This fact sheet examines the status of LGBTQ+ legislation, policy, and services as defined by the Municipal Equality Index from the Human Rights Campaign Foundation (HRCF). Data are included for “large cities” in the Mountain West, defined as cities with estimated populations larger than 250,000 people according to the United States Census Bureau’s April 1, 2020 Decennial Census population data. This fact sheet includes data on 13 large cities in the Mountain West including five in Arizona, three in Colorado, four in Nevada, and one in New Mexico.

The Supplemental Nutrition Assistance Program (SNAP) is a critical safety net program that helps reduce food insecurity among low-income households in the United States. However, many eligible households do not participate in SNAP due to burdensome administrative requirements. To make it easier for more older adults and people with disabilities to participate in SNAP, many states have adopted the Standard Medical Deduction (SMD) to simplify administrative requirements. This brief summarizes findings from a study that examined the associations between state SMD adoption and SNAP participation and benefits from 2004 to 2019.

Los Angeles is in a homelessness crisis. Millions of dollars are poured into preventing its causes and curtailing the increased medical costs and crime rates that stem from it. The solutions vary, but one new solution in the form of tiny home villages hopes to provide a cheap and effective way to get people experiencing homelessness off the streets.

In 2021, Los Angeles began opening tiny home villages, also referred to as cabin communities, for unhoused people during the COVID-19 pandemic. There are currently 11 tiny home villages in Los Angeles, operated in a joint effort between the government and …

This lecture focuses attention on a population that is ill-served by the safety net but rarely acknowledged: low-income, working-age adults without dependents or government-determined disabilities. In this lecture, Brookings Scholar Lauren Bauer, a former Special Assistant in the Office of the Secretary at the US Department of Education, argues that a safety net that is inaccessible to ABAWDs (able-bodied adults without dependents) fails to recognize the precarious state of the low-wage labor market or how safety-net programs allow these workers to remain in the workforce. Food insecurity in the United States reached historically high rates during the COVID-19 pandemic, thus substantially increasing demand for the Supplemental Nutrition Assistance Program (SNAP). To facilitate access to SNAP during the pandemic, the federal government granted state SNAP offices the option to waive the interview requirement – an administrative burden associated with the SNAP certification process. This brief summarizes findings from a recent study that used data from SNAP offices across 10 states to examine the impact of SNAP interview waivers on SNAP caseloads from January 5th to April 30th of 2021. The QIC-WD evaluation was conducted with the support of the Oklahoma Human Services (OKDHS) to determine if a Competency-based Personnel Selection process was effective in improving workforce and child welfare outcomes.

Research Questions

The primary research questions concerned the ability of the structured hiring tools to predict job performance, tenure, and turnover. During the needs assessment process three areas of opportunity were discussed for possible intervention at the Oklahoma Human Services (OKDHS) Division of Child Welfare Services:

  1. hiring of new workers,
  2. promotion decisions for lead worker and supervisor positions, and
  3. staff recognition and rewards.

Ohio Department of Job and Family Services (ODJFS) is a state-led, county-administered child welfare system. Ohio’s 83 single-county agencies and two multi-county agencies are responsible for the delivery of child protective services and ongoing case management in Ohio’s 88 counties. In 2017, ODJFS had an annual turnover rate of about 27%. They applied to be a Quality Improvement Center for Workforce Development (QIC-WD) site with the goal of strengthening their child welfare workforce.

The Ohio Department of Job and Family Services (ODJFS), through the Office of Families and Children (OFC), is responsible for Ohio’s state-supervised, county-administered child welfare system. The Ohio Department of Job and Family Services (ODJFS) started working with the QIC-WD in October 2017 to better understand its turnover problem. Eight counties volunteered to be part of the entire study. They participated in a thorough needs assessment process which led to creation of Coach Ohio, a multi-level blend of two interventions that addressed key needs across the counties regarding work-related traumatic stress and supportive supervision. The Ohio Department of Job and Family Services (ODJFS) partnered with the Quality Improvement Center for Workforce Development (QIC-WD) to conduct a comprehensive needs assessment in nine participating counties, to identify potential issues related to staff retention within the child welfare workforce.
