In line with policies long in place in Western Europe, United States disability policy is now attempting to intervene directly in the labor market to increase the employment of people with disabilities. Beginning in July, 1992, the Americans with Disabilities Act of 1990 required employers to provide reasonable accommodation to workers with disabilities. Here we use a continuous time hazard model on retrospective data from the 1978 Social Security Survey of Disability and Work to estimate the effect of employer accommodation on the subsequent job tenure of workers who suffer a work limiting health impairment. During loading, it is believed that a 120mm PEPA mortar was dropped and detonated. The resulting explosion spread to similar items already loaded and a massive explosion killed four of the loaders nearest to the truck and the ex-pat supervisor. The supervisor may have been walking away from the truck or been in its cab at the time. He was killed when a small fragment hit him in the back of the head and penetrated his brain. He died at the scene.

To save time, breach lanes were reduced in width to 50cms. A Ghurkha deminer, walking in the ‘reduced width” lane activated a PMN (either a Chinese Type 58 copy of the PMN or an Iraqi copy). It seems that the TNT in the mine had cracked up causing a partial detonation.

It is believed that the victim was using artery forceps to extract a detonator when he inadvertently prodded into it. The detonators are “stab-sensitive”. The mine activated and he was killed instantly. No details of his injuries were made available.

The victim was reported to have been engaged in making ashtrays with two others. One man removed the fuzes. One man removed the propellant. The victim detonated the percussion caps holding the device in a vice or between his feet. The man removing propellant went away. The man detonating percussion caps let one off with propellant still inside the cartridge. The blast removed his head. The other member of the team present was also injured but no details were made available.

The driver of a recovery truck was sent to recover broken-down plant equipment in a minefield. Lack of supervision and appropriate instructions meant he walked into a known mined area to check the vehicle. He stood on an anti-personnel blast mine; either a PMN, Type 58 Chinese copy, or Iraqi PMN copy (black), or a Type 72 AP and suffered a lower leg amputation.

The mine has a minimum metal content and he suffered a traumatic amputation of his lower leg. It is presumed that he had his detector in his hand at the time of the accident.

When the Victim ignored the Supervisor, the Supervisor sent him ahead 50 meters to work, telling him that he should not endanger others if he wanted to take risks. The Victim initiated a TM-57 anti-tank mine with his pickaxe.

Clearing old AFV and ammunition sites, a small group of TCNs (Third Country Nationals) were “de-bombing” a tank at the time of the accident. The ex-pat supervisor got inside the tank and de-bombed it himself, defuzing and passing the shells and fuzes out. While he was inside the tank he heard an explosion outside and came out to investigate.

Variations in the size of the population receiving disability payments across countries cannot be explained by simple differences in health. Rather, the process to disability is shaped by both social and medical factors. When governments ignore this reality, a policy generated disability epidemic is possible. This paper compares disability policies in The Netherlands, Sweden, Germany, and the United States. It argues that the extraordinary increase in Dutch disability rolls in the 1970s was caused by a general government policy to reduce official unemployment. Cross-national comparisons of disability programs and disabled populations show that the social environment workers with handicaps face can be as important as their health in affecting their movement into disability. In this context, Richard Burkhauser reviews American disability policy over the business cycles of the past two decades. He finds that strong economic recovery has, in general, overcome the sharp drop in the well-being of people with handicaps brought on by the recession and the reduction in program benefits in the early 1980s. However, the doubly handicapped, those with both health limitations and poor work skills, have not recovered.

In this paper the authors analyze the effects of two decades of federal disability policy and macroeconomic fluctuation on the well-being of men with disabilities. Their findings indicate that both have dramatically affected the economic well-being of people with disabilities both absolutely and relative to people without disabilities. Using data from the Current Population Survey (19681988) they find that by 1987 the households of white or well-educated male heads with disabilities had fully recovered from the program cuts and recession of the early 1980s. Critics of the Job Partnership Training Act of 1982 (JTPA) argue that most of its job placement success has been the result of the "creaming" of participants--that is, of serving individuals who are most employable at the expense of those most in need. Using a bivariate probit model of JTPA trainee selection and job placement success, this paper analyzes the selection of JTPA past recipients. It provides a first approximation of the importance of nonrandom selection on job placement rates. This paper models the decision to apply for Social Security Disability Insurance Benefitsas a special case of a more general dynamic retirement decision model. It uses a multi-state, continuous-time hazard to test the effect of policy variables on the speed at which workers applyfor benefits following the onset of a work limitation. Policy variables are found to matter. A higher expected replacement rate increases the risk of application. This effect is significant in asmall sample of the general population and in a sample which also includes a weighted choice-based sample of disability insurance applicants.

A constant theme throughout the history of the U.S. has been the growth of the middle class and the promise of its growth for the elimination of poverty. By the late 1980s, social analysts sensed a decline in the size of the American middle class which later was verified through cross-section analysis of wage and salary and income distribution data. Using time series from the Panel Study of Income Dynamics for prime-age males, this study moves beyond verification of the shrinking of the middle class. One casualty was a subcontractor of the British commercial company. This was a Palestinian who was an “owner/driver” and went back to try to get his truck out. The ex-pats trying to organise an orderly withdrawal saw him and his truck “vaporised”. Two KMOD soldiers and another individual were also reported to have been killed. (Only the driver is recorded in this database because he was an indirect employee of the British demining company: the status of the others is unknown.)

In June 1988 the Wisconsin legislature authorized that an independent evaluation of the state’s “Learnfare” experiment be conducted, and in July 1989 the Employment and Training Institute secured the contract for this evaluation after a competitive bidding process. This report meets the requirement of the contract to provide a report on the state’s activities during the first two years of the “Learnfare” federal waiver. The “Learnfare” evaluation design approved by the state and federal governments in December, 1989, for completion on June 30, 1993, is testing four main hypotheses: that “Learnfare” increases the total school attendance of teenage AFDC recipients, …

This research study provides empirical data on the employment experience of young African American men who entered the Wisconsin labor force in the late 1980s and early 1990s. Its goal was to examine the early labor force experience of 17,216 young men from poor families, matching state wage databases against individuals identified in the state income maintenance system (i.e., households applying for or receiving food stamps, AFDC or medical assistance, 1987-1989). The study analyzed 36,005 jobs held by the study population over five quarters. The vast majority of African American men in their early twenties who were employed were relegated …
