The decline in support for public housing investment in the U.S. prompted the federal government to pivot towards tenant-based rental subsidies by establishing the Housing Choice Voucher (HCV) program, a revised version of Section 8, in 1998 (Edson, 2011). Through the HCV program, administered by the Department of Housing and Urban Development (HUD) through Public Housing Authorities (PHAs), low-income households can receive rental subsidies without being locked into a neighborhood or rental unit, allowing for increased socio-economic mobility. Recessionary periods can seldom be avoided, but our modern public infrastructure has designed mechanisms to respond to these downturns. Economic policy has rapidly changed over the last 50 years, and the types of tools policymakers use have evolved with it. When looking at the Great Recession (2007-2009) and the COVID-19 recession (2020), a federal response structure was vital for the health of the macroeconomy. This report is designed to aid the Hartford Land Bank (HLB) in its efforts to remediate blight as well as lay the groundwork for a more frictionless path to homeownership for residents in the City of Hartford. Over the course of the semester, the team has conducted research and analysis on various models and state funding systems that could increase property ownership among city residents. In collaboration with the HLB and Cleveland Housing Network (CHN), the team has focused on existing rent-to-own (RTO) and lease-purchase models of homeownership with decades of high success rate.

This research investigates the relationship between Muslim religious identity and immigrant incorporation outcomes in the United States. There is much existing literature discussing the outcomes of different immigrant groups to the United States, but Muslim immigrants have been largely left out of the discussion. Through interviewing Muslim immigrant residents of Connecticut, I discovered a two-fold relationship between Muslim identity and immigrant outcomes. On one hand, Muslim immigrants were able to incorporate more successfully through their Muslim religious community, such as their mosque. On the other hand, Muslim immigrants faced more difficult incorporating because of negative attitudes towards Muslim immigrants from …

This study investigated the effects of CDC housing revitalization programs in Hartford and New Haven, CT on neighborhood stability. Using a combination of quantitative and qualitative data, this study sought to connect the observed impacts in Hartford and New Haven with the literature on revitalization in formerly industrial cities. Data on three key indicators of neighborhood stability (property values, owner occupancy rates, and vacancy rates) were collected for the time period spanning 2000 to 2019. How are Hartford’s Hispanic immigrants and migrants participating politically? What inhibits or promotes their political incorporation? Close to half of Hartford’s total population identifies as Hispanic, with a portion of those individuals being immigrants or migrants to the city. As a community with a significant presence in Hartford, the political incorporation of Hispanic immigrants and migrants is necessary to ensure the adequate representation of all Hartford residents. This thesis investigates the extent of institutional support for Hispanic immigrant and migrant political incorporation in Hartford. Since Pakistan’s inception, Gilgit-Baltistan, a sprawling region in Northern Pakistan, has not been granted provincial status due to its colonial association with the disputed region of Kashmir. Gilgit-Baltistan refutes its forceful integration with Kashmir, an unfortunate remnant of British divide-and-rule strategy, and demands provincial recognition and constitutional rights. Pakistan unfairly claims that it awaits the UN-sanctioned plebiscite in Kashmir to determine the region’s status. However, the likelihood of a plebiscite is little to none, since the Indian government officially annexed Indian-held Kashmir in August 2019, breaching the UN resolution on the plebiscite. Recently, an increasing number of Americans have grown to realize the inequity of this practice, resulting in a rise in female directors. This thesis presents a new way of looking at and studying gentrification in light of the significant differences of opinion on the subject still found in scholarship roughly 50 years after it first appeared in scholarly literature. Understanding why gentrification does not occur may provide the broadly accepted insights into the phenomenon that studies so far have failed to provide. This thesis examines the impact of the Title IX proposed new guidance that Secretary of Education under President Trump, Betsy DeVos, released in November 2018 as well as institutional administrator’s responses regarding how these proposed changes will impact their students and their ability to do their jobs. The purpose of this thesis was to learn whether an over-the-counter (OTC) oral contraceptive pill would benefit college students. To find out, I conducted sixteen semi-structured interviews with college students from Trinity College and Capital Community College, both located in Hartford, Connecticut. All participants either currently took oral contraceptives or had taken them in the past. This thesis accepts as its premise that oral contraceptives should be available OTC, but as a policy solution to increase access, I found that an OTC pill would have a limited effect.

In my thesis, I investigate the factors that contribute to the seeming lack of federal legislative response to gun control to determine how and if there is a way forward to pass more effective gun laws on the federal level in the future. Chapter One explains three of the most substantive federal gun control policies: The Federal Gun Control Act of 1968, the Brady Law, which was signed into law in 1993, and the Federal Assault Weapons Ban of 1994. This thesis analyzes the current opportunities and challenges for young, Post-9/11 veterans reintegrating back into civilian life. Young veterans of the Iraq and Afghanistan wars have higher unemployment rates compared to their non-military counterparts. This thesis explores how multiple deployments and higher percentages of physical disabilities contribute to the uniqueness of the young veteran’s challenge to obtain employment. Despite the many benefits provided by the VA, young veterans often have to endure very long waiting periods before the VA can process and grant their benefits.
