Cooperation, Competition And The Development Of Institutional Capacity: Civil Rights And Public Transportation In Southern Nevada, Bruce Erwin Turner

This study examines the implementation of social goals through government action and the context and relations of agencies charged with demonstrating and enforcing equality in transit. Specifically, I explain complexities involved in the top-down federal mandate to demonstrate equal transit service for minority communities and low income residents. Institutional entrepreneurship by local government agencies influenced the legislation and regulation that they were charged to enforce. The local Metropolitan Planning Organizations (MPOs), created to enable a local voice in major capital road projects, acquired new institutional capabilities as federal agencies tasked them with implementing new social goals. The Public Utilities Commission of Nevada (PUCN) needs tools to develop a system by which reliable data can be collected in order to assist in the regulation of public utilities in Nevada. Their particular emphasis is on low-income and elderly populations. The PUCN needs to have reliable data they can utilize to make decisions that are fact based. Part of their needs is to have a thorough understanding of the factors that affect both low-income and elderly populations. Many of today's challenging environmental problems, to the point of manifesting themselves on a scale that has global, political consequences, likely result from long-term evolutionary developmental processes. The degree to which humans can manage the evolution of these problems remains an open question. Faced with such challenges, since the mid 1980s, an increasing number of scholars have developed other forms of management, in particular, adaptive management. Scholars suggest that improving the performance of adaptive management requires that environmental problems be understood as 'complex', open, evolving systems of interacting social and environmental subsystems. A Comparative Assessment Of The Status, Structure And Process Utilized By Nevada's Family Support And Preservation Consortia To Achieve Collaboration, Marlys A. Morton

This paper presents a framework for understanding inter-organizational collaboration and describes and analyzes how collaboration was used as a method to build new service networks, the characteristics of the consortia, and the status of the collaborative processes.

Although the literature on inter-organizational collaboration in the human services is increasing, little is known about how regional consortia view the process of working together towards a common purpose. The results reported in this paper are intended to help fill that gap.

The findings reported in this study are based on a survey process using a standardized questionnaire to study the collaborative status. …
