In November 2016 the number of states where recreational marijuana sales are legal increased to eight. Thousands of cities and counties are now on the front lines of regulating these new land uses. Local governments in Colorado, the first state to implement recreational marijuana legalization, are models for jurisdictions in other states. We study counties and municipalities in the eight micropolitan statistical areas in Colorado to learn how they regulate recreational marijuana businesses. We reviewed codes, ordinances, and other documents of 43 local governments and interviewed planners in a third of these jurisdictions. These places were purposefully selected and reflect …

This paper analyzes the decision of “green” economists to participate in the carbon offset market, and how this decision is related with the views that these experts hold on offsets. It also compares the preferences of economists with those of the general public, as emphasized in the literature. The paper exploits a unique dataset examining the decision to purchase carbon offsets at two academic conferences in environmental and ecological economics. We find that having the conference expenses covered by one's institution increases the likelihood of offsetting, but practical and ethical reservations as well as personal characteristics and preferences also play …

Though most commonly regarded as a revolutionary public health invention, the introduction of conventional wastewater sanitation systems has a mixed legacy in the U.S. A growing body of research links sewage-based sanitation systems with nationwide ecosystem degradation and an unsustainable dependence on vast inputs of materials and resources. In addition to contributing to chronic problems across the country, today these wastewater infrastructures are in various states of disrepair. Persons with disabilities can achieve a greater degree of freedom when they have full access to a variety of transit modes, but this can only be achieved when the pathways to transit – the infrastructure and conditions in the built environment – allow full access to transit stops, stations, and vehicles. Since passage of the Americans with Disabilities Act (ADA) in 1990, many transit agencies and governmental jurisdictions have made significant progress in this area. Greater Toronto is recognized as a high-performing urban region. Over the past decade, however, negative social, economic, and environmental trends have emerged that threaten the region’s future. On the basis of documentary research and four focus group workshops with a diverse array of professional practitioners, this paper assesses the Toronto region’s current assets and vulnerabilities in relation to future risks.The discussion is framed by the concept of resilience—an increasingly popular, yet abstract, concept in urban planning and public administration. Ireland is suffering a housing crisis which will not be easily solved. This is not the first generation to struggle with housing problems. A review of history shows that property markets have pronounced cycles and a continual struggle to provide affordable housing with much direct state provision and extensive subsidises for home ownership. Part of the current crisis results from the abandonment of direct provision of housing by the state but the gradual withdrawal subsidies for owner occupation, has also made a contribution to making home ownership less affordable for many.

Throughout the Cold War antagonisms of the twentieth century, the United States (US) championed greater global economic cooperation and an embrace of free market principles to encourage economic growth. Post World War II, passage of the Bretton Woods Agreement institutionalized this political agenda effectively establishing the rules of global commerce. The result has been increased economic participation and trade liberalization. From environmental resource management to public safety, collaborative governance continues to play a vital role in regional problem solving. The Epidemiology team at the Detroit Health Department rigorously stress- tested Detroit’s lead numbers. The findings suggest a true decline in EBLL levels rather than a decrease in lead testing or a change in the characteristics of the children who are being tested.

The report analyzes changes in five domains -- food retail, food insecurity and food benefits, institutional food, food and nutrition education, and diet-related health conditions -- in East Harlem from before the election of Michael Bloomberg through the first two years of the de Blasio Administration. Its goal is to assess the ways in which food environments in East Harlem have improved, stayed the same, or worsened in this 15-year period in order to inform setting food policy goals for the next 5, 10 or 15 years.

The future of an estimated 20,000 Self Help Groups (SHGs) in Ethiopia is uncertain because they lack legal status and, therefore, are unable to access funds and service for their members. The Government of Ethiopia (GoE) does not recognize the SHGs as unique development groups, but only offers to register them as Micro and Small Enterprises (MSEs) or cooperative societies, which are solely economic entities that serve more narrow functions than SHGs do. There has not been any coherent explanation for why the SHGs need a formal status, but should not register as anything but SHGs. From May to August …

This paper analyzes the drivers of carbon taxes acceptability with survey data and a randomized labeling treatment. Based on a sample of more than 300
individuals, it assesses the effect on acceptability of specific policy designs and individuals’ perceptions of carbon taxes advantages and disadvantages. We find that the lack of perception of primary and ancillary benefits is one of the main barriers to the acceptability of carbon taxes. In addition, policy design matters for acceptability and in particular earmarking fiscal revenues for environmental purposes can lead to larger support. This report examines the problem of concentrated poverty in the State of New Jersey. Both the individual and the long-term economic consequences of concentrated poverty are well- documented in social science research. The report adds to that knowledge by examining the practical, budgetary consequences faced by urban centers that are characterized by high poverty levels. The report focuses on four cities, which are represented in the New Jersey Urban Mayors Association (NJUMA) — Bridgeton, Passaic, Perth Amboy, and Trenton. The percentage of contract dollars awarded to small businesses at DoD increased from just over 16% to just over 19%, but the actual dollars only changed by approximately 10%. The number of small business contract actions at DoD fell by nearly 70% yet the value of those contract actions rose by nearly 290%. As the data shows, fewer small companies are winning contracts, but the contracts won are larger in dollar amount.

Laws that prohibit, regulate, or tax cigarettes can generate illicit markets for tobacco products. Illicit markets both reduce the efficacy of policies intended to improve public health and create harms of their own. Enforcement can reduce evasion but creates additional harms, including incarceration and violence. There is strong evidence that more enforcement in illicit drug markets can spur violence. The presence of licit substitutes, such as electronic cigarettes, has the potential to greatly reduce the size of illicit markets.
We present a model demonstrating why enforcement can increase revenues in the illicit market, show that states with higher tobacco taxes …
