North Atlantic Right Whales (NARW) are on the verge of going extinct because of human activity. Entanglements in fixed fishing gear and vessel strikes are killing NARW at such a rate that their extinction is inevitable unless human-caused deaths are significantly reduced. The National Marine Fisheries Service (NMFS, a branch of the National Oceanic and Atmospheric Administration) has subjected Maine’s lobster fishery to regulations aimed at protecting whales since 1997 as part of the Atlantic Large Whale Take Reduction Plan. The use of restraint and seclusion for managing children’s behaviors in schools has led to physical and psychological harm, and, in the most extreme cases, even death. For more than a decade, the level of research and concern regarding restraint and seclusion in schools has grown. The experience of being restrained and secluded in school can be traumatizing and life-altering, particularly for children with developmental, mental health, or intellectual disabilities. While adults and children in mental health and correctional facilities are protected by law from the unnecessary use of restraints and seclusion, no federal law protects our children in schools. …

Changes to Medicaid financing structure should be carefully considered because any change could have a potentially negative impact on children with disabilities and special health care needs (hereafter referred to as children with disabilities) and limit their access to critically needed health care services and community supports. Currently, Medicaid funding operates through a state and federal partnership, with the federal government providing 60% of funding on average. A cornerstone of Medicaid is the Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) child health benefit. The Safe Medicine Disposal for ME (SMDME) program is a statewide model for the disposal of unused household medications using a mail-back return envelope system. Established through state legislation and implemented in 2007 with a grant from the U.S. Environmental Protection Program’s Aging Initiative, the program is authorized to handle both controlled and non-controlled medications This handbook describes the program components, as well as the outcomes and lessons learned from Phases I & II of the program. The regional scope of this study (a three state area of approximately 33,000 square miles) necessitated an initial investigation to determine what data was available. Known and potential sources of data were identified through the use of the Environmental Data Reconnaissance Report* prepared by Comitta Frederick Associates for the United States Depart-ment of the Interior in March 1976. The collected data was then analyzed for its accuracy, reliability, mappability and compatibility with the scope of this study.
