This article reviews a few experiences of using stakeholders analysis to complement analysis efforts and public policy design. From this approach, the article studies three alternatives to a qualitative approach of stakeholders mapping as a tool for: understanding public problems in complex social environments, formulating public policy with sensitivity to social context, and developing public policy evaluations from a pluralistic approach.
