The present study sought to examine the factors that most distinguish fare evaders who do not pay their fines and fail to appear in court from fare evaders who pay their fines and appear in court. The relationship between prior criminal history and fare evasion offenders who do not pay their fines and fail to appear in court is also explored. A sample of 24,646 defendants who received a citation for fare evasion while riding the Tri-Met transit system in Portland, Oregon were divided into two groups of fare evaders who pay and appear in court and fare evaders who …

The infant mortality rate (IMR) in some developing countries has decreased faster than the global average even though these countries lack strong economic growth, good governance, and democracy (often acknowledged precursors to improved health outcomes). What accounts for the improvement of the IMR in the absence of these traditional pathways to health gains? Some scholars suggest that the concept of "strategic governance" might help direct attention to intermediary factors that reduce neonatal deaths in countries that experience crisis conditions. For this report, the Northwest Economic Research Center (NERC) investigated six potential revenue generating measures, as requested by Portland Parks and Recreation (PP&R). This research includes an analysis of the revenue potential for each tax, the impacts of compression in property taxes, and an assessment of tax incidence.

Three of the funding options investigated are forms of property tax: a temporary local option tax, a permanent special district tax, and a general bond obligation. Using 2017 property tax data, NERC built a model that simulates these tax increases for each tax lot in Portland. The growth of Assessed Value (AV) …

This report is the sixth in a series prepared by the Institute on Aging at Portland State University for Oregon’s Department of Human Services (ODHS) and examines a sample of Adult Foster Homes (AFHs) throughout the state. This study has four objectives: 1. Describe AFH characteristics, including staffing types, policies and monthly charges and fees. 2.
