The 31 fellows in the 2012 UMass Boston Emerging Leaders Program (ELP) worked with community partners to investigate the theme, “Supporting Healthy Lives and Vibrant Places.” They worked in peer self-managed teams, in order to learn collaborative leadership skills first-hand, while engaging with stakeholders and issues where collaboration makes a difference. Both health and sustainability are stated public policy objectives in Canada, but food information rules and practices may not be optimal to support their achievement. In the absence of a stated consensus on the purposes of public information about food, the information provided is frequently determined by the marketers of product. No institution or agency has responsibility for determining the overall coherence of consumer food messages relative to these broader social goals of health and sustainability. In this article, I present the key findings from a project entitled “The Social Context of Indigenous Poverty”. The research involved a series of interviews with Aboriginal people in urban SE Australia on issues of poverty, social capital and social exclusion. In the article I draw together Aboriginal perspectives on the meaning of poverty to reflect on the relevance of social capital concepts for understanding Aboriginal economic disadvantage and hence, the merits of policy framed in these terms.

This article proposes that educational and community based programs can help juveniles stay away from crime and prevent recidivism. A presentation of federal and state statistics, along with an analysis of the risk factors for delinquency, will be provided in order to illustrate the important areas that should be addressed in successful programs. Testimonies, including personal interviews with those who have experience working at the RI Training School, DCYF, Boys' Town, Child and Family Services will be shared as evidence of the research found. Finally, recommendations based on the findings will be proposed.

This report summarizes the quadrennial review of Maine's child support guidelines conducted by the USM Muskie School , which complies with federal law requiring each state's child support guidelines be reviewed at least once every four years. Principle findings of the extensive review by the Muskie School show that many aspects of Maine's child support system work well. Maine's low deviation rate reflects a reasonably high level of consistency in apply the guidelines, and in large part, protect the needs and interests of the children. Researchers, scholars, and policymakers interested in the falling rate of violent crime in New York City (NYC) have attempted to pinpoint causes of the welcome trend. Discovering the causes of the city’s crime drop may lead to important lessons for the city itself and may influence policy and practice throughout the state, nation, and perhaps other countries. Researchers have suggested a host of mechanisms that may explain the dramatic decline in violence, but two factors—misdemeanor policing and the transformation of drug markets—continue to receive the most attention. This report focuses on these factors in relation to gun-related homicide rates. It …

In order for cities to become more sustainable it is necessary for the leaders of the efforts to change the organizations and governments so that they understand and embrace what it means to be more sustainable. This study examined the change processes of two Oregon Cities, Corvallis and Eugene, that had made the choice to become more sustainable as a community. The approaches that the participant leaders used demonstrated the use of different ways of thinking about the leadership of change. In the past three decades, state and local governments implemented various reform strategies to reduce the youth justice system’s reliance on confinement facilities and serve as many youths as possible in their own homes or at least in their own communities when removal from the home is warranted. The various reform strategies may be conceptualized as relying on three distinct but interrelated mechanisms: resolution, reinvestment, and realignment (Butts and Evans 2011). Resolution refers to the use of managerial authority and administrative directives to influence system change; reinvestment entails using financial incentives to encourage system change, and realignment employs organizational and …

Life without parole seems an attractive and logical punishment under the modern coercive crime-control principles of general deterrence and incapacitation, a point reinforced by its common use under habitual offender statutes like "three strikes." Yet, there is increasing evidence to doubt the efficacy of using such principles to distributive punishment. The prerequisite conditions for effective general deterrence are the exception rather than the rule. Moreover, effective and fair preventive detention is difficult when attempted through the criminal justice system. If we really are committed to preventive detention, it is better for both society and potential detainees that it be done …

