We launched the New England Journal of Public Policy (NEJPP) in 1985 when Edmund Beard was director of the then-John W. McCormack Institute of Public Affairs. An Institute Senior Fellow at the time, I was founding editor and continued in that capacity until the last issue was published in 2007. We remained closed over the last 6 years for all the usual reasons, which are encapsulated in one word: money, or rather lack thereof. FCT is an international network of mayors, councilors, municipal officials, business people, and representatives of the voluntary and community sector. The Forum works on the principle that cities that are in conflict or have emerged from conflict (divided societies) are in the best position to help other cities in similar situations. The Forum for Cities in Transition was founded by Professor Padraig O’Malley as an initiative of the John Joseph Moakley Chair of Peace and Reconciliation at the University of Massachusetts Boston.

On November 4, 1980 the citizens of Massachusetts, by a vote of 59% to 41%, resoundingly endorsed a tax reduction plan known as Proposition 2 1/2. All communities in the Commonwealth were faced with an immediate reduction in their local revenues due to the immediate cut in the excise tax that Proposition 2 1/2 called for, and up to 130 communities will have to implement a 15% reduction in their tax levies for FY 1982. Already there are protestations from many local officials that they cannot make the required tax cuts without severely reducing the level of local services. The …
