It is common knowledge that California, especially the San Francisco Bay Area is the birthplace of modern computing. Between 1945 and 1970 people such as Frederick Terman, professor of electronics at Stanford University, or William Shockley, co-inventor of the transistor transformed the once rural Santa Clara County south of San Francisco into Silicon Valley, the fast growing industrial centre of high-technology. But the Bay Area of the 1960s is not only well known for technical ingenuity but also as the stronghold of social movements (anti-Vietnam, civil rights, women’s liberation), that are often subsumed under the term ‘counter culture’. This paper describes the main features of Oportunidades, an innovative poverty alleviation program recently implemented in Mexico and targeted to households living in extreme poverty. It also surveys the main evaluations of Oportunidades, which have benefited from the fact that the program constitutes one of the largest randomized social experiments of its kind.

State Laws And The Independent Judiciary: An Analysis Of The Effects Of The Seventeenth Amendment On The Number Of Supreme Court Cases Holding State Laws Unconstitutional, Donald J. Kochan

In recent years, the Seventeenth Amendment has been the subject of legal scholarship, congressional hearings and debate, Supreme Court opinions, popular press articles and commentary, state legislative efforts aimed at repeal, and activist repeal movements. To date, the literature on the effects of the Seventeenth Amendment has focused almost exclusively on the effects on the political production of legislation and competition between legislative bodies. Very little attention has been given to the potential adverse effects of the Seventeenth Amendment on the relationship between state legislatures and the federal courts.
