and the subsequent employment status of former ASO workers, determined through a follow-up survey conducted by telephone six to eight months after workers had left the ASO. We found …

Why Use The Services Of Alternative Staffing Organizations: Perspectives From Customer Businesses, Françoise Carré, Brandynn Holgate, Risa Takenaka, Helen Levine Jan 2012

Why Use The Services Of Alternative Staffing Organizations: Perspectives From Customer Businesses, Françoise Carré, Brandynn Holgate, Risa Takenaka, Helen Levine

Center for Social Policy Publications

Organizations that aim to improve the experiences and employment chances of job seekers who face barriers to employment have, over the years, had to contend directly with potential employers and their requirements. This is particularly true for community-based job brokers that use a temporary staffing model, offering job access and immediate work to their service population.

Alternative staffing organizations (ASOs) are worker-centered, social purpose businesses that place job seekers in temporary and “temp-to-perm” assignments with customer businesses, and charge their customers a markup on the wage of the position. These fee-for-service organizations can help job seekers who face labor market …

Mothers In Prison: Maintaining Connections With Children, Sylvia Mignon, Paige Ransford Jan 2012

Mothers In Prison: Maintaining Connections With Children, Sylvia Mignon, Paige Ransford

Publications from the Center for Women in Politics and Public Policy

The significant increase in the number of incarcerated women ensures that many children must live without their mothers for some period of time. Women in prison were interviewed about their efforts to maintain relationships with their children. Mail and telephone contacts were more frequent than actual visits. Almost one half of mothers had never received a visit from their children. This article identifies challenges to the development and maintenance of contact between incarcerated mothers and their children. Recommendations are made for correctional agencies to enhance opportunities for incarcerated mothers to foster positive connections with their children.

Advancing The Human Right To Housing In Post-Katrina New Orleans: Discursive Opportunity Structures In Housing And Community Development, Leigh Graham Jan 2012

Advancing The Human Right To Housing In Post-Katrina New Orleans: Discursive Opportunity Structures In Housing And Community Development, Leigh Graham

Publications and Research

In post-Katrina New Orleans, housing and community development (HCD) advocates clashed over the future of public housing. This case study examines the evolution of and limits to a human right to housing frame introduced by one nongovernmental organization (NGO). Ferree’s concept of the discursive opportunity structure and Bourdieu’s social field ground this NGO’s failure to advance a radical economic human rights frame, given its choice of a political inside strategy that opened up for HCD NGOs after Hurricane Katrina. Strategic and ideological differences within the field limited the efficacy of this rights-based frame, which was seen as politically radical and …

Razing Lafitte: Defending Public Housing From A Hostile State, Leigh Graham Jan 2012

Razing Lafitte: Defending Public Housing From A Hostile State, Leigh Graham

Publications and Research

The contentious politics of the demolition of Lafitte public housing in post- Katrina New Orleans and its replacement with mixed-income properties is a telling case of the strategic conflicts housing advocates face in public housing revitalization. It reveals how the qualified outcomes of HOPE VI interact with local institutional and historical circumstances to confound the equity and social justice goals of housing and community development advocates. It shows the limits to public housing revitalization as an urban recovery strategy when hostile government leadership characterizes a region, and the state is recast as an adversary rather than revitalization partner. This case …

Is Early Childhood Care And Education A Good Investment For Egypt? Estimates Of Educational Impacts, Costs, And Benefits [Arabic], Caroline Krafft Jan 2012

Is Early Childhood Care And Education A Good Investment For Egypt? Estimates Of Educational Impacts, Costs, And Benefits [Arabic], Caroline Krafft

Poverty, Gender, and Youth

This summary details the impact of early childhood education in Egypt. The results show that early childhood care and education has an impact on educational attainment that is both statistically significant and sizeable. Such interventions increase overall educational attainment by approximately one year, primarily due to decreased primary and preparatory drop out. The impact on educational attainment is reflected in improved school performance, such as higher test scores, decreased grade repetition, and improvements in school tracking, during the early years. Investments in early childhood education can be a powerful approach to improving educational outcomes, and the research suggests that increases …

Drinking With Friends: A Cellular Automata Approach To Modeling Peer Influence On Binge Drinking Behavior, Piper Jackson, Andrew Reid, Niki Huitson, Kathryn Wuschke, Vahid Dabbaghian Jan 2012

Drinking With Friends: A Cellular Automata Approach To Modeling Peer Influence On Binge Drinking Behavior, Piper Jackson, Andrew Reid, Niki Huitson, Kathryn Wuschke, Vahid Dabbaghian

Criminology and Criminal Justice Faculty Publications and Presentations

In this project, we adopt Cellular Automata (CA) modeling as a means to focus solely on the elements of concern: individual state (binging) and local interactions (peer pressure). CA models are well suited for exploring the dynamics that occur within a population, and are useful for visualizing the clustering behaviour of communities. With this more abstract approach, it is possible to simulate large populations with reasonable computational requirements.

Unmet Social Needs In Singapore: Singapore's Social Structures And Policies, And Their Impact On Six Vulnerable Communities, Braema Mathi, Sharifah Mohamed

Lien Centre for Social Innovation: Research

In line with Lien Centre’s vision to catalyse positive social change, this research was carried out to understand social gaps in Singapore and how our society’s ability to meet social needs can be enhanced. Despite basic social needs in Singapore being essentially met through direct government interventions and the contributions of non-governmental social service activities, there are today some vulnerable groups that remain or have become more prominent. This research project aims to identify some of these needs and the possible approaches to addressing them.

It is hoped that some of the recommendations of this report will be helpful for …

Who Benefits From Early Childcare Subsidy Design In Ireland?, Bernie O'Donoghue Hynes, Noirin Hayes Oct 2011

Who Benefits From Early Childcare Subsidy Design In Ireland?, Bernie O'Donoghue Hynes, Noirin Hayes

Articles

Best Newcomer Article

The design of policy tools reveals underlying biases that are not easily identified in policy documents. A review of two early childhood education and care subsidies in Ireland aimed at different target populations exposes differential treatment of children, parents and service providers. It also demonstrates how in a split system ‘early education’ is prioritised over ‘childcare’. The designs serve to reinforce stereotypes that enable the powerful and advantaged to accrue benefits while those perceived to be less deserving are burdened through the maldistribution of resources.

Evaluation Of Mentoring In Southern Nevada, Andrew Merz, Glen Leavitt

UNLV Theses, Dissertations, Professional Papers, and Capstones

The Southern Nevada Regional Planning Coalition (SNRPC) is charged with the issuance of grants and funding to groups who provide and run mentoring programs in Southern Nevada (which is primarily composed of Clark County.) The SNRPC desires to streamline and regiment this process, as currently it is operated with minimal oversight and regulation. We designed a survey to ascertain what mentoring groups in Clark County consider to be central to mentoring; both within and without their own programs. It is our desire that the SNRPC be able to administer the newly created survey to groups who receive and groups who …

Eksklusi Sosial Dalam Anggaran Publik Studi Kasus Di Ngawi, Lamongan, Dan Makasar, Dzuriyatun Toyibah

Masyarakat: Jurnal Sosiologi

The article aims to describe the process of social exclusion and inclusion within local government budget (APBD) in Lamongan and Ngawi East Java in 2006-2008, and Makasar South Sulawesi in 2009. Social exclusion was indicated by the absent of public participation in the decision making process. Social exclusion for public local budget appeared in regulation level such as unclear mechanism of public participation and the constraints to access budget documents. Those lead to avoid civil society to understand the real local budget. However, civil societies in three regions made several strategies to reduce social exclusion. The process was begun by …
