This paper summarizes priorities for the Environmental Protection Agency's federal environmental policy agenda. Ten issue areas are investigated, and major issues, problems and proposals are addressed for each of the areas. The proposed policies range in scope from recommendations for research, new legislation and amending existing legislation to new regulatory approaches and changes in existing regulations. Each policy recommendation identifies environmental policy measures that deserve priority status and a rationale for each proposal. These measures include changes to existing policy, reaffirmation of important existing policies, and the elimination of unwise policies. Many researchers have explored variables that appear to influence a foster child's placement, and both researchers and theorists have noted the need for an overarching understanding of the variables that may affect a foster child's care and progress. This study examined four interlinking subsystems of foster care: the foster child, the family of origin, the foster parent, and the social worker. Data regarding relevant variables for each of these subsystems were analyzed by means of canonical correlations, factor analyses, a multiple regression, and zero-order correlations. In 1995, Boulder City bought from the federal government 167 square miles of land in the Eldorado Valley which is located approximately seven miles west of the city. Soon afterward, the current landfill in Boulder City began accepting construction waste from Las Vegas. The large dump trucks had to travel through Boulder City on route to the landfill. In doing this they passed through three school zones and residential areas. When residents began complaining about the trucks, the Boulder City City Council began investigating various ways to solve the problem. The solution they adopted was to construct a new landfill …

A general principle of school finance is that the cost of the educational program is influenced by varying characteristics of students and school districts. This raises the question of whether state allocation policies should reflect the additional costs associated with particular educational programs, such as special education for handicapped students, vocational, compensatory, bilingual education, and gifted and talented education programs as well as cost differences associated with size, salaries, and related issues.
