Nigeria is ethnically a diverse nation-state. Its ethnic diversity, like that of the United State of America ideally is a source of strength. However on the contrary, analysis of post independence inter-ethnic relations in Nigeria indicates surge from ‘ethnic accommodation to ethnic agitation’. Consequently, due to frequent inter-ethnic conflict, the task ‘to keep Nigeria one’ is therefore more than ever becoming an uphill task. This article explores the root causes of the growing inter-ethnic conflicts in contemporary Nigeria from the perspective of the ethnic security dilemma prism and concludes that it is a relevant explanatory tool for understanding it.

California is a state of many distinct regions. To give citizens a voice on regional issues and to reinvigorate California’s Legislature, the state’s central institution of self-government, we propose Personalized Full Representation for the 21st Century (PFR21), a system of representation by means of regionally based legislative elections that will allow the state’s citizens to set the agenda for their regions and for the state as a whole. There is much interest among cultural economists in assessing the effects of heritage preservation policies. There has been less interest in modeling the policy choices made in historic and cultural landmark preservation. This paper builds an economic model of a landmark designation that highlights the tensions between the interests of owners of cultural amenities and the interests of the neighboring community. We perform empirical tests by estimating a discrete choice model for landmark preservation using data from Chicago, combining the Chicago Historical Resources Survey of over 17,000 historic structures with property sales, Census, and other geographic data. Multiple economic development theories suggest that research and innovation in emerging technologies will cluster in certain locations rather then distributing equally among all regions. If this is the case, this distributional pattern has implications for where future economic opportunities as well as future risks will be concentrated. In this paper, we probe nanotechnology (hereafter nano) research and commercialization at a regional level. The study examines the top 30 US “nanodistricts” or metropolitan areas which lead in nanotechnology research activity over the 1990-2006 timeframe. The Manufacturing Extension Partnership (MEP) of the National Institute of Standards and Technology (NIST) has a longstanding record of helping small- and medium-sized (SME) manufacturers to identify and implement technologies and practices that improve manufacturing efficiency and product quality. The ability to delineate the boundaries of an emerging technology is central to obtaining an understanding of the technology’s research paths and commercialization prospects. Nowhere is this more relevant than in the case of nanotechnology (hereafter identified as “nano”) given its current rapid growth and multidisciplinary nature. (Under the rubric of nanotechnology, we also include nanoscience and nanoengineering.) Past efforts have utilized several strategies, including simple term search for the prefix nano, complex lexical and citation-based approaches, and bootstrapping techniques. This research introduces a modularized Boolean approach to defining nanotechnology which has been applied to several research and patenting databases. …

Mit der umfassenden drahtlosen Vernetzung und Computerisierung von Alltagsgegenständen und Umgebungen werden nicht nur neuartige Anwendungen möglich, sondern auch zahlreiche Risiken erzeugt. Soll Ambient Intelligence (AmI) ein Erfolg werden, ist es erforderlich, angemessene Maß- nahmen zu ergreifen, um Privatsphäre, Sicherheit oder Vertrauen in den jeweiligen Anwendungskontexten zu gewährleisten. Dabei besteht die Herausforderung darin, frühzeitig Vorkehrungen gegen Risiken zu entwickeln, die noch nicht manifest sind. In this Essay, I explain the role and impact of transnational corporations in the process of development and implementation of economic and social rights at a global scale and identify the solutions that I regard as plausible. I do so from an international human rights perspective that integrates both the legal and non-legal approaches. Abstract Purpose – According to one influential set of arguments, the privatization of public pensions has been informed by neoliberalism, and has thus been an integral element of a broader program of welfare retrenchment, which is inconsistent with social cohesion. The paper aims to take issue with this negative characterization of pensions privatization. Design/methodology/approach – The argument is illustrated by a cross-national comparative analysis of the principal design features of 32 mandated private pension arrangements. The last quarter century has witnessed considerable progress in the scientific study of social information processing (SIP) and aggressive behavior in children. SIP research has shown that social decision making in youth is particularly predictive of antisocial behavior, especially as children enter and progress through adolescence. In furtherance of this research, more sophisticated, elaborate models of on-line social decision making have been developed, by which various domains of evaluative judgment are hypothesized to account for both responsive decision making and behavior, as well as self-initiated, instrumental functioning. The relations among social information processing (SIP), cardiac activity, and antisocial behavior were investigated in adolescents over a 3-year period (from ages 16 to 18) in a community sample of 585 (48% female, 17% African American) participants. Antisocial behavior was assessed in all 3 years. Cardiac and SIP measures were collected between the first and second behavioral assessments. Cardiac measures assessed resting heart rate (RHR) and heart rate reactivity (HRR) as participants imagined themselves being victimized in hypothetical provocation situations portrayed via video vignettes. The findings were moderated by gender and supported a multiprocess model in which antisocial behavior is …

Brown v. Board of Education had little immediate effect on the dual system of education in the South; by the early 1970s, however, Southern schools were the most racially integrated in the country. This paper uses newly assembled and uniquely comprehensive data to document how different types of Southern school districts made this transition. Controlling for other factors, we find larger districts were more likely to be under court supervision both early and ever; over time the enrollment threshold for court supervision fell. Poorer districts—which stood to lose larger federal grants if they failed to desegregate—were particularly likely to desegregate …

We seek here to lay the groundwork for a multi-disciplinary inquiry into one aspect of the phenomenology of moral experience, which is a general project of elucidating what it is like for people to make ethical decisions in particular contexts. Taking urban and suburban environments as the context for decision making, we focus in particular on the common human experience of being stuck. This paper examines the effects of a generous, spatially-targeted economic development policy (the federal Empowerment Zone program) on local neighborhood characteristics and on the neighborhood quality of life, taking into account the interactions amongst the policy, changes in neighborhood demographics and neighborhood housing stock. Urban economic theory posits that housing prices in a small area should increase as quality of life increases, because people will be more willing to pay to live in the area, but these changes in prices and quality of life will also affect the demographics of the population through sorting and the housing stock through reinvestment. …

Annual reports can contribute to the legitimacy of public service organizations in creating a favorable story around performance achievements. It is also the case that annual reports can have unintended consequences, provoking negative reactions on the part of their readers. Health services performance stories in the form of annual reports presented by the U.S. Department of Veterans Affairs and the English National Health Service between 2002 and 2005 are compared through a narrative analysis of structure and content. This article assesses the regulatory model for urban water supply services in Jakarta, the capital of Indonesia. Water supply services have been privately operated there since February 1998 after two companies—Thames PAM Jaya (TPJ), operating in Eastern Jakarta, and PAMLyonnaise Jaya (PALYJA), operating in Western Jakarta—signed 25-years concession contracts with the state-owned Jakarta City Water Company (PAM Jaya). An independent regulatory body, the Jakarta Water Supply Regulatory Body (JWSRB) was established in 2001.
