Employing a qualitative case study approach, the current study aims to critically analyze the U.S.’s use of the Special Immigrant Visa program in Iraq and Afghanistan by examining the individuals it serves, the agencies through which services are rendered, and the state’s vested geopolitical interests in the program. Engaging in active participation, I observed and interacted with those who work within, assist, or utilize the services of Commonwealth Catholic Charities’ refugee resettlement program, including case workers, service providers, and resettlement clients themselves. In Afghanistan wheat availability is important for national food security as it is the key staple food, accounting for over half of calorie intake. The country has imported on average 32% of its wheat consumption over the period 2000-2015, primarily from Pakistan and Kazakhstan. Since domestic production is volatile, consumer well-being depends on access to international markets.

The effectiveness of development assistance is one of the most contested debates in international development studies. While some of its most ardent supporters consider aid as the key to solving the plight of the developing world (e.g. Sachs 2006), its opponents consider it as part of the problem rather than the solution (e.g. Moyo 2009).