This the first in a series of research to practice briefs based on the 2010–2011 National Survey of Community Rehabilitation Providers (CRPs) funded by the Administration on Developmental Disabilities and the National Institute for Disability and Rehabilitation Research. This brief presents findings on people with all disabilities and people with intellectual and developmental disabilities (IDD) who are served in employment and non-work settings by community rehabilitation providers (CRPs). The last national comprehensive survey of CRPs conducted by the Institute for Community Inclusion was in 2002–2003, and also gathered data on provider services for individuals with disabilities (Metzel et al., 2007). …

This report was prepared on behalf of the Aging in Place Initiative of Home Forward. The Initiative sought to gather information about older persons currently residing in Home Forward’s public housing properties, from persons age 55 and older on the waitlist for housing, and from older adults in the Portland area. While local data were unavailable at the time of this report, we know that nationally, more than one-third (37 percent) of the approximately 5 million households receiving housing assistance from HUD are headed by persons age 62 and older. Thousands of adults in Milwaukee County have suspensions placed on their driver’s licenses solely for not paying fines and civil forfeitures. Younger teens may be issued license suspensions for failure to pay fines and civil forfeitures even though they have never had a driver’s license. Many teens and adults with suspensions continue to drive with or without a valid license. For this report the driver license status of all Milwaukee County residents was reviewed using state Department of Transportation records on driver’s license status, licenses suspension and revocation records for 2008-2011 in order to assess the driver status facing workers …

One of the most critical labor force problems facing Milwaukee’s “working poor” families is the lack of steady, good paying jobs available for single mothers raising children. This report provides an update on the income reported by Milwaukee County family tax filers (with dependents) and analyzes Wisconsin tax records for family filers’ 2011 income in 9 central city Milwaukee zipcodes compared with prior years before the recession. Census data on occupations of Milwaukee County single mothers with preschool and school age children are examined to help explain the low and intermittent earnings of many family heads. Assisting workers with prison records is one of the greatest employment challenges facing the Milwaukee Area Workforce Investment Board for 2013. This drilldown prepared by the Employment and Training Institute examined Wisconsin Department of Corrections records on adults incarcerated in state correctional facilities. The DOC records show incarceration rates at epidemic levels for African American males from Milwaukee County. At least 27,060 black males ages 20 through 64 with a Milwaukee County address (as the last found home address) have been incarcerated in the state DOC system. This series of maps was prepared for Milwaukee Public Schools Superintendent Gregory Thornton along with the 2010-2011 school census conducted by the Employment and Training Institute. Maps detailed distributions of births by race/ethnicity, children receiving free and reduced price meals, students with exceptional education needs, children by age (in MPS, non-MPS public, and private schools), Spanish-speaking households, Hmong and Laotian speaking households, and locations of state-licensed childcare group and family centers. Student data were mapped for the home residence of enrollees in the eight MPS Montessori schools.

Driver’s license suspension and revocation records were analyzed for Milwaukee County residents using a series of data files from the Wisconsin Department of Transportation. Notable changes were observed in number and patterns of charges. The elimination of mandatory revocations for OAR (operating after revocation) charges, a policy reform initiated by the Center for Driver’s License Recovery & Employability, reduced the number of OAR revocations from 10,124 in 2009 to 64 in 2011. The legislative reforms also led to a very large reduction in revocations for OWS (operating while suspended), which dropped from 5,815 revocations issued in 2009 down to 130 …

This report identified challenges facing Milwaukee youth in obtaining driver’s licenses. The State of Wisconsin has discontinued its support for driver’s education while requiring that school age youth participate in a school or commercial driving program as a condition for obtaining their license. Paying for a driving course and maintaining a working vehicle is a costly undertaking for many financially strapped families. Auto insurance rates are high for all teens but particularly for teens in central city Milwaukee zipcodes. This online presentation provides photographs and text from an exhibit prepared by the late Mary Kellogg Rice for the Golda Meir Library in October 1997. Rice served as art director for a highly regarded WPA project operating in the 1930s for women in Milwaukee County. The historic WPA photographs and examples of project work were collected by Rice for her book “Useful Work for Unskilled Women: A Unique Milwaukee WPA Project,” published by the Milwaukee County Historical Society in 2003.
